 Historical Context (what is happening to the nation and to the prophet):

Isaiah wrote during the stormy period marking the expansion of the Assyrian empire and the decline of Israel. Most of the events referred to in chs. 1–39 occurred during Isaiah’s ministry (see 6:1; 14:28; 36:1), so these chapters may have been completed not long after 701 b.c., the year the Assyrian army was destroyed (see note on 10:16). The prophet lived until at least 681 (see note on 37:38) and may have written chs. 40–66 during his later years. In his message to the exiles of the sixth century b.c., Isaiah was projected into the future, just as Ezekiel was in Eze 40–48.1

 The good news is that there is hope for the hopeless.  The good news is that there is liberty from bondage.  The good news is that there is grace for the debtor.  The good news is that there is joy in place of sorrow.

III. The LORD’S Outcome (vv. 3b-4)

A. The land shall be repaired - 3rd person plural

that they may be called oaks of righteousness, the planting of the LORD , that he may be glorified. [c] 4 They shall build up the ancient ruins; they shall raise up the former devastations; they shall repair the ruined cities, the devastations of many generations.

B. The people shall be renewed - 1st person singular

10 I will greatly rejoice in the LORD ; my soul shall exult in my God, for he has clothed me with the garments of salvation; he has covered me with the robe of righteousness, as a bridegroom decks himself like a priest with a beautiful headdress,

2 and as a bride adorns herself with her jewels. 11 For as the earth brings forth its sprouts, and as a garden causes what is sown in it to sprout up, so the Lord GOD will cause righteousness and praise to sprout up before all the nations.
