College Avenue Claremont, Calif. 91711 ABSTRACT The Liebre Mountains form a discrete unit of the Transverse Ranges of southern California. Geo graphically, the range is transitional to the San Gabriel Mountains, Inner Coast Ranges, Tehachapi Mountains, and Mojave Desert. A total of 1010 vascular plant taxa was recorded from the range, representing 104 families and 400 genera. The ratio of native vs. nonnative elements of the flora is 4:1, similar to that documented in other areas of cismontane southern California. The range is note worthy for the diversity of Quercus and oak-dominated vegetation. A total of 32 sensitive plant taxa (rare, threatened or endangered) was recorded from the range. Wallace California Botanic Garden [formerly Rancho Santa Ana Botanic Garden], 1500 North College Avenue, Claremont, California 91711 ([email protected]) abstract An account of the extent, diversity, and importance of the Californian collections of Thomas Coulter in the herbarium (TCD) of Trinity College, Dublin, Ireland, is presented here. It is based on examination of collections in TCD, several other collections available online, and referenced literature. Additional infor- mation on historical context, content of herbarium labels and annotations is included. Coulter’s collections in TCD are less well known than partial duplicate sets at other herbaria. He was the first botanist to cross the desert of southern California to the Colorado River. Coulter’s collections in TCD include not only 60 vascular plant specimens previously unidentified as type material but also among the first moss andmarine algae specimens known to be collected in California. A list of taxa named for Thomas Coulter is included. -

McGill, Ph.D. Managing Director June 2019 Updated May 2020 Executive Summary This report contains the findings of ELMT Consulting’s (ELMT) Habitat and Jurisdictional Assessment for Vulcan Materials Company’s Area Q Project (project) located in an unincorporated area of San Bernardino County, California. ELMT biologists Thomas J. McGill, Ph.D. and Travis J. McGill inventoried and evaluated the condition of the habitat within the project site on May 11 and June 1, 2017. A final site was conducted on February 26, 2018. The project site consists of both developed and undeveloped land that has been subject to a variety of human-related disturbances from existing rural residential developments, weed abatement activities, and illegal trash dumping. These land uses have resulted in most of the project site being converted to a mosaic of non-native grasses and highly disturbed natural plant communities that have been cut off from the influences of the Cajon Wash by the railroad tracks that border the western boundary of the site. -

The genus Asydates Casey (Coleoptera: Melyridae) is revised, containing three species from Arizona and California: A. explanatus Casey; A. inyoensis (Blaisdell), new combination; and A. rufiuentris Casey. The monotypic genus Pseudasydates Blaisdell is placed in synonymy with Asydates Casey, syn. nov., and Asydates puncticeps Blaisdell is placed in synonymy with Asydates explanatus Casey, syn. nov. A key separating adults of Asydates species is provided, and the results of a computerized cladistic analysis of Asydates species are presented. GIs mapping of Asydates species distributions indicates that these species are nearly allopatric, with A. explanatus found in the lower Colorado River basin and adjacent deserts, A. -

Attachment 7 Resource Overlay Maps Attachment 8 FTSP Consistency Checklist FOOTHILL/TRABUCO SPECIFIC PLAN PROJECT CONSISTENCY CHECKLIST Introduction The Foothill/Trabuco Specific Plan Project Consistency Checklist has been developed to assist applicants, EMA staff, interested parties and the Planning Commission in determining whether a project proposal is consistent with the Specific Plan. The Checklist includes only the key Regulations and Guidelines from the Specific Plan; however, all projects shall be required to be found consistent with all of the applicable Regulations and Guidelines included in the Specific Plan. (Refer to the individual Specific Plan Components (Chapter II), the Land Use District Regulations (Chapter III) and the Development and Design Guidelines Chapter IV) for a complete listing.) The language in the Regulations/Guidelines indicates whether they are mandatory Regulations or non-mandatory Guidelines. "Shall" indicates a mandatory Regulation to which there are no exceptions, while "should" indicates a non-mandatory Guideline. Individual development proposals are not required to be consistent with each and every Guideline. The Planning Commission may approve deviations from the Guidelines; however, the Commission must find that the project is in overall compliance with the Guidelines and consistent with the Goals and Objectives of the Specific Plan. Implementation Prior to Planning Commission consideration of any Area Plan, Site Development Permit, Use Permit and/or concurrently processed subdivision map, EMA staff shall complete a Specific Plan Project Consistency Checklist for the project and shall make a determination regarding the project's consistency with the Specific Plan. Additional explanation/discussion of the project's consistency with each Regulation and Guideline shall be attached to the Checklist, as necessary.
