Leonardo funds overseas work placements and the development of training materials with the objective of improving the provision of Vocational Education and Training (VET) across Europe. The overall objective of the new programme is to contribute, through lifelong learning, to the Lisbon goal for the EU; to become an advanced knowledge based society with sustainable economic development, more and better jobs and greater social cohesion. It aims to support these goals through promoting the exchange of best practice, co-operation and mobility between education and training systems within the EU, while respecting national diversity. Leonardo focuses on raising the quality and relevance of VET and this is an exciting opportunity for organisations involved in VET to build European partnerships, exchange best practice, increase the expertise of their staff and develop the skills of learners. 1.2 ACTIVITIES FUNDED THROUGH THE LEONARDO DA VINCI PROGRAMME In 2008 the Leonardo da Vinci programme funded the following types of activity (managed by the Leonardo UK National Agency or the Executive Agency): Preparatory Visits to help organisations interested in participating in the Leonardo Programme to find new partners or discuss and develop an outline of a planned project. Mobility projects, including work placements for learners, trainees and staff. Small Scale Co-operation Projects (including Partnerships) that allow UK organisations to work with European counterparts on issues of mutual interest, to share good practice, experience and to discuss common problems. Large Scale Co-operation Projects (including Transfer of Innovation) for the development of innovative practice and the transfer of results to new settings (e.g. target groups, sectors, countries) through working with transnational partners. 2 2 MOBILITY 2.1 PURPOSE OF THE LEONARDO MOBILITY ACTION The main purpose of this action is to improve the vocational skills of the UK workforce. Organisations can apply for Leonardo Mobility funding for two main activities: a European work placement for learners or a short study visit for staff involved in Vocational Education and Training. In 2008 the UK National Agency has awarded funding to 127 successful projects under the Leonardo Mobility measure. 2.2 MOBILITY TARGET GROUPS The three main target groups eligible to participate in a Mobility project are as follows: People in initial vocational training (IVT) Those enrolled on a full-time or part-time course of initial vocational training (usually, up to N/SVQ level 3), including Apprentices. You can send IVT trainees to another European country for a work placement to enable them to gain real experience and skills in employment. People in the Labour Market (PLM) Those in employment, those undertaking work-based training, those who have graduated from college or university, or those who are not in work. You can send people in the labour market to another European country for a work placement to enable them to gain real experience and skills in employment. Vocational Education and Training Professionals (VETPRO) Those who are employed, in a business or training environment, to design or deliver training, professional development or careers guidance. Professionals can take part in short placements to learn from European colleagues. These may also differ depending on the specific action under the LLP. In the UK the National priorities for the Leonardo Mobility action in 2008 are as follows: Applications from organisations working with disadvantaged groups; Applications from organisations that have not previously applied for Leonardo mobility projects; Applications from organisations in under-represented countries and geographical regions will be encouraged, namely Wales, the East Midlands and the East of England.
