London Borough of Tower Hamlets 100019288 2013 2 TOWER HAMLETS LOCAL PLAN Foreword Tower Hamlets’ Core Strategy sets out the ambitious long-term spatial vision for our borough. The Managing Development Document provides the planning policies and site allocations we need to achieve this vision and get the best from future develop- ment proposals. By building on the Core Strategy’s policies and objectives, the Managing Development Document is the planning tool help meet the Mayor’s priorities and to support delivery of affordable and family housing, jobs, new parks, schools and other important services. It also provides guidance on how the places within the borough will be shaped to accommodate change whilst enhanc- ing local identity. Tower Hamlets needs to respond positively to the challenging economic climate and take advantage of the once in a genera- tion opportunity of the Olympic Games legacy.     Tower Hamlets Draft Local Plan Managing growth and sharing the benefits Regulation 18 Consultation November 2016 CONSULTATION INFORMATION Overview 1 The “Tower Hamlets Draft Local Plan 2031: Managing Growth and Sharing the Benefits” (from here on, the “Draft Local Plan”) is being consulted upon under Regulation 18 of the Town and Country Planning Act (Local Plan (England) Regulations (2012). The Draft Local Plan presents, for your consideration and comment, the Council’s draft spatial vision and objectives for development in the borough to 2031. They are followed by detailed draft planning policies and site allocations. Comments on the Draft Local Plan are invited from all those with an interest in the future of Tower Hamlets. All comments received will be taken into account and will inform the amended version called the Proposed Submission Local Plan, which will be published in Spring 2017. You will be able to find all information relating to this consultation, including the Draft Local Plan and supporting documents, on the Council’s website www.towerhamlets.gov.uk/localplan. Hard copies of the Draft Local Plan are also available at the Council Office at Mulberry Place and in all Tower Hamlets libraries and Idea Stores. The applicant The applicant is St William and the architect is JTP. Strategic issues Principle of development: The residential-led redevelopment of a redundant gas facility in an existing and emerging Opportunity Area and Housing Zone is supported. The site suffers from constraints to connections across the River Lea. The proposal must facilitate the delivery of improved connections across the River Lea and connectivity improvements to justify the quantum of development proposed and ensure the Mayor’s Good Growth and sustainable transport objectives are achieved. (Paragraphs 16-24) Housing: 35% affordable housing by habitable room split 70:30 in favour of affordable rent across the masterplan which is welcomed.
