He will continue in his role as technical director for the firm’s architectural staff in the firm’s Building & Facilities Division. Winokur joined STV in 2014 and has been overseeing quality control activities for his group. As a technical resource to the architects, he provides direction on building systems and proper documentation for constructible and cost-efficient buildings. He also mentors architects through weekly training and educational sessions. Winokur has worked on a number of projects including the Curtis High School renovation and new gymnasium and classroom building in Staten Island and the creation of two new universal pre-K schools in Brooklyn and Queens. He has also been providing quality control oversight and serving as a technical resource on a number of high-priority projects for the Office of General Services, the Port Authority of New York and New Jersey, New York City Transit, and Central Railroad of New Jersey. With more than 30 years of experience as an architect, Winokur has provided technical oversight and quality assurance services for numerous high-profile projects in the fields of transportation, commercial, residential, healthcare, aviation, justice, science and technology. He has worked with notable design architects including Michael Graves, Philip Johnson, Helmut Jahn and Norman Jaffe. Prior to joining STV, he was the technical director with a global design, architectural, engineering and planning firm, where he worked on a number of aviation and transportation projects, including the design and construction of the new Delta terminal at Logan Airport in Boston. He was the senior project architect for the 1.2 million square foot Moscone Convention Center in San Francisco, which earned a LEED® certification from the U.S. Green Building Council. Winokur earned his Bachelor of Architecture degree from Pratt Institute. A LEED®-accredited professional, he is a member of the American Institute of Architects and the U.S. Green Building Council. Frascatore, CCM, was promoted to vice president of STV. A senior project manager in the firm’s Construction Management Division, Frascatore manages large scale projects and capital construction programs for STV’s clients. Frascatore has more than 30 years of design and construction experience in the public and private sectors. Over that time, he managed complex, high-priority projects that call upon his extensive knowledge of design, construction methodologies, building codes and regulatory approval processes. With STV for 10 years, he has overseen hundreds of millions of dollars in public housing projects for the New York City Housing Authority (NYCHA). In that capacity, Frascatore provided the simultaneous management of several projects throughout the preconstruction, construction and closeout phases of this complex assignment. He also served as the program manager of the New York City School Construction Authority Mentor Program for STV and was the senior project manager for a Hurricane Sandy Recovery Program for NYCHA. Prior to joining STV, he worked in the public sector and had his own construction services firm for eight years. Frascatore earned his Bachelor of Environmental Design and Master of Architecture from Texas A&M University. He recently became a certified construction manager with the Construction Management Association of America.
