Schumer Republican Leader Democratic Leader United States House of Representatives United States Senate Washington, DC 20510 Washington, DC 20510 Dear Speaker Pelosi, Leader McCarthy, Leader McConnell and Leader Schumer: RE: Urgent Action Needed on President-Elect Biden’s American Rescue Plan On behalf of The United States Conference of Mayors, we urge you to take immediate action on comprehensive coronavirus relief legislation, including providing direct fiscal assistance to all cities, which is long overdue. President-elect Biden’s American Rescue Plan contains such assistance as part of an aggressive strategy to contain the virus, increase access to life-saving vaccines, and create a foundation for sustainable and inclusive recovery. American cities and our essential workers have been serving at the frontlines of the ongoing COVID-19 pandemic for nearly a year. We have been charged with executing herculean public health efforts and an unprecedented emergency response. Despite immense fiscal pressure, your local government partners oversaw those efforts, while trying to maintain essential services and increase our internal capacity to provide support for residents and businesses who have been crippled by a tanking economy. And yet, as the economic engines of our country, local governments will be relied upon to lead the long- term economic recovery our nation so desperately needs, even as, with few exceptions, cities have been largely left without direct federal assistance.

August 22, 2020 The Honorable Mitch McConnell The Honorable Chuck Schumer Majority Leader Minority Leader United States Senate United States Senate Washington, DC 20510 Washington, DC 20510 The Honorable Nancy Pelosi The Honorable Kevin McCarthy Speaker Minority Leader United States House of Representatives United States House of Representatives Washington, DC 20515 Washington, DC 20515 Dear Leader McConnell, Speaker Pelosi, Leader Schumer, and Leader McCarthy: As mayors from across the nation, we write to underscore the importance of maintaining the integrity of our elections through a robust vote-by-mail system, and we support legislative action to ensure that the United States Postal Service can support that system. Being able to vote and have that vote counted are essential to maintaining and preserving our democracy. Voting stands as one of the most important rights and responsibilities of U.S. citizens. The news of recent changes to the U.S. Postal Service’s delivery process, coupled with the Administration’s decision to withhold funding, is alarming and should be of grave concern to us all, particularly with the General Election only months away. While the Postmaster General’s actions to reverse these policies earlier this week were a positive step, we must be vigilant and relentless when it comes to a fair election, especially during these challenging times. The spread of the Coronavirus has already created challenges and uncertainty around our local, state and national electoral processes. We cannot afford further disruption. At our Annual Meeting in June, the U.S. Conference of Mayors passed two critical resolutions supporting safe and accessible elections and voting by mail.

Reed Mayor of Montgomery City Hall 103 N Perry Street Montgomery, Alabama 36104 Dear Mayor Reed: We are pleased to submit this final transition report on behalf of our fellow Montgomery United Transition Team members and the hundreds of citizens who participated in our discussions. Over the past several months we have had the opportunity to examine some of the most pressing issues facing our city. We have heard from subject matter experts, discussed research findings and national best practices, and we have conferred with many of the city’s senior administrators. We appreciate the responsiveness of the city officials and employees who provided countless documents, made thoughtful presentations and engaged with us as we sought to develop meaningful and actionable recommendations. Throughout our deliberations we considered only those matters over which you have authority and we were mindful of the financial constraints that the city currently faces. We want this document to be a roadmap for your Administration and for our community. And we understand that success will come only if we all do our part to create the change that we want to see for our city.

At A Glance: Preemption and the Pandemic July 12, 2020 In This Edition: State/Local Conflicts Over Masking Orders Trending Now: ● A List of Preemption Suits Against Local Tenant Protections ● State/Local Fights Over Federal COVID-19 Funds, ● Friction Over School Openings Mandatory Masking Orders Spark More Conflict This weekend, Louisiana became the 25th state to issue some form of a mask mandate as governors are facing increasing pressure to pass statewide mask requirements and mount a more coherent pandemic response as coronavirus cases soar to record levels. Local officials and health experts have warned that infections could continue to spiral out of control unless governors issue public health measures that apply to everyone. The resurgence of the virus, particularly in the Sun Belt, has left some mayors of hotspot cities frustrated with their governors over their lack of control to require residents to wear masks or stay at home. “The rising tide of coronavirus cases in the U.S. South and West, coming four months into the outbreak, emerged amid a patchwork of often confusing or conflicting rules across government that have proved inconsistent and often difficult to enforce, making the pandemic harder to halt,” the Wall Street Journal reports. Alabama A bipartisan group of 10 mayors from Alabama’s largest cities have argued in favor of a statewide mask order, telling Gov. Kay Ivey (R) that it was necessary as cases have climbed steadily in the state. Ivey has previously dismissed the idea. Her coronavirus orders say only that the state’s two largest counties, Jefferson and Mobile, can be more stringent than the state.

The Honorable Chuck Schumer The Honorable Mitch McConnell Majority Leader Minority Leader United States Senate United States Senate The Capitol, S-221 The Capitol, S-230 Washington, DC 20510 Washington, DC 20510 Re: Over 100 Mayors Call for Background Checks Legislation Dear Senators, The mass shootings in Atlanta and Boulder in recent weeks are a reminder of the vulnerabilities we face when people who should not have guns are able to access them. Every day in our cities and towns, we use all the tools at our disposal to keep guns out of the hands of people who are a danger to themselves or others. But we are in desperate need of the tools only the federal government can provide. We must close the gaping loopholes in our federal laws that have allowed illegal guns to flood our communities for far too long. For this reason, we, the undersigned mayors from across the country, call on U.S. Senators to pass background checks legislation now. Background checks are the backbone of any comprehensive gun violence prevention strategy; they keep our communities safer and are associated with reduced rates of firearm homicide, suicide, and firearm trafficking. We know background checks work and stop sales to prohibited purchasers every day. Since 1994, background checks have blocked over 3.5 million sales to violent criminals and other prohibited people. However, current federal law only requires a background check when a gun seller is a licensed dealer, leaving all other sales, like those negotiated online or at gun shows between perfect strangers, unregulated and unchecked.
