Regional Structure 1. West Midlands Region The West Midlands region is one of ten official regions across England and Wales, represented by the Neighbourhood and Home Watch Network (NHWN). The region is geographically diverse, and includes several urban central cities, and large rural areas located, towards the West. The region itself can be divided further into four County areas, also representing Police Force boundaries; West Mercia, West Midlands County, Staffordshire, and Warwickshire. The West Midlands' population accounts for almost 11% of England's overall population. 49.36% of the region's population resides in the West Midlands county, 20.17% in Staffordshire, 10.49% in Worcestershire, 9.91% in Warwickshire, 8.56% in Shropshire, and 3.37% in Herefordshire. All Neighbourhood and Home Watch members are supported throughout the region by the West Midlands Regional Neighbourhood & Home Watch Network Forum. Attendees include an overall Regional Representative, who liaises with County Representatives and NHWN, a Regional Chair, who coordinates regional meetings, a Regional Webmaster, who updates the regional pages on the Our Watch national website, and County Representatives on behalf of Warwickshire, West Mercia, West Midlands County, and Staffordshire. Police Single Points of Contact (SPOCs) are also invited to attend the meeting. West Midlands County The West Midlands County is supported by the second largest police force in the country, covering an area of 348 square miles and serving a population of almost 2.8 million. It is also one of richest areas in terms of diversity, with 18 per cent of its population from ethnic minority backgrounds. The county is divided into ten Local Policing Units (LPU) covering the three major centres of Birmingham (including North, South, East, West & Central), Coventry and Wolverhampton, and the busy districts of Sandwell, Walsall, Solihull and Dudley. The current County Representative, Malcolm Bird, is working to develop a selection of Neighbourhood Watch representatives from each of the ten LPU areas. It is hoped the 10 representatives will eventually come together to form a County group. However, a number of structural changes within the police have led to delays to the development of the County plans. New key LPU staff contacts are due to be finalised on 1st April 2013. Report Pages Page 7 of 19 This report is PUBLIC [NOT PROTECTIVELY MARKED] 3. West Mercia West Mercia is the fourth largest geographic police area in England and Wales. The force area is divided into five territorial policing areas, which match the boundaries of our local authorities, including Shropshire, Hereford, North Worcestershire, South Worcestershire, and Telford & Wrekin. Whilst West Mercia is predominantly rural, it also contains some densely populated urban areas and many market towns, consisting of 145 local policing teams. Working alongside officers and staff from a range of specialist departments, local policing teams consist of at least one local policing officer (LPO) and one community support officer (CSO). The County Representative, Paul Leopold, is the key Neighbourhood Watch contact for the force area, supporting a number of local associations. There are also a number of lead Community Safety Partnership contacts, covering most areas across the force. The force area previously used Ringmaster to circulate messages and communicate with members. This has now been replaced with an email based system known as DotMailer. Unfortunately, the number of staff posts managing the system has reduced by over half, which has led to a significant reduction in the number of messages sent out.
