The following is a summary (rather than minutes) of the activities that occurred in the March Corridor Advocacy Group Meeting of the Palma Sola Scenic Highway Designation Study. • Co-Chair brought the meeting to order shortly after 3:30 pm. • Ms. Chronister explained that Ms. Susan King, Florida Scenic Highways Program Coordinator for FDOT District 1 was absent due to a recent death in the family. Agenda Item 1 – Letter of Intent Update • Since Ms. King had been scheduled to present the final draft of the Letter of Intent to the CAG for their approval, Ms. Chronister proposed that the CAG take action to permit Ms. King to send the draft electronically to the co-chairs only for final review and comment. The motion was made and seconded, with the CAG expressing their support of this action. Agenda Item 2 – Vision Statement Comments • Ms. Chronister asked the CAG to review and adopt the Draft “Working Vision.” It was explained that the Working Vision was an informal document which could be modified prior to submittal of the Eligibility document. • To further clarify the concept of the Working Vision, Ms. Chronister provided an explanation of the terms “Vision,” “Goals,” “Objectives,” “Policies,” and “Strategies.” It was iterated that the “Vision” is an ideal that the fulfillment of all the stated goals would achieve. It was Meeting Notes Held March 20, 2002 Page 2 further explained that, with diligence and hard work, achieving the vision might be something our grandchildren would experience – that the “Vision” was something that would take a lot of time and money to achieve. • Ms. Chronister stated that in the next meeting, a draft set of goals would be presented for review and comment. The draft goals would be provided to the CAG in the meeting packets they would receive approximately one week prior to the next meeting. Agenda Items 3 and 4 – Schedule and Workshop Special Note: These two agenda items were discussed concurrently since the first part of the Workshop agenda item entailed establishing a Date and Location for the Workshop. • Ms. Chronister suggested that the CAG set a standard time and established place for their meetings. This would enable public notification about the meeting schedule to be published. • Ms. Chronister noted, however, that for the next two months, there should be exceptions to this arrangement. The exceptions would allow the CAG to review and comment on the materials and format of the Public Workshop to be held during the month of April. For this reason, April 10 was set for the next CAG meeting. • For reasons discussed below, the CAG also voted to hold their May meeting on May 22. • The CAG moved and approved the establishment of the third Wednesday of the month for their meetings, beginning in June. • Ms. Monreal reviewed the materials prepared for the Public Workshop that they had received in their meeting packets. - The first item on the list was “Date and Time.” After much discussion, it was decided that the greatest public participation would come from holding two meetings, rather than one, at each end of the project corridor. - Ms. Sandy Haas-Martens offered to contact the Elks Lodge at 75th Street. - Commissioner von Hahmann offered to see about sites at the east end of the project. - Mr. Guy stated that the MPO’s website could be used to post notice of the meeting. He requested that a copy of the notice in HTML text be submitted. - Ms. von Hahmann suggested use of the Government Access Television. - Mr. Crayton inquired about the format of the Public Workshop and how the CAG would be expected to participate. Ms. Chronister explained that FDOT and RS&H would make the initial presentation but that most of the information would be conveyed through presentation boards and/or PowerPoint-style presentation. CAG members would be asked to participate in the breakout session, where a CAG member and a Project Team member would serve as facilitators in eliciting the public’s comments about the proposed Vision and Goals for the project. - It was also recommended that the meeting “Comment Form” be amended. Suggestions included correction of the missing word in Line 3 ( .
