The following is a summary (rather than minutes) of the activities that occurred in the March Corridor Advocacy Group Meeting of the Palma Sola Scenic Highway Designation Study.

• Co-Chair brought the meeting to order shortly after 3:30 pm.

• Ms. Chronister explained that Ms. Susan King, Florida Scenic Highways Program Coordinator for FDOT District 1 was absent due to a recent death in the family.

Agenda Item 1 – Letter of Intent Update

• Since Ms. King had been scheduled to present the final draft of the Letter of Intent to the CAG for their approval, Ms. Chronister proposed that the CAG take action to permit Ms. King to send the draft electronically to the co-chairs only for final review and comment. The motion was made and seconded, with the CAG expressing their support of this action.

Agenda Item 2 – Vision Statement Comments

• Ms. Chronister asked the CAG to review and adopt the Draft “Working Vision.” It was explained that the Working Vision was an informal document which could be modified prior to submittal of the Eligibility document.

• To further clarify the concept of the Working Vision, Ms. Chronister provided an explanation of the terms “Vision,” “Goals,” “Objectives,” “Policies,” and “Strategies.” It was iterated that the “Vision” is an ideal that the fulfillment of all the stated goals would achieve. further explained that, with diligence and hard work, achieving the vision might be something our grandchildren would experience – that the “Vision” was something that would take a lot of time and money to achieve.

• Ms. Chronister stated that in the next meeting, a draft set of goals would be presented for review and comment. The draft goals would be provided to the CAG in the meeting packets they would receive approximately one week prior to the next meeting.

Agenda Items 3 and 4 – Schedule and Workshop

Special Note: These two agenda items were discussed concurrently since the first part of the Workshop agenda item entailed establishing a Date and Location for the Workshop.

• Ms. Chronister suggested that the CAG set a standard time and established place for their meetings. This would enable public notification about the meeting schedule to be published.

• Ms. Chronister noted, however, that for the next two months, there should be exceptions to this arrangement. The exceptions would allow the CAG to review and comment on the materials and format of the Public Workshop to be held during the month of April. For this reason, April 10 was set for the next CAG meeting.

• For reasons discussed below, the CAG also voted to hold their May meeting on May 22.

• The CAG moved and approved the establishment of the third Wednesday of the month for their meetings, beginning in June.

• Ms. Monreal reviewed the materials prepared for the Public Workshop that they had received in their meeting packets. - The first item on the list was “Date and Time.” After much discussion, it was decided that the greatest public participation would come from holding two meetings, rather than one, at each end of the project corridor. - Ms. Sandy Haas-Martens offered to contact the Elks Lodge at 75th Street. - Commissioner von Hahmann offered to see about sites at the east end of the project. - Mr. Guy stated that the MPO’s website could be used to post notice of the meeting. He requested that a copy of the notice in HTML text be submitted. - Ms. von Hahmann suggested use of the Government Access Television. - Mr. Crayton inquired about the format of the Public Workshop and how the CAG would be expected to participate. Ms. Chronister explained that FDOT and RS&H would make the initial presentation but that most of the information would be conveyed through presentation boards and/or PowerPoint-style presentation. CAG members would be asked to participate in the breakout session, where a CAG member and a Project Team member would serve as facilitators in eliciting the public’s comments about the proposed Vision and Goals for the project. - It was also recommended that the meeting “Comment Form” be amended. Suggestions included correction of the missing word in Line 3 ( . . . Please provide us with . . . ), replacing “Viewshed” with “View,” providing a fuller explanation of “Facilities” by using words such as “Restrooms” and “Drinking Fountains,” and adding “Landscaping” before the “& Aesthetics.”

Agenda Item 5: Community Participation Program

• Ms. Monreal concluded by reviewing what was intended to be distributed, the FDOT standard FSHP “Corridor Impressions Survey Form” (CIS). It was explained that the survey was to be distributed to participants at the Public Workshop. This form evoked a lot of discussion. Several CAG members suggested that the instructions be re-written, as they were too complicated. They also requested that a map of the corridor that indicates the various “Section” limits and a sample completed survey be attached to the CIS. The CIS will be distributed by CAG members.

• The CAG recommended that a different, far simpler “Users’ Survey” be provided to members of the general public. It was also recommended that the simpler User Survey be made available in public places along the project corridor to members of the public. Another suggestion was to perform a survey of actual beach users, both mid-week and weekend. It was felt by several members of the CAG that each of these two populations would express very different opinions. April 11 and 13 were tentatively set as the dates of the survey, contingent upon FDOT and CAG approval of the survey materials and survey methodology.

Mr. Paul Roat suggested that his paper may be willing to publish the User Survey. Ms. Copeland stated that the same would be true of her paper. It was understood that each offer was contingent upon obtaining permission from the paper’s editors. Mr. Guy said that his web site could also serve as a User Survey distribution site. The use of Government Access Television to inform the public of User Survey pick-up locations was also encouraged.

Mr. Gallo asked that, if one paper was provided with a map, copy of the User Survey, and explanatory text, that all area papers be notified.

The following are additional sites or contacts recommended by CAG members of points for distribution of the User Survey.

Mr. Guy also expressed a desire that the survey and meeting notices be prepared in both English and Spanish.

• CAG members discussed the distribution of the CIS. It suggested by the CAG members that the full Corridor Impressions Survey be undertaken by only relatively few people: CAG members, selected Public Workshop participants, and a few others. Each CAG member would receive 10 copies of the CIS. All CIS forms would have a map attached.

• CAG members also asked whether FDOT planned to have a representative present to discuss the Palma Sola Causeway

Old Business/New Business • RS&H was requested to prepare a revised contact list. Messrs. Crayton and Gallo offered to assist in compiling the e-mail address list. Ms. Chronister agreed to provide the revised contact list as part of the Meeting Notes distribution, contingent upon FDOT approval.

Agenda Item 1 – Letter of Intent Update

• Susan King distributed a copy of the Letter of Intent for the CAG to review. Co-Chairs Gene Gallo and Jane von Hahmann signed the Letter of Intent and submitted it to the Department. The map included with the letter will be revised to reflect the corridor’s study limits and location of Bradenton Beach. A letter from the Department noting acceptance of the Letter of Intent will follow.

Agenda Item 2 – Draft Goals

• Susan King explained several of her comments regarding the Draft Vision and Goals to the CAG. A written version of her comments, as discussed during the meeting, was submitted to Myra Monreal.

• Myra Monreal stated that any comments on the Draft Vision and Goals should be submitted to Carmen Chronister by April 24, 2002. Meeting Notes Held April 10, 2002 Page 2

Agenda Item 3 – User Survey

• Susan King asked for a clarification from the CAG regarding the purpose of the User Survey. The CAG members present indicated that the standard Corridor Impressions Form provided in the Scenic Highway manual was not user friendly and did not collect information that the CAG wished to survey.

• Myra Monreal distributed draft copies of the User Survey Form for the CAG to review. The CAG discussed and revised the survey form based on the Vision Notes from the February 20, 2002 CAG meeting. In order to incorporate the CAG’s revisions, the date of the survey was changed to Saturday, April 20, 2002. The survey will be administered for one day only.

• Volunteers were requested to help administer the survey. Jane von Hahmann, Susan King and Myra Monreal volunteered to administer the survey. Jane von Hahmann will try to get six (6) Palma Sola Coalition t-shirts for the volunteers to wear. Myra Monreal will create and post “Beach Survey Today” signs at Kingfish Boat Ramp and the Palma Sola Causeway Parkway.

• Pat Copeland stated that the Anna Maria Island Sun may be willing to print the survey. Should the Island Sun print the survey, the agreed upon survey drop off locations include the Island Sun’s office, Holmes Beach City Hall, Tingley Library and the Manatee County Central Library. Pat Copeland will submit the Draft User Survey to her editor and coordinate with Myra Monreal for the Final User Survey. Myra Monreal will contact the drop off locations for permission and deliver drop off boxes by April 17, 2002.

• Mike Guy asked for a clarification from Susan King regarding the status of the Causeway Parkway as a Section 4(f) Park. Barbara Elliott stated that the Causeway Parkway is a park in the Comprehensive Plan. Susan King will look into the possibility of designating the Causeway Parkway as a Section 4(f) Park and present the information to the CAG at the May 22, 2002 meeting. Gene Gallo stated that he would like the information to be presented to City Council. Susan King stated that pursuing 4(f) status for the Causeway Parkway could be part of the Corridor Management Plan.

Agenda Item 4: Public Workshop

• Susan King asked for a clarification from the CAG regarding the purpose of two workshops because it was not included in the scope of work. The CAG members present strongly indicated that two workshops were necessary. They pointed to the success of the two Anna Maria Bridge PD&E public meetings.

• Myra Monreal indicated that the May 8, 2002 Bradenton workshop would be held at the Elks Lodge on 75th Street and the May 9, 2002 Holmes Beach workshop would be held at St. Bernard’s Catholic Church. Myra Monreal will finalize the workshop locations and reserve the facilities from 4 PM to 8 PM. The actual workshop will only be from 5:30 PM to 7:00 PM.

• Myra Monreal discussed the proposed format of the workshop. The CAG members present agreed that the workshop should be informal, the plans and renderings should not include any future improvements, several workstations similar to the Bradenton Beach workshop should be set up and lots of handouts should be available.

• Susan King stated that she will bring copies of the Blue and Green Florida Scenic Highways pamphlets.

• Mike Guy again indicated the valuable role of CAG members facilitating workstations as seen in successful MPO workshops. Mike Guy stated that Barbara Elliott would be a good candidate to lead the introduction.

• Susan King stated that she would like each participant that attends the workshop to receive a thank you note. Myra Monreal indicated that thank you letter with images from the workshop would be distributed to workshop attendees.

• Myra Monreal discussed the design of the workshop notification. The notification will be a one page flyer on bright blue paper. The text will include a short summary of the project, meeting locations, date and time, a list of the CAG members and contact person. The notification will be posted at the previously agreed upon locations. In addition, Myra Monreal will forward each CAG member 10 copies of the notification for distribution at other public locations.

• Myra Monreal requested good local park examples for use in the Visual Preference Survey. Emerson Point, Rossi Park, Hunt Memorial Park, Seaside and Lake Placid were suggested.

Action Items

FDOT • Research 4(f) status for the Causeway Parkway. • Bring Florida Scenic Highway pencils, pads and other giveways for the public to the User Survey.

• Gene Gallo called the meeting to order and turned it over to Carmen Chronister.

Agenda Item 1 – Letters of Support and General Info Flyer

• Myra Monreal provided Sample Letters of Support and General Info Flyers to the CAG for distribution. The purpose of the General Info Flyer is to provide CAG members with information regarding the project that can be easily handed out, i.e. for those that are soliciting Neighborhood Associations. We currently have one Letter of Support from Keep Manatee Beautiful.

• Sandy Haas-Martens is working on passing a resolution with the City of Holmes Beach. She explained and read a copy of the resolution that will go before the City Commission.

• Gene Gallo stated that he received a phone call from Jo Williams. Rick Fawley asked if we were going to send the information out to all neighborhood associations. Jane von Hahmann and Mike Guy indicated that the county has a comprehensive list of all of the neighborhood associations. It was agreed that only the neighborhood associations located within close proximity to the corridor would be contacted.

• Carmen Chronister agreed to contact the neighborhood associations via e-mail if the information was provided to her. Meeting Notes Held June 19, 2002 Page 2

• Gene Gallo stated that we need to get the word out that the project will not increase traffic.

• Mike Guy requested that the General Info Flyer FAQ be revised to include, in a series of short bullets, what the scenic highway designation does and doesn’t do.

• Barbara Elliott requested that what we want it to be and a historic element be included in the vision of the General Info Flyer.

Agenda Item 2 – Survey Results

• Myra Monreal summarized the results of the User Survey. Currently, we have received approximately 450 surveys and over 200 people who have provided us with either a mailing address or other point of contact (e-mail, phone number). Special thanks should go out to Barbara Elliott, Sandy Haas-Martens, Mae Jones and their volunteers for getting the word out and distributing the survey.

• Myra Monreal emphasized that the results presented today only reflect approximately 350 surveys. As far as the existing features that bring them to the facility (Kingfish and Causeway Parkway), the number one feature is Ease of Access, followed by the fact that Pets are Allowed, and the View. Myra indicated that Ease of Access is commonly defined as the fact that people can recreate within close proximity of their car. She also indicated that some users chose Ease of Access because the facility was located close to their home.

• Myra Monreal also indicated that over 95% of the people surveyed last Memorial Day were from Manatee County. The remaining people were from DeSoto, Sarasota, Pinellas, Polk and Hillsborough County. During the Memorial Day Survey, 141 people were asked “What county are you from?”

• Myra Monreal stated that the most popular additional features requested, in order of importance, include Additional Restrooms, Pedestrian Crossings, Beach/Landscape, and Re-nourish Beach.

• Barbara Elliott stated that she is trying to get the Bradenton Herald to publish the survey.

• Myra Monreal stated that with the exception of the Bradenton Herald, there is no plan to distribute any more surveys at this time.

• Carmen Chronister summarized the results of her “multi-modal” field visit along the corridor.

Joan Perry Comments

• Joan Perry submitted a list of written comments and the response provided by RS&H via e- mail to the CAG and requested a response to her comments. A detailed summary of the discussion that followed will be included as a separate attachment.

Agenda Item 3 – Corridor Story Development

• Carmen Chronister facilitated the discussion on the Corridor Story.

• The CAG suggested the following elements for inclusion in the draft corridor story: the historic nature of the site including the Perico archaeological site and Indian burial mound, the view of a fisherman, role of the causeway in the special events of locals (i.e. Gene’s proposal), equestrian tales and pet stories, “Lone Date Palm” definition, history of the construction of the causeway, Curtis Wright’s Perico story, the agricultural history, role of the 400 breeding pairs of Rosetta Spoonbills and Manatee habitat.

Agenda Item 4: Status of Eligibility Submittal

• Carmen Chronister indicated that the timeline of events include submitting a preliminary Draft Eligibility Application the end of July. There will be a review period and it is estimated that the Final Eligibility Application will be submitted to the SHAC (Scenic Highways Advisory Committee) the following month.

• Carmen Chronister will draft initial goals that are related to the vision statement. Any suggestions for goals should be submitted to Carmen by the end of the month.

• Myra Monreal indicated that the CAG has already reviewed much of the information in the application such as the vision statement, existing condition analysis, corridor story and result of the surveys.

Agenda Item 5: Document Preview Committee

• Carmen Chronister suggested that the CAG select two or three members to serve as a “Document Preview Committee” to review the Draft Eligibility Application.

• Gene Gallo designated Barbara Elliott, Sandy Haas-Martens and himself to serve on the committee.

The following is a summary (rather than minutes) of the activities that occurred in the April Corridor Advocacy Group Meeting of the Palma Sola Scenic Highway Designation Study.

• Gene Gallo called the meeting to order at 3:35 PM and turned it over to Myra Monreal.

• Myra Monreal indicated that Carmen Chronister would not be in attendance.

• Sandy Haas-Martens did not receive an agenda and support material prior to the CAG meeting.

• Myra Monreal asked Gene Gallo and Sandy Haas-Martens to sign three original copies of the Eligibility Application form.

Agenda Item 1 – Anna Maria Bridge Issues

• Myra Monreal introduced Ben Walker, Project Engineer for the Anna Maria Bridge PD&E and incoming Planning Manager, FDOT District 1. She stated that we are coordinating with the Anna Maria Bridge PD&E to make sure that we do not recommend anything that conflicts with their plans. We are taking a neutral stand on the bridge issue. Due to the larger number of questions regarding the bridge study, Mr. Walker was invited to join today’s meeting.

• Ben Walker indicated that since the last Bridge PD&E Workshop, they have been working on a way to provide the most accurate measure for comparison of bridge alternatives. They are using the annual worth method to compare: 1) bridge rehabilitation, 2) 45 foot Meeting Notes Held July 17, 2002 Page 2

replacement bridge with drawbridge, and 3) 65 foot replacement bridge without drawbridge. The annual worth method takes into consideration the cost of each alternative for a set period of time (i.e. 90 years) and then brings the cost back to the current year in today’s dollars. They will explain the numbers in the next workshop to be held in Holmes Beach the end of August / beginning of September.

• Joan Dunn asked that FDOT add an emergency lane for evacuation purposes and to provide an extra space for a car to move over when there is an accident.

• Ben Walker indicated that an emergency lane is dependent on the alternative. If they rehabilitate the bridge, there will not be an emergency lane. If they replace the bridge, an emergency lane will certainly be considered.

• Sandy Haas-Martens asked that if we do get a new bridge, it would be nice if the existing bridge became a fishing pier.

• Ben Walker indicated that if the study recommends that they rehabilitate the bridge, FDOT will determine the next steps. If the study recommends that they replace the bridge, the MPO and cities will take the next steps.

• Ingrid McClellan inquired about the height of the existing bridge.

• Ben Walker stated that the current bridge is 19 to 25 feet high depending on where you measure the height.

Not on Agenda – Restrooms

• Susan King stated that we have $160,000 of transportation enhancement funds for construction of two restrooms along the corridor. The preliminary recommendation is to build one set of restrooms at Kingfish and another along the southside of the Causeway Parkway. The money will be available in 2003.

• Gene Gallo asked if cities could be involved with in-kind service.

• Susan King stated that yes, cities can be involved. The City and / or the County must be the one to put it out to bid, construct and maintain the restrooms. The DOT will not build it.

• Barbara Elliott indicated that $160,000 may be enough to build three and refurbish the existing restrooms. She also asked if money collected from the tourist tax could serve as matching funds.

• Sandy Haas-Martens stated that she serves on the Tourist Development Council (TDC) and that tourist tax can only be spent on items such as advertisement, brochures, beach renourishment and the heritage festival.

Agenda Item 2 – Letters of Support Status Report

• Myra Monreal stated that as of yesterday, we have one letter of support from Keep Manatee Beautiful and the editorial from the Bradenton Herald.

• Sandy Haas-Martens provided two originals and multiple copies of the Holmes Beach Resolution.

• Gene Gallo provided letters of support from the Kiwanis Club, Mayor of the City of Bradenton, Village Green Homeowners Association and Downtown Development Authority / Community Redevelopment Agency, as well as a resolution from the City of Bradenton.

• Gene Gallo also provided a written copy of his Engagement Story and a copy of the Equestrian Story from Holly Mayotte for Jane von Hahmann.

• Barbara Elliott stated that she is in the process of setting up a meeting with Sarasota Herald Tribune’s editorial board.

• Ingrid McClellan is soliciting letters from Bongo’s, Johnny Leverocks, Manatee County Audubon Society, Palma Sola Homeowner Association, Bradenton Beach Corridor Management Entitiy and the City of Bradenton Beach.

• Pat Copeland will coordinate with the Historical Society at their next meeting in September.

Agenda Item 3 – Review of Working Vision and Draft Goals

• Myra Monreal indicated that included in today’s handouts is a copy of the Draft Working Vision Statement. The Draft Working Vision Statement dated July 17, 2002 is based on the original draft working vision statement submitted to the CAG in March by Carmen Chronister and revisions based on comments from FDOT.

• The CAG reviewed the Draft Working Vision Statement, provided comments and suggestions, and adopted the revised Vision Statement.

• Myra Monreal presented the Draft Initial Goals to the CAG. She stated that the Scenic Highway Application Manual states that the goals must incorporate, as a minimum, the following five components: 1) Resource protection, maintenance, preservation and enhancement; 2) Transportation and safety; 3) Community support and participation; 4) Education and corridor story; and 5) Economic development and tourism. She stated that these are only initial goals and we will refine and expand on the goals in the next stage, the Designation Application. She requested that any comments regarding the Draft Initial Goals be forwarded to RS&H by Wednesday, July 24, 2002.

• Myra Monreal explained that a “Definitions of Important Terms” is also included in their handout. The fact sheet outlines the relationship between the vision, goals, objectives, policies and strategies. The fact sheet is to serve as a reference as we will delve into some of these terms in more detail while we prepare the Designation Application.

Agenda Item 4: Adoption of Mission Statement

Agenda Item 5: Eligibility Application

• Myra Monreal explained the detailed outline provided in the handouts is really the Eligibility Application’s Table of Contents. She explained that much of this information was presented at the workshops as the Existing Condition Figures and that what we need to go over today are areas where information is lacking.

• Myra Monreal inquired about plans for future development along the corridor.

• The CAG indicated that future development includes the Perico and Robinson (golf course) development. They directed Myra to call Jerry West (708-6200) and Carol Clark for more information.

• Myra Monreal inquired about future Manatee County Area Transit (MCAT) projects.

• The CAG stated that there are plans for a Park and Ridge at K-mart and that the County has plans for a Sunday bus route to the beach.

• Myra Monreal inquired about Other Programs that may or may not be listed in the Table of Contents.

• The CAG stated that we should include information about Manatee’s Blueways and Greenways and obtain a copy of the map. The contact person is Charlie Hunsaker.

• The CAG stated that we should also include information about the Tampa Bay and Sarasota Bay Natural Estuary Program. The contact person for Tampa Bay is Dick Echenrod and Mark Alderson for Sarasota Bay.

• Ingrid McClellan stated that Keep Manatee Beautiful’s countywide clean-ups include the corridor. They also have 4 Adopt-A-Shore and 2 Adopt-A-Highway programs within the designation limits. She mentioned that all of this is outlined in the Letter of Support.

• Ingrid McClellan also stated that we should research the City of Bradenton’s Memorial Tree Program. There is at least one tree planted with ashes.

• Myra Monreal indicated that the application is progressing on schedule. She asked the members selected to serve on the Draft Preview Committee about their schedule for the month of August.

• Gene Gallo and Sandy Haas-Martens stated that they would be leaving August 14th for a conference. Gene Gallo will also be unavailable the last weekend of June. They stated that if they received a copy of the Draft Application by August 5th, they would have enough time to review the application before they leave.

• Myra Monreal stated that the Draft Preview Committee members would receive a copy of the application by August 5th and that all of the CAG members would receive a copy of the Final Application.

• Barbara Elliott stated that she was still working on obtaining a few corridor story elements.

• Myra Monreal indicated that we may have to proceed at this time without the stories, but that they could be included in the second submittal, the Designation Application.

• Myra Monreal also stated that she ordered several pictures from the Eaton Library’s collection for use in the application.

Agenda Item 6: Response to Joan Perry Comments and Question

• Myra Monreal stated that included in today’s handouts is a draft copy of the response to Joan Perry’s written comments. She stated that while we believe many of her questions and concerns were answers at the last CAG meeting, Ms. Perry did provide a set of written questions that should receive a written response.

• The CAG agreed to review the draft response and forward any changes or comments to RS&H by Wednesday, June 24, 2002.

• The CAG agreed that the response may then be signed from “The Palma Sola Corridor Advocacy Group” and mailed.

Agenda Item 7: Public Comments

• Joan Dunn asked if we were going to have another workshop to present our findings to the public.

• Myra Monreal and Susan King stated that at this time there is no plan to have another workshop. The CAG members serve as the voice of the people and if someone has specific concerns that are more than welcome to attend a CAG meeting, contact RS&H and / or provide written comments.

• There were no additional public comments at this meeting.

• Ingrid McClellan requested that an additional bullet stating “Boaters and Anglers Environmental Service Center at Kingfish Boat Ramp,” be included in the Keep Manatee Beautiful section.

• Myra Monreal will provide Barbara a copy of the cultural resources definition provided in the Florida Scenic Highway Program Manual.

• Sandy Haas-Martens stated that she will call Jack and ask for permission to use the photo.

• Myra Monreal asked Pat Copeland to review the newspaper articles included in the application and make sure that all of the Anna Maria Island Sun articles are included.

• Sandy Haas-Martens will lend her copy of the application to Pat.

• Myra Monreal stated that once the revisions are made, Susan will present the final application to the Scenic Highway Advisory Committee (SHAC) the end of August / beginning of September.

• Kathy King submitted written comments regarding the application and Sarasota Bay National Estuary Program information to Myra.

Not on Agenda – Program for the Corridor Management Plan and Renderings

• Myra Monreal stated that Ron Sill, the Landscape Architect present at both workshops, will prepare and present preliminary sketches for the CAG to review at the next meeting.

• Myra Monreal asked the CAG to list the amenities they would like to include in a conceptual plan for the Palma Sola Causeway Park. Due to feedback from the public, certain amenities such as lighting will not be included at this time. Rather than provide specific recommendations, some areas, such as the equestrian area will be highlighted.

• The CAG suggested that the Concept Plan include the items listed below.

1. One educational kiosk (Boaters and Anglers Environmental Service Center) near the restrooms and / or boat ramp. 2. One hugging fishing pier (per VPS™) at the existing fishing pier location. 3. Additional picnic areas (size per VPS™). 4. Pedestrian pathways. 5. One set of Restrooms (size per VPS™) along the southside of the Causeway. 6. Define access. 7. Buffer in the form of landscaping or a berm between the roadway and park users. 8. Keep the car close to the shore. 9. Use natural objects, such as rocks and landscaping, to delineate parking. 10. One special events pavilion (per VPS™) at a location that makes sense. 11. Shade trees. Get rid of the Australian Pines. We want Sea Grape Trees. 12. Leave the equestrian area untouched and call it out. 13. Beach renourishment (30 to 100 feet). 14. Landscape pallet.

• Ingrid McClellan stated that John Moody prepared a landscape pallet for the Palma Sola in the Urban Forestry Master Plan and that if he could do it over again, he would make a few changes. She will forward a copy of the plan to Myra and suggested that Ron contact John.

• Rick Fawley provided John Moody’s phone number: 746-8664.

• Myra Monreal stated that Ron will prepare a typical section for the roadway along Perico Island. The purpose of this graphic is to illustrate what type of amenities and landscaping the CAG prefers should a developer wish to develop this parcel of land. Myra stated that this graphic will include specific amenities such as lighting, sidewalks, bike lanes and landscape along the corridor and median.

• Mike Guy requested that a bus stop and bus pullout area be included in the typical section.

• Myra Monreal stated that Ron will also prepare a perspective graphic that shows water activity in the background and specific amenities such as trash cans, benches and signage.

• The CAG members requested an update regarding Susan’s research on obtaining 4(f) status for the Causeway.

Agenda Item 2 – Designation Application

Letters of Support • Myra Monreal stated that as of today we have a resolution from the City of Bradenton, resolution from the City of Holmes Beach, letter from the Mayor of the City of Bradenton, letter from the Downtown Development Authority (DDA), letter from Keep Manatee Beautiful, letter from the Kiwanis Club and a letter from the Village Green Homeowners Association.

• Myra Monreal stated that we should continue to solicit letters of support for use in the Designation Application.

• Jane von Hahmann provided Myra with a letter of support from Manatee County.

• Sandy Haas-Martens provided Myra with a letter of support from the Manatee County Bicycle & Pedestrian Advisory Board.

• Ingrid McClellan provided Myra with a letter of support from the Bradenton Beach Scenic Highway Corridor Management Entity (CME).

• Pat Copeland will coordinate a letter of support from Mike, the editor of the Anna Maria Island Sun.

• Joan Dunn and Ingrid McClellan will coordinate a letter of support from the Palma Sola Homeowners Association.

• Jane von Hahmann will coordinate with Bob Barts of the Manatee Chamber of Commerce and have him send the letter to Myra.

• Barbara Elliott stated she is still trying to set up a meeting with Sarasota Herald Tribune’s editorial board.

• Ingrid McClellan continues to follow up on letters from Bongo’s, Johnny Leverocks, Manatee County Audubon Society, Palma Sola Homeowner Association and the City of Bradenton Beach.

Developing Partnerships and Agreements • Myra Monreal explained to the CAG that included in today’s packet is information regarding developing partnerships and agreements. Myra stated that she just wanted to introduce the issue today since obtaining these agreements take time. Myra also agreed to send a copy of Appendix C along with the draft meeting notes.

• Barbara Elliott stated that she has a contact that may be willing to donate architectural services for the restrooms.

• Barbara Elliott stated that several years ago Nick Baden agreed to donate Palm trees.

• Jane von Hahmann and Ingrid McClellan also stated that they could contact Nick.

• Myra Monreal suggested that we wait until after the conceptual plan and landscape pallet is put together before we start soliciting landscape donations.

• Ingrid McClellan volunteered Keep Manatee Beautiful to provide grant application service.

• Barbara Elliott stated that Home Depot will donate supplies for activities such as art murals with at-risk kids.

• Barbara Elliott suggested that there may be enough money for three new restrooms and the refurbishment of the existing restrooms. This would provide four restrooms within a four mile stretch.

• Jon Odom stated that we need to make sure the restrooms are wheelchair accessible, include showers, self-flushing toilets and vending machines.

• Jane von Hahmann stated that four restrooms may be too many and that we need to consider maintenance costs.

Agenda Item 3 – Public Comments

• Myra Monreal stated that the response to Joan Perry’s comments was forwarded to her after the last CAG meeting.

• Myra Monreal stated that included in today’s handouts is a copy of the draft response, written by Carmen Chronister, to comments submitted to the CAG. Carmen Chronister will incorporate any comments into the letters and then forward the letters to Henri Treeni and Bunny Garst before the next CAG meeting.

• Joan Perry stated that Henri Treeni’s first question is valid and we should pass the information along to FDOT.

The following is a summary (rather than minutes) of the activities that occurred in the September Corridor Advocacy Group Meeting of the Palma Sola Scenic Highway Designation Study.

• Jane von Hahmann called the meeting to order at 3:35 PM and turned it over to Myra Monreal.

• Gene Gallo provided comments on the September 9, 2002 letter from the CAG to Deborah Snider of FDOT. Gene stated that in the first sentence of the third paragraph, the reference to working with the County Traffic Engineer should be revised to “working with the City Traffic Engineer”. John Cumming, of the City of Bradenton’s Public Works department, is the correct contact person.

• Myra Monreal agreed to revise the letter per Gene Gallo’s comments and forward the revised letter to Deborah Snider and John Cumming.

• Myra Monreal circulated aerial photos of the scenic highway corridor provided to the CAG by Jack Elka. Myra stated that Jack was able to take some additional photos of the causeway on August 30 and emphasized that he donated all of his services.

Agenda Item 1 – Eligibility Application

• Myra Monreal stated that the Eligibility Application was revised per CAG comments and submitted to Susan King on September 4, 2002. Final Meeting Notes Held September 18, 2002 Page 2

• Susan King submitted the application to the Florida Scenic Highway coordinator and consultant for review.

• Susan King introduced Frank Mears of FDOT. Frank is FDOT’s new Sarasota-Manatee MPO liaison and will represent FDOT in the Palma Sola Scenic Highway’s future Corridor Management Entity. Frank will be based out of Bartow.

• Michael Howe stated that the Sarasota-Manatee MPO board meets Monday to authorize the MPO chair to sign the Eligibility Application and letter of support on behalf of the board.

Agenda Item 2 – Designation Application

Letters of Support • Ingrid McClellan provided Myra with a letter of support from Bongo’s Florida and Ultimate Power Sports and is coordinating a letter from Duncan Realty.

• Sandy Haas-Martens provided Myra with a letter of support from St. Bernard’s Catholic Church and news articles from the Anna Maria Island Sun and Islander.

• Joan Dunn stated that the homeowner’s association would not provide the CAG with a letter of support due to concerns designation of SR 64 as a scenic highway would Disneyfy the area.

• Myra Monreal stated that letters of support from the Manatee Chamber of Commerce, City of Anna Maria and City of Bradenton were received after the August CAG meeting and included in the Eligibility Application.

Developing Partnerships and Agreements • Myra Monreal explained to the CAG that included in today’s packet is background information on developing partnerships and agreements. Myra suggested that we wait until after the conceptual plan and landscape pallet is finalized before we start soliciting landscape donations.

Review of Corridor Master Plan • Myra Monreal introduced Ron Sill and David Zaparanick, Landscape Architects with RS&H, and turned over the presentation of the Corridor Master Plan elements to Ron. She stated that Ron was one of the facilitators from the May public workshops.

• David Zaparanick passed out DRAFT renderings for the CAG to review during the discussion.

Causeway Concept Plan • Ron Sill stated that the first plan illustrates several of the CAG’s recommendations: a location for new restrooms on the south side of the causeway, additional picnic pavillions, native plan identificaiton area, protected swimming area, designated equestrian area and beach expansion / renourishment. The intent of the plan is to call out what is already beautiful about the causeway, clear out invasive plant material and provide structures that provide shade while we wait for new trees to mature. • Ingrid McClellan voiced her concerns that the additional structures (restrooms and pavillions) would block the view of the bay. She also stated that windsurfers lay out their equipment at the south eastern end of the causeway.

• Gene Gallo stated that he would like the restrooms to be located at the eastern end of the causeway (versus across the street from the existing restrooms).

• Jane von Hahmann disagreed with Gene’s suggestions. Safety is the main purpose of providing additional restrooms. If we do not locate them near each other, we will still have the safety issue of people crossing the street to use the restrooms. Moving the restrooms to the eastern end of the causeway could create an additional safety hazard with people crossing the street within close proximity of the four-lane section of SR 64.

• Susan King stated the restrooms can be small and compact, similar to the concepts presented at the workshop.

• The CAG discussed increasing the number of restrooms on the causeway to two (one across from the existing restrooms and one at the eastern end) and the cons of having too many structures on the causeway blocking the view of the bay.

• Susan King and Frank Mears brought up the possibility of showers at the new restrooms. The showers would not be an additional stall within in the building, but a simple shower nozzle attached to one of the exterior walls so as not to block the view.

• Ken Crayton expressed concerns that the plan did not designate any boat ramps.

• Ron Sill indicated that no new boat ramps were proposed for the causeway, but the existing ramp would remain in place. He also stated that once you provide for another boat ramp, additional parking for cars with boat trailers would be necessary; this is of concern because space is already limited.

• Gene Gallo suggested that we move the existing boat ramp to the north west corner of the causeway.

• Ron Sill stated that once the exotic plants are removed there will be plenty of room for a boat ramp in that area.

• Members of the CAG stated that relocating the boat ramp to the north west corner of the causeway is a good idea and will open up the area for recreational activity.

Landscape Plan for the West side of the Causeway • Ron Sill presented a draft landscape plan for the west side of the causeway. He stated that the intent of the plan was to limit safety hazards with vehicles pulling in and out of the beach area by managing access. At this location, west of the bridge, access is limited to 3 points. The access points are highlighted with clusters of large palm trees and an 18-foot low shrub area marked with timber edges separates the beach from the roadway. Crosswalks are also provided at the three access points. Parking is still undefined and flexible with two exceptions. Newly planted shade trees will be protected with large rocks / boulders and any newly proposed pavilions will be surrounded by a rope fence.

• Ron Sill indicated that all of the proposed improvements are above the high water mark. Final Meeting Notes Held September 18, 2002 Page 4

• Ken Crayton stated that causeway users will wipe out the low shrub area within a month.

• Jane von Hahmann stated that most users will use common sense.

• Ron Sill stated that we cannot put up guardrail and prior discussions with the CAG and public indicated that a more “natural” alternative was preferred. He also stated that for safety reasons, emergency vehicles need to be able to run over the buffer.

• Kathy King stated by providing restrooms on both sides of the causeway, it will be easier for users to comply.

• Kathy King indicated we need to keep beach renourishment of the causeway as a proposed improvement even if it is a long-term project.

• Ron Sill stated that beach renourishment is currently included, but only on the southeast side of the causeway.

• Members of the CAG indicated that beach renourishment should be included along the entire southern side of the causeway.

• Ken Crayton expressed concern about proposing too many new structures along the causeway that would block the view.

• Kathy King and Ingrid McClellan agreed with Ken’s concern that we are proposing too many pavillions.

• Ron Sill asked members of the CAG if they wanted any new pavillions.

• Members of the CAG also suggested that new pavilions only be located near the bridge embankment and not to let cars pass the pavilions (similar to Palmetto).

• Kathy King stated that we need to maintain the vista and open space as much as possible. She suggested that any new pavilions be provided at the end of the causeway.

• Ingrid McClellan stated that there is currently a volleyball court at the location of the proposed native plant identification area. She also stated that jet skis are commonly launched off at the same location.

• Gene Gallo stated that areas prohibited by jet skis are already designated by ordinance. He suggested we contact Jerry West at the City of Bradenton for more information.

Other Plan Elements • Ron Sill presented the perspective rendering and typical section for Perico Island. The typical section is only for the residential portion of Perico Island and includes improvements such as sidewalks along both sides, bike lanes, a bus pull out and shelter, landscape buffer and lighting.

• Ingrid McClellan stated that currently there is no lighting plan for the causeway and that is good. Final Meeting Notes Held September 18, 2002 Page 5

• Ron Sill and Myra Monreal reinforced that lighting is proposed only within the residential areas.

• Myra Monreal stated that the purpose of the typical section is to illustrate recommendations for improvements within the right-of-way should additional development occur on Perico Island.

• Barbara Elliott stated that she would like an area to be designated for motorcycle parking. This area could also serve as a helicopter pad for emergencies.

• Barbara Elliott invited CAG members to join a benefit Poker Run to Bongos on October 6th. People are welcome to ride or join everyone at Bongos. It was proposed that the monies raised from the Poker Run go towards the construction cost of motorcycle parking at the causeway.

• Ron Sill suggested that the motorcycle parking be located near the restrooms.

• Ken Crayton expressed concern about maintenance.

• Gene Gallo stated that the City of Bradenton will get a contract with FDOT to maintain the causeway and coordinate with civic clubs to help maintain some areas.

• Ingrid McClellan reviewed the candidate plant list and asked Ron if it was compatible with Charles Moody’s Urban Forestry plan.

• Barbara Elliott stated that she spoke to the owners of Bongo’s and they are interested in helping us raise money, organize a concert or art festival and would like to serve as a CAG / CME member.

Review of Goals, Objectives and Strategies • Myra Monreal explained to the CAG that included in today’s packet are draft goals, objectives and strategies as well as notes from the February visioning session. Myra indicated that the text provided to them are only suggestions and CAG members may revise not only the objectives and strategies, but also the goals. Some of the strategies include recommendations from local comprehensive plans and / or requirements from development orders.

• The CAG agreed to review the draft goals, objectives and strategies and forward any changes or comments to RS&H by Wednesday, October 2, 2002.

• Ken Crayton asked that the location of CAG meetings be included in future cover letters.

Agenda Item 1 – Eligibility Application

• Myra Monreal stated that we have not yet received a Letter of Eligibility from the SHAC. Myra stated that Susan King said that things look fine and we should proceed with the development of the corridor management plan.

Agenda Item 2 – Designation Application

Review of Goals, Objectives and Strategies • Myra stated that we are now in the Designation Phase of the Scenic Highway Application.

• Myra Monreal asked CAG members to review, mark-up the Goals, Objectives and Strategies and forward any comments to her by the next CAG meeting. She stated that the five goal categories (such as Resource Protection, Maintenance, Preservation and Enhancement) outlined for the Palma Sola Scenic Highway are based on the requirements specified in the Florida Scenic Highway Program Manual. • Myra Monreal stated that the strategies form the foundation for the improvements and actions included of the Action Plan.

Review of Action Plan • Myra Monreal explained that based on a discussion with Susan King, rather than categorize the corridor improvements as short-term and long-term, we will prioritize the projects so that the future CME can pick and choose the projects when funding is available.

• Myra Monreal stated that many of the responsible agency and funding / partnership opportunity boxes in the Action Plan are blank so that the CAG members can fill in the local appropriate information. For example, Kathy King has stated that the Sarasota Bay National Estuary Program has grant monies that may be applicable to some of our projects. The standard information will be included once the local agencies and partnerships have been identified by CAG members.

• Myra Monreal stated that the projects in today’s Draft Action Plan are prioritized based on the results of the survey, conversation from past CAG meetings and feedback from the public workshop.

Prioritize Projects • Jane von Hahmann asked Mike Guy about the possibility of obtaining beach renourishment funds by bringing attention to the fact that SR 64 is a hurricane evacuation route and the elevation of the roadway should be raised.

• Mike Guy stated that perhaps for the beach renourishment, for raising the actually elevation approach, we approached the department in the past and DOT did not see it as an issue. He indicated there was a problem with SR 789 in Longboat Key and DOT was willing to put in a sea wall, but that was the extent of their involvement.

• Jane von Hahmann and Sandy Haas-Martens expressed concern about the roadway flooding during times of high tide.

• Barbara Elliott asked Jane von Hahmann regarding the availability of sand as researched by Charles Hunsicker.

• Myra Monreal and Mike Guy indicated that even if sand was available it would not be as simple as just transporting the sand to the causeway – there would be major permitting issues with DEP, the Water Management District and Army Corps of Engineers.

• Mike Guy suggested contacting FEMA about the problem with the hurricane evacuation route. He stated that rather than have them come in after the fact, lets talk to them now before there is a big problem.

• Mike Guy suggested contacting the Department regarding raising the elevation of the roadway; that the MPO did talk to them at one time about it and he is unsure where it ended up.

• Ken Crayton said that they should have though about that when they replaced the bridges. He stated there is a major problem today on the causeway and it is not going to go away with making it a scenic highway - simply because of the traffic. Today, when people want to turn left or right into the beach, they back up traffic and you potentially have people pulling

around creating a very, very bad situation where people can get hurt and cars can get smashed up. He stated that the road, when the bridges were put in, should have had turn lanes put in.

• Myra Monreal distributed a copy of the response letter from DOT regarding the speed limit and no passing zone study.

• Barbara Elliott asked if, considering we know that the water comes up over the road so much, we have some significant erosion going on. She is afraid that the causeway is going to erode away.

• Jane von Hahmann mentioned that some beach was taken when DOT widened the road to include a shoulder.

• Myra Monreal clarified that when the CAG refers to widening the roadway, they are referring to adding a center turn lane only since SR 64 is currently policy constrained to 2 lanes.

• Jane von Hahmann and Mike Guy suggested approaching the Department to initiate something similar to what they did at Cortez: raised medians, turn lanes where needed and safe refuge is provided for pedestrians in the middle of the road. Deborah Snider was their point of contact at DOT.

• Myra Monreal suggested that “Corridor Landscaping” be split into two different categories so that the removal of exotics could be a single line item.

• Ken Crayton asked how far we were going to plan on removing the exotics on the north side of the Causeway. He wanted to know if we were going bridge to bridge?

• Myra Monreal explained that right now that is not defined. What we have today is a list of recommendations that includes removal of exotic plants. The exact location is not something we are pinning down. It is anticipated that when funding is available, removal of exotics could occur in sections.

• Mike Guy agreed with separating the “Corridor Landscaping” action item because there are funds available for landscaping on state roads from the Department for Manatee County, Holmes Beach and Bradenton Beach. He suggested that the CAG target that as a source of funding that will be available in 2003/2004.

• Ken Crayton asked where “Removal of Exotics” was on the priority list.

• Myra Monreal stated that based on the results from the user survey, “Removal of Exotics” was rather low. For example, the average user does not consider the removal of Australian Pines to be a good thing. Myra stated that this is the role of the CAG - to interpret the results from field surveys and make final recommendations.

• Jane von Hahmann asked for clarification regarding “Additional Parking”.

• Myra Monreal will revise “Additional Parking” to read “Manage Parking at Kingfish Boat Ramp”.

• Mike Guy asked if we were specifically looking for sources and funding partnership opportunities for the proposed improvements, or if we just need to prioritize the action items.

• Myra Monreal stated that we need both, but first we should prioritize the improvements and then make sure that the terminology for funding, etc. - such as local neighborhood association grants – is consistent with our Action Plan. Myra asked the CAG members to fill in the responsible agency / funding / partnership opportunities and she will combine all of the information together and present it at the November CAG meeting.

• Barbara Elliott stated that Bongo’s has expressed interest in forming a partnership with us. They have approached Barbara and would like to see one of the owners on this committee. They are interested in helping raise funds, etc.

• Myra Monreal explained that we should remember Bongo’s when the future CME is created and the last portion of the Action Plan outlines action items for “Promotion / Administration / Coordination”. She stated that this is where we can include Bongo’s involvement.

• Barbara Elliott asked if it would hurt anything to bring them on board now since they want to have an art festival on the causeway next spring. She stated that she has met with the Arts Council of Manatee County regarding the art festival and they will be working with Bongo’s to put this together.

• Myra Monreal stated that representatives of Bongo’s are welcome to come to the meeting as members of the public.

• Jane von Hahmann stated a formal discussion regarding forming a partnership for the arts festival should wait until the next meeting since Gene Gallo and several other CAG members were not in attendance today.

• Myra Monreal suggested that the Barbara Elliott work with Bongo’s to produce a letter outlining their partnering interest and ideas of what they would like to do with us.

• Ken Crayton expressed a concern about a pedestrian signal on SR 64 that would allow people to push a button and stops traffic – backing cars up to 75th Street.

• Myra Monreal stated that a pedestrian signal would not allow cars to stop. She stated that if a signal was approved, it would more likely be a flashing signal with associated signage.

• Jane von Hahmann stated that a pedestrian signal is not likely to be approved, but we must first ask before we examine crosswalks alternatives.

• Barbara Elliott stressed that we should move to the speed limit, no passing zone study, continuous sidewalks, bicycle lanes and crosswalks up in order to emphasize the safety issue.

• Barbara Elliott stated that rather than “Annual Fundraiser” we revise the action to be listed as “Fundraisers” so as to incorporate multiple activities such as the Bike Run.

• Rick Catlin asked if we are designated as a scenic highway and someone plans a special event can they obtain a special permit to for alcohol consumption.

• Myra Monreal stated that whether or not we are a scenic highway has nothing to do with that. The City of Bradenton has jurisdiction of the causeway.

• Mike Guy requested that we add “In-kind Services” to the Action Plan to promote our ability to match grants.

Review of Corridor Master Plan • Myra Monreal distributed to the CAG a revised Master Plan that incorporates the comments from the September CAG meeting. She emphasized that the Conceptual Master Plan is only a concept and just one way to illustrating ideas. “It is not the master plan for the entire causeway.” This portion of the scenic highway was chosen because we could illustrate many of the amenities that CAG recommended at this one location. She stated that a large disclaimer will be included with the master plan when it is included in the application.

• Rick Catlin left the meeting early. CAG members expressed concern that the Draft Conceptual Master Plan may be published out of context.

• Myra Monreal emphasize that all of the elements of the corridor management plan are recommendations from the CAG; but that who ever takes responsibility for implementing / construction improvements (such as the restrooms) will make the final decision.

• Jane von Hahmann restated that one concern that has been strongly voiced at the last two if not three meetings, was to minimize the number of new pavilions / amenities that may block the view. For example, the restrooms will be small and compact.

• Ken Crayton re-expressed his concern about proposing too many new structures along the causeway to block the view and based on the September meeting notes Kathy and Ingrid agreed.

• Mike Guy requested that we include a key map indicated the entire scenic highway project limits with the master plan.

• Ken Crayton requested that we add the word “delineated” to “swimming area” so as not to infer that lifeguards will be provided at the causeway.

• Myra Monreal indicated the Master Plan will be refined to call out and highlight the defined access points and landscape buffers. The intent of the Master Plan as presented today was to leave the southside of the causeway open for informal gatherings / activities. Facilities for formal activities such as picnicking are provided on the northside of the causeway. This is the way people use the causeway today.

• Mike Guy stated that people tend to co-mingle with others at the causeway and suggested that we encourage / delineate periodic safe crossing areas. He stated that based on the outcome of the speed study, they will determine the 80th percentile, there is a chance that the speed limit may be lowered.

• Mike Guy asked if transit has been considered along the route.

• Myra Monreal indicated that at the last meeting, we did present a typical section that includes a bus stop, pullout and shelter. She also stated that one of the strategies was to encourage and educate users of public transit opportunities.

• Sandy Haas-Martens asked about the relocated boat ramp along the causeway. She would like to have two boat ramps.

• Myra Monreal stated that as of today, we are only relocating the existing ramp so as not to give them too much room because we would have to increase the amount of boat trailer parking. The intent is not to make it a full-fledged boat ramp such as Kingfish.

• Barbara Elliott asked about where to hold the funds raised by the Poker Run. Should she dedicate it the CAG committee or the City of Bradenton fund?

• Myra Monreal stated that after discussion with Susan King, it was recommended that Barbara put the funds in the Causeway’s Beautification account with the City of Bradenton and earmark it for improvements.

• CAG members agreed that the funds should be directed to the account and not the CAG.

• Ken Crayton will not be at November 20 meeting and requested a copy of any future handouts be mailed to him.

On May 8, 2002, the Palma Sola Scenic Highway Corridor Advocacy Group (CAG) held a public workshop at the Bradenton Elks Lodge from 5:30 to 7 p.m. for all interested residents and business owners to attend and learn more about the Scenic Highway Program. Representatives from the City of Bradenton, Florida Department of Transportation (FDOT), Manatee County and RS&H were also in attendance.

V. SUMMARY AND GROUP WRAP UP

Ron Sill presented a conceptual plan for the east-side of the Causeway Parkway based on attendee’s comments and concerns. Access to the Causeway Parkway was defined to three locations and one-way vehicular circulation was provided to improve safety. A planting buffer is provided between the road and parking areas, restrooms are provided on both sides on the road, and the northeast corner of the Causeway parkway is designated for those with horses. A children’s play area with a water feature and fishing pier below the bridge was also suggested. Ron mentioned that all of these concepts were preliminary and more detailed information would be required to make sure the proposed improvements fit the exiting site.

Sandy-Haas Martens gave a brief summary of the history and role of the Palma Sola Causeway, past and current community participation and role of the Corridor Advocacy Group. She also described her experience with the SR 789 (Bay Drive) Scenic Highway Designation experience and the logical extension of that conservation effort to SR 64.

Carmen Chronister then introduced the program participants, Ms. Susan King from the Florida Department of Transportation and Mr. Ron Sill from the RS&H Tampa Office.

Based on the previous evenings experience, she proposed to the group that they move as a group from one work station to another, rather than randomly participating in each as they chose.

V. SUMMARY AND GROUP WRAP UP

The workshop participants were relatively quiet during the Master Planning and Existing Conditions portions of the workshop. In fact, their suggestions for amenities along the Causeway were tempered by a desire to make thing nice and convenient for those who currently used the facility while not creating an environment that attracted significant number of new visitors. Several of the participants had lived on the Island for several decades and were concerned about the number of people who had become attracted to the area is recent years.

The discussion became most lively approximately half was through the Visual Preference Survey. A workshop participant asked the purpose of the survey, questioning essentially whether their personal preferences would have any sway with the Department, which was perceived as doing what it wanted with regard to the Anna Maria Island Bridge replacement. Some of the alternatives for a high level bridge option would have eliminated the Kingfish Boat Ramp, the amenity within the corridor that captured the group’s primary focus. Ms. Chronister emphasized the purpose and constraints of the Scenic Highway Program, indicating ways that support for the Scenic Highway Program could help influence decisions made about the Bridge. Following a 30 minute discussion on this topic, the group was able to return to and complete the Visual Preference Survey.

The participants were invited to stay and complete the Ranking Improvements. Several of the attendees chose to do this.

VI. ADJOURMENT

The meeting was adjourned at 7:15 and the last of the attendees departed by 7:30. Breakdown of workshop materials and clean-up of the facilities was completed by 8:00.
