Regional Structure

1. West Midlands Region

The West Midlands region is one of ten official regions across and Wales, represented by the Neighbourhood and Home Watch Network (NHWN).

The region is geographically diverse, and includes several urban central cities, and large rural areas located, towards the West. The region itself can be divided further into four County areas, also representing Police Force boundaries; West Mercia, West Midlands County, Staffordshire, and Warwickshire.

The West Midlands' population accounts for almost 11% of England's overall population. 49.36% of the region's population resides in the West Midlands county, 20.17% in Staffordshire, 10.49% in Worcestershire, 9.91% in Warwickshire, 8.56% in Shropshire, and 3.37% in Herefordshire.

All Neighbourhood and Home Watch members are supported throughout the region by the West Midlands Regional Neighbourhood & Home Watch Network Forum.

Attendees include an overall Regional Representative, who liaises with County Representatives and NHWN, a Regional Chair, who coordinates regional meetings, a Regional Webmaster, who updates the regional pages on the Our Watch national website, and County Representatives on behalf of Warwickshire, West Mercia, West Midlands County, and Staffordshire.

Police Single Points of Contact (SPOCs) are also invited to attend the meeting.

2. West Midlands County

The West Midlands County is supported by the second largest police force in the country, covering an area of 348 square miles and serving a population of almost 2.8 million. It is also one of richest areas in terms of diversity, with 18 per cent of its population from ethnic minority backgrounds.

The county is divided into ten Local Policing Units (LPU) covering the three major centres of (including North, South, East, West & Central), Coventry and Wolverhampton, and the busy districts of Sandwell, , Solihull and Dudley.

The current County Representative, Malcolm Bird, is working to develop a selection of Neighbourhood Watch representatives from each of the ten LPU areas. It is hoped the 10 representatives will eventually come together to form a County group. However, a number of structural changes within the police have led to delays to the development of the County plans. New key LPU staff contacts are due to be finalised on 1st April 2013.

3. West Mercia

West Mercia is the fourth largest geographic police area in England and Wales. The force area is divided into five territorial policing areas, which match the boundaries of our local authorities, including Shropshire, Hereford, North Worcestershire, South Worcestershire, and Telford & Wrekin.

Whilst West Mercia is predominantly rural, it also contains some densely populated urban areas and many market towns, consisting of 145 local policing teams.

Working alongside officers and staff from a range of specialist departments, local policing teams consist of at least one local policing officer (LPO) and one community support officer (CSO).

The County Representative, Paul Leopold, is the key Neighbourhood Watch contact for the force area, supporting a number of local associations. There are also a number of lead Community Safety Partnership contacts, covering most areas across the force.

The force area previously used Ringmaster to circulate messages and communicate with members. This has now been replaced with an email based system known as DotMailer. Unfortunately, the number of staff posts managing the system has reduced by over half, which has led to a significant reduction in the number of messages sent out.

4. Staffordshire

Staffordshire force area includes one of the largest shire counties in England, covering more than 2,600 square kilometres or 1,000 square miles. It has a population of more than 1,000,000 and a rich diversity of communities, all with their own specific policing needs.

Policing in Staffordshire is locally-based on 9 Local Policing Teams (LPTs); Staffordshire Moorlands, Stoke-on-Trent, Newcastle-under-Lyme, Stafford, East Staffordshire, South Staffordshire, Lichfield, Tamworth, and Cannock Chase.

Each LPT has units with teams of officers and police community support officers responsible for getting to know local communities and dealing with the things that matter most to them.

The lead contact for Neighbourhood Watch across the force area is County Representative Ray Jones (also Chair of West Midlands Regional Neighbourhood Watch Network Forum). Ray is supported by a number of Community Engagement Officers across the force, and Police Single Point of Contact (SPOC), David Twist.

The main communication system used across the force area is ‘OWL’.

5. Warwickshire

Warwickshire is the second smallest territorial police force in England and Wales and is divided into five districts / boroughs, including North Warwickshire, Nuneaton & Bedworth, Rugby, Warwick and Stratford-on-Avon.

These districts / boroughs are policed by 33 Safer Neighbourhood Teams covering a resident population of the force area is 519,000.

In June 2012, Warwickshire Police Authority formed a strategic alliance with West Mercia Police Authority with an aim to deliver more efficient and effective policing.

Warwickshire Neighbourhood Watch Association engages with partners at a strategic level and supports the five District/Borough Associations which are in accordance with the local authority borough / district boundaries mentioned above.

The Association covers estimated 5’000 Neighbourhood Watch schemes, with a membership exceeding 50’000 households. For more information, please see the attached ‘Warwickshire Neighbourhood Watch Association information Pack’.

Warwickshire has two County Representatives, Lizzie Clarke (also the Regional Representative), and Chris Cade, supported further by Deputy, David Atkin. All three working closely with County Chair for the Warwickshire Neighbourhood Watch Association, Brian Lowe. In addition, the county is supported by Police Single Point of Contact (SPOC), Sarah Scott.

In terms of communication, Warwickshire Police use the VC Relay Messaging system to send messages to, and on behalf of, Neighbourhood Watch members and members of other Watch Schemes, including Community Alerts recipients. The VC Relay Watch membership database is maintained by trained Police Support Volunteers, some of whom are Neighbourhood Watch members.

6. Communication and Roles

Communication has been identified as one of the key factors for the region to consult with members, identify common issues, and share best practice. Some of the key roles within the communication structure are outlined below;

NHW Regional Representative • Appointed by the Region. • Represents the views of grassroots members within their region by consulting and liaising with the County Representatives and the Regional Chair to NHWN Board of Directors via the Regional Representative group meeting (formally knows as the Advisory Group meeting). • Informs the County Representatives and Regional Chair of any news, best practice, information, and developments from a national level. • Collates relevant reports (including county reports), news and views from across the region in accordance with the Regional Chair and regional agreements. • Lead contact for all NHW enquiries relevant to the region.

NHW County Representative • Appointed by the County. • Represents the views of grassroots members within the county by consulting and liaising with NHW associations, groups, Police and relevant partners to the Regional group and Regional Representative. • Informs the NHW Associations, groups, Police and/or any other relevant partner or key contact of any relevant news, best practice, information and developments. • Collates reports (no longer than one side of A4) on behalf of the County (including best practice, issues, upcoming events), for the Regional Representative, in line with agreed regional practice. • Lead contact for all NHW enquiries relevant to the County. • Works closely with the County groups and County Chairs to provide support, advice and guidance.

NHW Regional Chair • Appointed by the Regional Group. • Coordinates Regional meetings and helps manage administration of meetings (where no secretary is present). • Liaises with Regional Representatives and County Representatives, where relevant. • Supports the Regional Representative and County Representatives, where agreed, sharing relevant information, news and views. Due to the difference in structure and key contacts amongst the Counties, communication varies at Force level.

Neighbourhood & Home Watch is one of the UK’s largest voluntary movements, with approximately 170,000 schemes and covering 3.9 million households.

Neighbourhood Watch works to bring neighbours together to create strong, friendly communities where crime and antisocial behaviour are less likely to happen. Neighbourhood Watch in 1982

• Imported from America as a response to increased rate of domestic burglary.

• Concentrated on target hardening, property marking and home security.

• Developed a reputation of nosey parkers and curtain twitchers. What is the Neighbourhood & Home Watch Network and what do we do?

We support Neighbourhood & Home Watch schemes across England & Wales by providing a central resource for members as well as by liaising with other national organisations and strategic bodies.

We are committed to increasing the coverage of Neighbourhood & Home Watch and attracting a new and diverse membership. NHWN Structure Case Study – Junior Neighbourhood Watch Walsall Borough Neighbourhood Watch Association (WBNWA)

In partnership with West Midlands Police and local schools, WBNWA delivered a community project to young people in years 5 & 6.

Through a series of Workshops, young people were taught how they can reduce crime, be safe and play an active part in their community. Case Study Streetly Community & Neighbourhood Watch Group

Established in 1989, operates in Streetly, Walsall. Provides advice about crime & safety to more than 5,000 houses.

Works in partnership with local councillors, the NHS, Youth Services and the Police.

Recognised as a ‘best practice tool for the community’ by the Association of Chief Police Officers Case Study Staffordshire Canal Watch

Aims to provide a means for boat owners to become even more directly involved in maintaining the safety and ambience of the local canal network

The aim is to provide a fast and simple means for boaters to communicate their concerns to the right parties and to work together with those parties to improve their boating experience. It will also make it easier for other canal users, from walkers to canal side homeowners, to communicate their concerns. • More than just nosey parkers & curtain twitchers

We are about developing community cohesion, looking out for our neighbours, particularly the vulnerable and isolated. With a list of Active Volunteers an initial meeting will be held supported by MHWN to identify areas of development and establish a key action plan to be taken forward by volunteers alongside an appropriate lead for the whole project.
