Three years ago, we all had a dream of what devolution means to all of us and you gave me the responsibility of making Taita Taveta a better place. Three years ago, we were all looking forward to one thing: Progress. Three years down the line, the spirit of devolution is firmly with us. We have a committed, present, and motivated County Government focused on delivering development to our people. We have achieved several milestones in critical areas like health, education, financial inclusion and agriculture which have empowered our people to be more productive and achieve more for themselves. Three years down the line, we have made progress. However, we need to make more. As we look forward to a brighter future, I want to re-affirm my commitment to ensuring that our County moves forward in all sector areas. Stewardship and Leadership; 2. Professionalism and integrity in service delivery; 3. Transparency and aaccountability; 4. Commitment to the welfare of employees 5. Teamwork and selflessness 6. Commitment to results by using tools like RRI, PC RBM. 7. Participatory approach Schedule 4 of the Constitution of Kenya 2010 allocates distinct functions between the National and County Governments. There are eleven departments in the Taita Taveta County Government that carry Three Years of Devolution 3 Taita Taveta County out the functions as outlined in the constitution. Administration and Devolution is one of these departments and comprises of the following sections: • General administration • Complaints Resolution • Disaster Management • Information, Communication, Public and Media relations • Inter-Governmental Relations • Human Resource Management & Development • Security, Enforcement, Inspectorate • Establishment of Devolution/Decentralized units • Legal Affairs • Control of Drugs and Pornography Section • Disaster Management • Civic Education and Public Participation Key Achievements in the last 3 years of devolution: 1. CGTT/UNDP Work Plan Implementation with the following key outputs achieved: a. Co-ordination of the departmental Service Charter documents b. Training of CECM,CCOs,and Ward Administrators on best practises in public service delivery and culture reform. c. Training of county MCAs on county legislation formulation d. Training of County Enforcement Officers e. Formulation of county M&E policy jointly with Finance & Planning f. Training on Women & Leadership 2. Training of Ward and Town Management Committees by Konrad 3. Organized and coordinated citizen participation platforms such as monthly Town Hall meetings led by H.E the Governor as well as the 4 Three Years of Devolution Taita Taveta County CECMs ward visits which were conducted to engage with the public at the grassroots level. ICT based platforms for citizens engagement, such as online public complaints portals, were also set. 4. The department has also supported citizen fora namely Town and Ward Management Committee in all the sub counties and wards, CSOs, Interfaith, TTCDF and other established fora; intergovernmental forum and County Security committee chaired by H.E the Governor 5. Developed and operationalized performance management tools by co-ordination of the Taita Taveta County Government Wave One Rapid Result Initiative program from 1st August to 8th November 2014. 6. Trained county staff on performance management and appraisal tool 7. Establishment of county devolved structures to ward level 8. Establishment of County Civic Education Coordination Committee for the CSOs and NGOs 9. Carried out a county wide civic education program on the entire constitution, through Anguo FM, for one month in liaison with CSOs and other devolution experts. 10. Carried out civic education in every ward on the new devolved structures and introduced new county government officers to the public including the diasporas of Mombasa and Nairobi 11. Conducted Civic education through ward public barazas & local FM stations on Wildlife Conservation and Management Act, 2013 12. Development of Policies and Bills : a. Alcoholic Drinks Control Bill 2013 b. Public Administration Bill c. Village Administration Bills d. Public Participation Policy & Draft Bill 2013 e. Affirmative Action Draft Bill 2013 f. Civic Education Policy 2013 g. Administration and Devolution Strategic Plan h. Disaster Management Policy & Bill Three Years of Devolution 5 Taita Taveta County i. Food Security Policy And Bill 2013 j. Anti-Corruption Draft Bill 2013 k. Development of Drought Contingency Plan (Draft) l. Public Communication Policy 13. Established Complaints, Compliments & Information Centres in all the 4 sub Counties in the county 14. Formulated an Integrated Communication & Marketing strategy on Radio Talk shows (Ijue County Yako Radio Program) etc. 15. Mapped out all resources in the County through a Ward profiling project where touristic attraction sites, demographics, and other useful data was capture resulting to a county video marketing documentary, animated shows, and magazine. This is useful for marketing Taita County as a tourist and investment destination. 16. Initiated the County Branding Program in collaboration with Brand Kenya 17. Establishment of County Twitter Messaging Service for public information dissemination. This has been very useful in mobilization of public and giving access to information. 18. Planned and co-ordinated the Save Our Queens Awareness campaign and strategy against gender based violence and protection of the girl child against early pregnancies, prostitution, incest and other social vices. A very successful campaign was spearheaded by H.E. the First Lady, Hope Mruttu, and other key development partners at Maungu. A County wide Program will be rolled out soon 19. Carried out a county wide campaign against Drug and Alcohol abuse in liaison with NACADA. Other programs on the same are ongoing 20. Co-ordinated the process of Identification of County headquarters land at Mgeno in Mwatate 21. Coordinated Public participation platforms on draft bills & policies developed by all the County Ministries as well as the public validation of CIDP document (2013-2017) and the County Budgets 22. Identification and establishment of 4 Sub County and 20 ward offices 6 Three Years of Devolution Taita Taveta County 23. Conducted human resource Capacity Assessment and Rationalization of County Public Service (CARPS) 24. Establishment and operationalization of IPPD system (Integrated Payroll & Personnel Data) as well as the operationalization of payroll for the devolved functions 25. Established and operationalized an ad-hoc committee for conferment of towns in Taita Taveta County as required in the Urban Areas and Cities Act. 26. Co-ordination of National holidays and County events e.g. Mashujaa day, Jamuhuri, County Prayer days, RRI Launch etc. 27. Initiated an “Adopt-A- School Program”, where each senior county government officer has adopted a school to give support
