The method it advocates is question and answer, newcomer asking the questions, with the ultimate goal of providing newcomers a better understanding of Canada. Materials are provided at both the level of survival needs, as well as that of "higher needs." The organizational principal is a hierarchy of needs. Divided into five parts, each corresponds to a level of need. Part One, Survival Needs, covers: geography; weather and climate; food; clothing; shelter; and avoiding embarrassment. Part Two, Safety Needs, covers: ec-nomic security: employment; shopping; laws and safety.of the person; health; and, an introduction to Canadian government. Part Three, Love and Social Needs, covers: public behavior; Canadian families; women's, children's and senior citizen's rights; education; Canada, a country of many peoples; and, holidays, recreatinn and entertainment. Part Four, Esteem Needs, covers: authority; banking, saving, spending; ethnicity and multiculturalism; and religion and belief. This is uncommon, both in the comparative literature and amongst premiers who are men. What explains this gendered selection pattern to Canada’s provincial premiers’ offices? This paper explores the most common explanation found in the comparative literature for women’s emergence as leaders of electorally competitive parties and as chief political executives: women are more likely to be selected when that party is in crisis or decline. Using the population of women provincial premiers in Canada as case studies, evidence suggests 3 of 8 women premiers were selected to lead parties in government that were in crisis or decline; a fourth was selected to lead a small, left-leaning party as predicted by the literature.

Lewis Carleton University [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Introduction For a variety of reasons, the careers of Canadian provincial premiers have escaped explicit academic attention. Premiers are found frequently in Canadian political science literature, but more for direct roles and actions – in questions of the constitution, federalism, public policy and electoral and legislative studies – instead of longitudinal study and analysis. This fits a pattern of neglect in the field; some academics have lamented the lack of direct attention to provincial politics and history (Brownsey and Howlett 2001). The aggregate imprints of premiers are relatively ignored outside of regional and provincial treatments. No pan- Canadian assessment of premiers exists, and probably for good reason. The theoretical and methodological concerns with asking general research questions about premiers are plenty; leadership theory and historical approaches provide some foundations but any approach is going to confront conceptual challenges. This is where this study is found – in a void of precedents but a plethora of qualitative data. 2 Regardless of methodological challenges, some historians, political scientists and members of the media have not shied away from ranking and assessing national leaders. Some of the more popular treatments (from the popular culture version to the more academic approach) include Ferguson’s Bastards and Boneheads , Granatstein and Hillmer’s Prime Ministers: Ranking Canada’s Leaders , and Bliss’s Right Honourable Men . Bliss (xiv), the esteemed historian, is skeptical of such endeavours, “While this is Canadian history from Parliament Hill, I am not a Hegelian and I do not believe that political leaders, least of all prime ministers of Canada, are personifications of the world spirit.

The wind criteria of 58 MPH (50 knots) did not change. Scientific research increasingly indicates that significant damage to real property does not occur until hail stones reach at least 1 inch in diameter. The results of these peer-reviewed articles are supported by damage reports from thousands of archived storm events. Many in the media and the emergency management community were concerned that too many Severe Thunderstorm Warnings were being issued for marginal events and these warnings were desensitizing the public. The new 1 inch criteria will reduce the number of Severe Thunderstorm Warnings each season and will warn for a genuine risk of damage and a corresponding need to take protective action. The 15 counties in west central and southwest Florida received 109 reports of 3/4 inch hail or larger over the past two years, and of these, only 35 hail reports were 1 inch or larger.
