Community Facilities
COMMUNITY FACILITIES INTRODUCTION As the population grows, so does the demand for public services and the facilities where they are provided. In planning for public facilities, it is important to consider not just the size of the County's future population but also its age and geographic distribution. Seniors and school-age children, for example, have very different service and facility needs. Additionally, the increased concentration of people in the lower County must be considered in facility planning, since facilities should be convenient to the citizens who use them. Community facilities planning is especially challenging in York County because of its geography: York is a linear county, with the upper County separated from the lower County by a vast expanse of Federally-owned land. Consequently, without a central location that is readily convenient to a majority of County residents, it is sometimes necessary to have separate facilities for upper and lower County residents in order to meet the citizens' demands for conveniently located facilities. Because it adjoins all other localities on the Peninsula, York County is uniquely suited to engage in a variety of regional efforts that allow communities to recognize facility service area boundaries, which are often more realistic than jurisdictional boundaries, in providing community facilities and services. Regional and cooperative partnerships provide opportunities for increased efficiency and cost-effectiveness not only because they can prevent needless duplication of effort but also because economies of scale can be realized. This element of the Comprehensive Plan is divided into five sub-elements: Detention and Law Enforcement, Fire and Life Safety, Government Offices, Libraries, and Schools. -

Virginia’s Long-Range Multimodal Transportation Plan VTrans2035 Report to the Governor and General Assembly Prepared for: Commonwealth Transportation Board Prepared by: Office of Intermodal Planning and Investment January 2010 PREFACE Section 33.1-23.03 of the Code of Virginia directs the Commonwealth Transportation Board, with the assistance of the Office of Intermodal Planning and Investment, to develop a Statewide Transportation Plan (hereafter, VTrans2035) setting forth an assessment of capacity needs for all corridors of statewide significance, regional networks, and improvements to promote urban development areas (Appendix A). Secretary of Transportation Pierce R. Homer created an Executive Oversight Committee, consisting of the Office of the Secretary of Transportation and the heads of the Department of Aviation, Department of Transportation, Department of Rail and Public Transportation, Department of Motor Vehicles and the Virginia Port Authority to help guide the development of VTrans2035. Secretary Homer also created a Multimodal Advisory Committee consisting of technical experts and policy makers to provide the technical expertise required to develop VTrans2035. Rail Travel in Hampton Roads By Keith Nichols, PE, Senior Transportation Engineer Rail travel is becoming more prominent in Hampton Roads with the introduction of light rail service, up- coming Amtrak service to the Southside, and ongoing studies regarding improved passenger rail service both into and throughout the region. One year ago, Hampton Roads Transit (HRT) began light rail service in the city of Norfolk. This light rail system, referred to as The Tide, serves a 7.4 mile corridor be- tween the Medical Center Complex through Downtown Norfolk to Newtown Road at the Virginia Beach city line. Nearly 1.7 million passengers have used The Tide as of the end of July 2012. This averages to 4,818 daily pas- sengers, or 5,228 passengers each weekday, much high- er than the 2,900 passengers HRT estimated would use The Tide each weekday. HRT Tide Intercity passenger rail service is provided to Hampton Roads by Amtrak at stations in Newport News and Williamsburg. There were a total of 175,500 passengers who boarded or departed Amtrak trains in Hampton Roads in 2011, with 122,400 passengers at the Newport News station and 53,100 passengers at the Williamsburg station. The number of Amtrak passengers boarding or departing trains in Hampton Roads increased 17% be- tween 2002 and 2011, but has increased 36% since the lows seen in the middle of the 2000s. This number of pas- sengers is likely to increase when direct Amtrak service to the Southside begins in December 2012. -

Norfolk’s Nauticus: USS Wisconsin BB‐64 The history of the U.S. Navy’s use of battleships is quite interesting. Some say the first battleship was the USS Monitor, used against the CSS Virginia (Monitor) in Hampton Roads in 1862. Others say it was the USS Michigan, commissioned in 1844. It was the first iron‐ hulled warship for the defense of Lake Erie. In any case, battleships, or as some have nicknamed them “Rolling Thunder,” have made the United States the ruler of the high seas for over one century. A history of those famous ships can be found in the source using the term bbhistory. By the way, BB‐64 stands for the category battleship and the number assigned. This photo program deals with the USS Wisconsin, which is moored in Norfolk and part of the Hampton Road Naval Museum and Nauticus. Though the ship has been decommissioned, it can be recalled into duty, if necessary. On July 6, 1939, the US Congress authorized the construction of the USS Wisconsin. It was built at the Philadelphia Navy Yard. Its keel was laid in 1941, launched in 1943 and commissioned on April 15, 1944. The USS Wisconsin displaces 52,000 tons at full load, length 880 fee, beam 108 feet and draft at 36 feet. The artillery includes 16‐inch guns that fire shells weighing one‐ton apiece. Other weapons include antiaircraft guns and later added on missile launchers. The ship can reach a speed of 30 nautical miles (knots) per hour or 34 miles mph. The USS Wisconsin’s first battle star came at Leyte Operation, Luzon attacks in the Pacific in December 1944. -

The U.s.s. Alabama This 35,000-ton battleship, commissioned as the USS Alabama in August 1942, is one of only two surviving examples of the South Dakota class. Alabama gave distinguished service in the Atlantic and Pacific theaters of World War II.
