    N. N. CONSTANTINESCU (Bucharest, Romania) The Problem of the Industrial Revolution in Romania Study of the Romanian industrial revolution began nearly two decades ago. Romanian historians before World War II ignored the highly important problem of the stages of capitalist development from the viewpoint of labor productivity- simple cooperation, manufacturing, and mechanization. Earlier historians consider- ed factories to be not only manufacturing plants (large workshops organized on the basis of internal division of labor or of the techniques of manual work), but also shops based on simple cooperation in which some wage earners were simultaneously engaged in similar manual work and artisan artels. The confusion between small- scale and capitalist production of goods, as well as between simple cooperation, and factories-that machines-is charac- manufacturing plants, is, enterprises using ' teristic even in the works of such great historians as Alexandru D. Xenopol and Nicolae Iorga. This explains N. P. Arcadian's statement, in the introductory part of his work on the industrialization of Romania published in 1936, that "the oldest factory in this country may be one for glassware, established by Matei Basarab in 1650, or more probably by one of his predecessors, inasmuch as there were glass- blowers in Trrgovi5te in 1621."l One of the hindrances to research on the history of Romanian industry before World War II was the pseudo-theory of "Romania-an eminently agricultural country," propagated by retrograde ideologists.     PARTIDELE PARLAMENTARE ŞI PROBLEMA COMUNISMULUI INTERN ŞI EXTERN ÎN ADUNAREA DEPUTAŢILOR (1919-1924) La sfârşitul Primului Război Mondial, România se învecina cu Rusia Sovietică, singura ţară comunistă din lume la acea vreme. Între cele două state exista o situaţie tensionată. Relaţiile diplomatice erau întrerupte din ianuarie 1918, iar apartenenţa Basarabiei la statul român era pusă în discuţie de către sovietici. Mai mult, existau temeri referitoare la o posibilă încercare de comunizare forţată a României, cu largul sprijin al Internaţionalei a III-a. „Rusia eternă” a fost percepută nu numai ca un stat ostil, ci şi ca o sursă ideologică pentru socialiştii români 1. În aceste condiţii, comunismul a constituit subiectul multor analize, mai mult sau mai puţin furtunoase, în cadrul opiniei publice româneşti, inclusiv în Parlamentul de la Bucureşti. Apariţia statului bolşevic şi evoluţiile acestuia au fost privite cu interes. Exceptând zvonurile şi speculaţiile, realităţile sovietice au fost cunoscute în România interbelică. Opere ale liderilor bolşevici 2, discursuri ale acestora 3, mărturii ale unor foşti prizonieri întorşi din Rusia Sovietică 4, articole din ziare româneşti şi străine, au constituit suportul multor dezbateri din Adunarea Deputaţilor. Instaurarea regimului bolşevic a stârnit numeroase discuţii în societatea românească, aflată, de asemenea, într-un proces de transformări sociale şi politice. Diferitele cuvântări şi polemici din Cameră reflectă temerile, speranţele opiniei publice româneşti faţă de viitorul său, privit şi prin prisma prefacerilor politice şi sociale din statul vecin de la răsărit. Singurii deputaţi care şi-au exprimat fără echivoc simpatia faţă de Rusia Sovietică au făcut parte din grupul parlamentar socialist.     Virgil Madgearu – Promoter of Romanian Cooperative Doctrine and Movement Prof. Dan CRUCERU, PhD „Artifex” University of Bucharest Abstract In the theory and practice of cooperation, various concepts and directions are encountered, according to the attitude towards the principles and bases of organization of the capitalist society. Generally, a fundamental separation is made between the rural and urban middle class cooperation, which is accounted to be settled on capitalist principles, and between the consumption and worker’s manufacturing cooperative, which has developed in the name of another social ideal, testifies the belief that its organization is antagonic to the capitalist regime and aims towards another order of the society. Key words: economy, cooperative, development, capital, interest, labor Professor Virgil N. Madgearu was born in Galati, on December 14th, 1887. He attended primary education courses at the "Vasile Alecsandri" local school and then pursued further education in Germany, at the University of Leipzig, taking, during the summer of 1911, the PhD exam in economic and financial sciences, with the thesis “On the industrial development of Romania”. During the next year, he studies in London the lectures of economic-social sciences and develops practice at one of the London banks. Back in Romania, he fully enters in the action to realize the preoccupation he thoroughly studied in the theoretic plan during his academic journey. From this period, the first works dedicated mainly to the Romanian social problems date back: "În chestiunea meseriaşilor" (1911), "Cercetări despre industria la domiciliu" (1914) "Ocrotirea muncitorilor în România" (1915). In 1914 he published an interesting and original work: "Structura şi tendinţele băncilor populare".

There is no economic field that he was not concerned about it. Back in the country, after graduating in Germany, Virgil Madgearu remain adiscipleto his mentor, Karl Bücher, professor at the University of Leipzig. The economic situation of a country has a historical background, knows several periods, progress or regress, with determination and favorable circumstances or events which actually define the difficult road that materializes in realities of the present. Nothing can go beyond the established history of internal or external factors. Virgil Madgearu in most of his studies, is convinced that nothing can be achieved without adequate analysis and without knowing the economic evolution. The efficiency and success of a business are determined by several factors: accumulation, quality of work, economic circumstances, leadership, and not least, assumption by the state the policies which he elaborates. As a politician, Virgil Madgearu was concerned about finding solutions adapted to the realities of Romania, considering that agriculture is the most important factor, seconded by the industry. Also he appreciates the importance and role of cooperatives, banks, the autonomous administrations of the state and suggests the reorganization for the latter on a commercial basis etc. KEYWORDS: social management, agrarian management, industrialization.     Reluctant Allies? Iuliu Maniu and Corneliu Zelea Codreanu against King Carol II of Romania Introduction Iuliu Maniu is today regarded as the principle upholder of democratic and constitutional propriety in interwar Romania. As leader of the Romanian National Peasant Party throughout much of the interwar period and the Second World War, he is generally considered to have tried to steer Romania away from dictatorship and towards democracy. Nevertheless, in 1947 Maniu was arrested and tried for treason together with other leaders of the National Peasant Party by the communist authorities. The charges brought against Maniu included having links to the ‘terrorist’ and fascist Romanian Legionary movement (also known as the Iron Guard). The prosecutors drew attention not only to the entry of former legionaries into National Peasant Party organizations in the autumn of 1944, but also to Maniu’s electoral non- aggression pact of 1937 with the Legionary movement’s leader, Corneliu Zelea Codreanu. The pact had been drawn up to prevent the incumbent National Liberal government manipulating the elections of December 1937. Maniu had subsequently acted as defence a witness at Codreanu’s trial in 1938. 1 Since the legionaries were regarded by the communists as the agents of Nazism in Romania, Maniu was accordingly accused of having encouraged the growth of German influence and fascism in Romania.2 Maniu was sentenced to life imprisonment and died in Sighet prison in 1953.     Geopolitics, Regime Type and the Internationalization of Romanian Economics During the Cold War The nexus between economists, state and society has emerged as one of the most fertile areas of research on how economic science is shaped by institutions and viceversa (Valdes 1995; Babb 2002; Fourcade 2006; 2009; Mandelkern and Shalev 2010; Lindvall 2010; Kogut and Macpherson 2010; Ban 2011; Farrell and Quiggin 2012). One of the main insights of this literature is that the interaction between domestic economists and their counterparts in the Western epistemic core has become a driving force in shaping the boundaries of the domestic economic profession and of the policy sphere. The evidence for this argument is compelling but its ambit is limited to regional contexts where the ideas being imported served the economic policy agenda of powerful domestic actors. Latin America’s “Chicago Boys,” to take a familiar example, were encouraged and even bankrolled by powerful business and state actors from their home countries or from abroad. But such alignments between dominant interests and the new ideas did not exist elsewhere. Consider the case of Eastern Europe during the Cold War. Here, the economic profession was so tightly regulated by an ideologically anticapitalist state elite that open advocacy for Western economic ideas hostile to the political economy of state socialism often entailed professional costs and, in some of the more repressive regimes, it even led to political persecution. How did diffusion take place this political context and what factors powered and respectively filtered diffusion dynamics? To address these questions, this paper examines the case of Romania, a country where the poverty of the neoclassical tradition before the war would lead one to expect a lot less diffusion of Western economics than in East-Central Europe.

    518297-LLP-2011-IT-ERASMUS-FEXI NEOLIBERALISM, PEASANTISM AND PROTECTIONISM IN ROMANIA IN THE INTERWAR PERIOD CORNELIA NISTOR UNIVERSITY OF BUCHAREST BUCHAREST, ROMANIA [email protected] ABSTRACT The objective of this research paper is to present the main trends of the economic thought in the interwar period in Romania and the influences that had the economic works of foreign authors on the theories developed by the Romanian authors. Also, are presented the original contributions of the Romanian authors, based on concrete realities and on the specificities of the Romanian economy at that time. The main economic Romanian theories in the interwar period were neo-liberalism, peasant-ism, protectionism, and the socialist ones, such as Marx- ism, communism and social - democracy, of which, in this paper, the focus is on neo-liberalism, peasant-ism, and protectionism. The interwar period was characterized in Romania, as in most of the Eastern European countries, by a first stage, between the years 1918 and 1924, for recovering the national economy after the First World War and by consolidating the newly created national state. Then, it followed a period of economic boom, between the years 1924 and 1929, in which were developed the most economic activities. The Economic Crisis between 1929 and 1933 has deeply affected the Romanian economy, in all its branches, causing a change in the economic policy applied by the State, which held that it must intervene more in the economy in order to recover the entire economic activity. The creation of the Romanian national state led to increase the surface of the country approximately 2 times, from over 100,000 to over 250,000 square kilometers and at the number of the population at about 20 million persons, which meant a significant growth of the available resources and of the potential of the economic development.

    Between Marxism and Liberal Democracy: Romanian Agrarianism as an Economic Third Way Angela Harre Discourses on the dissolution of an idyllic “old society”, which was said to stand in a radical contradiction to a “disastrous and chaotic” modernity, are not at all limited to Eastern Europe. Already during the second half of the 19th century these, discourses also started to dominate within Western eco- nomic philosophy discussions. Debates concerning “Englishness” versus industrialization in Great Britain, ruralization versus industrialization in Germany or – respectively – “ruralizzazione o industrializzazione” in fascist Italy during the 1920s1 all had to do with the human wish of living in a sta- ble, clearly arranged community and the imputation of an ever-changing, modern civilization. In the Balkan states these debates were stimulated by Russian philoso- phers belonging to the Slavophil and Narodnik schools. Especially agrarian socialist ideas spread to these countries in connection with the exile of hun- dreds of Russian revolutionaries after the murder of Tsar Alexander II in 1881, and with Stolipyn’s agrarian reforms in 1906, culminating after the last European peasant revolt in Romania in 1907. There were apparent dif- ferences between Eastern and Western European philosophical thinking. In Western Europe, these discourses were dominated by an enormous trust in the power of an infinite human knowledge, which resulted in an unlimited optimism of economic and scientific progress, lasting as late as during the interwar period. This optimism seems to have been limited to Western Europe. Many Ro- manians had a reaction of frustration instead. They dealt with economic af- fairs already during the second half of the 19th century.
