Sinnicolau- Saravale system comprises a total area of 20060 ha, of which occupied the land reclamation works of 19998 ha. own Sannicolau Mare is located in the western part of Romania, Timis County. Numerical modeling was performed using the program MIKE11. Advanced computational modules are included for description of flow over hydraulic structures, including possibilities to describe structure operation. Flood risk maps were prepared using MIKE 11 model, show a high degree of confidence. In the study were analyzedthe agricultural land of Cenei, in Timiş County, Romania, on part of drainage systems Răuţi – Sânmihaiu German and Checea – Jimbolia, and on the course section of river BegaVeche. The model analyzes soil erosion by water and sediment transport on the main drainage channels and the course section of river BegaVeche. Received: 7 September 2020; Accepted: 24 September 2020; Published: 27 September 2020 Abstract: Global warming is an unanimously accepted phenomenon by the international scientific community, being already highlighted by the analysis of observational data over long periods of time, with an increase in temperature of over 1 ◦C. Climate change in Romania is part of the global context, taking into account the regional conditions, with an increasing trend of arid summer. While the link between high temperatures, climate change and rainfall has been modeled in detail, the situation is not the same for plant water accessibility. The period of time between 1898 and the present, corresponding to the annual records of precipitation and evapotranspiration, overlapped with important political and administrative changes in the studied area, and with extensive hydro-amelioration works. The aim of the paper is to statistically follow the evolution over time of precipitation, namely of evapotranspiration measured in Western Romania, which would allow the expression of conclusions regarding the improvement directions of the water regime. -

THE GYPSY MINORITY IN ROMANIA: A STUDY IN MARGINALITY REMUS CREŢAN∗, DAVID TURNOCK∗∗ Key-words: education, marginality, NGOs, gypsy population, Banat region, Romania. La minorité tsigane en Roumanie: une étude dans la marginalité. Les études sociales présentent souvent les tsiganes comme un groupe défavorisé avec un niveau de vie relativement faible et accès réduit au système de santé. Les tsiganes en Roumanie n’en représentent pas une exception et cet étude examine la situation du groupe minoritaire, se référant particulièrement à la période de transition caractérisée par des majeures innovations politiques et améliorations matérielles, surtout à cause d’un gros revenu européen. Certainement il y a une discrimination évidente contre les tsiganes, ce qui rend l’article à envisager la marginalité comme contingente, systémique et collatérale. Mais, il est aussi argumenté le fait qu’il existe un élément de l’auto-exclusion, parce que, pendant que beaucoup d’éléments des tsiganes ont été assimilés sans cesse avec succès, un important élément résiduel insiste sur la préservation des éléments ‘d’identité’ impliquant la séparation de la culture populaire en termes de la modernisation de l’éthique et de l’état de droit. Sur cette base, il est argumenté le fait que les programmes d’amélioration devraient considérer comme complémentaires les deux aspects du problème à l’aide de quelques programmes qui intensifient l’intégration sociale et économique pour les tsiganes et encouragent cette communauté variée à développer le niveau de compréhension conformément aux normes culturelles de la citoyenneté et de la société civile. Un rôle particulier envisage l’éducation qui est fondamentale pour que les jeunes tsiganes puissent efficacement concurrencer sur le marché du travail. -

DOSAR DE CANDIDATURĂ PENTRU SELECȚIA GRUPURILOR DE ACTIUNE LOCALĂ GRUPUL DE ACȚIUNE LOCALĂ AL TERITORIULUI “MICROREGIUNEA BANAT-RIPENSIS” ASOCIAȚIA “GRUP DE ACȚIUNE LOCALĂ BANAT-VEST” AXA IV LEADER PROGRAMUL NAȚIONAL DE DEZVOLTARE RURALĂ Noiembrie 2010 1 REZUMAT Astăzi, mai mult ca oricând, comunităţile trebuie să răspundă exigenţei de a găsii modalitaţi noi şi creative pentru rezolvarea problemelor imediate şi a face faţă presiunilor la care sunt supuse. Abordări noi sunt necesare pentru a rezolva problemele prezentului şi pe cele ale viitorului. Acest aspect l-a avut în vedere Asociaţia Microregională Banat-Ripensis de Dezvoltare a Localităţilor prin iniţierea proiectului de a elabora un Plan de Dezvoltare Locală a Microregiunii Banat-Ripensis şi a înfiinţa şi dezvolta un Grup de Acţiune Locală. Au răspuns propunerii noastre numeroşi parteneri locali, reprezentanţi ai diverselor instituţii, organizaţii neguvernamentale, patronate, cetăţeni, care doresc să se implice cu responsabilitate în elaborarea şi implementarea unui Plan de Dezvoltare a Microregiunii Banat-Ripensis în beneficiul comunităţilor locale, ceea ce reprezintă în opinia noastră o bună premisă a unei concepţii economice-sociale unitare, menite să asigure sustenabilitatea şi continuitatea procesului dezvoltãrii durabile a microregiunii în beneficiul comunităţilor. Microregiunea Banat-Ripensis are nevoie de o abordare unitară şi complementară a iniţiativelor de dezvoltare economice, sociale, culturale, educaţionale, etc. Realizarea în mod participativ a Planului de Dezvoltare a permis actorilor locali să se antreneze în acţiuni cu impact sigur asupra dezvoltării comunităţilor lor şi direcţionarea iniţiativelor locale către o viziune comună. Ne-am dorit prin această strategie să determinăm o nouă abordare a viitorului dezvoltării microregionale, bazată pe protecţia mediului, apei, aerului şi solului, în care producţia de produse ecologice să aibe o pondere însemnată. -
