Here the knife, revenge and a tribal (plemenski) system exist as nowhere else.1 The whole country is interconnected and almost everyone knows everyone else. Montenegro is nothing but a large family—all of this augurs nothing good. —Mihajlo Dedejic2 When the military receives an order to deploy into a particular area, planners focus on the terrain so the military can use the ground to its advantage. Montenegro provides an abundance of terrain to study, and it is apparent from the rugged karst topography how this tiny republic received its moniker—the Black Mountain. The territory of Montenegro borders Croatia, Bosnia- Herzegovina, Serbia and Albania and is about the size of Connecticut. Together with the much larger republic of Serbia, Montenegro makes up the current Federal Republic of Yugoslavia (FRY). But the jagged terrain of Montenegro is only part of the military equation. Montenegro has a complex, multilayered society in which tribe and clan can still influence attitudes and loyalties. Misunderstanding tribal dynamics can lead a mission to failure. Russian misunderstanding of tribal and clan influence led to unsuccessful interventions in Afghanistan and Chechnya.3 In Afghanistan, the rural population's tribal organization facilitated their initial resistance to the Soviets. -

Oral Tradition, 23/1 (2008): 3-14 Of Time, Honor, and Memory: Oral Law in Albania Fatos Tarifa This essay provides a historical account of the role of oral tradition in passing on from generation to generation an ancient code of customary law that has shaped and dominated the lives of northern Albanians until well into the mid-twentieth century. This traditional body of customary law is known as the Kode of Lekë Dukagjini. It represents a series of norms, mores, and injunctions that were passed down by word of mouth for generations and reputedly originally formulated by Lekë Dukagjini, an Albanian prince and companion-in-arms to Albania’s national hero, George Kastriot Skanderbeg (1405-68). Lekë Dukagjini ruled the territories of Pulati, Puka, Mirdita, Lura, and Luma in northern Albania—known today as the region of Dukagjini—until the Ottoman armies seized Albania’s northernmost city of Shkodër in 1479. Throughout the past five to six centuries this corpus of customary law has been referred to as Kanuni i Lekë Dukagjinit, Kanuni i Malsisë (the Code of the Highlands), or Kanuni i maleve (the Code of the Mountains). The “Code” is an inexact term, since Kanun, deriving from the Greek kanon, simultaneously signifies “norm,” “rule,” and “measure.” The Kanun, but most particularly the norm of vengeance, or blood taking, as its standard punitive apparatus, continue to this day to be a subject of historical, sociological, anthropological, and juridical interest involving various theoretical frames of reference from the dominant trends of the eighteenth and nineteenth centuries to today. The Kanun of Lekë Dukagjini was not the only customary law in Albania. -

Ottoman merchants used to cross the Adriatic to reach the markets of Venice and Ancona. Be- sides regular trade there was also smuggling: above all arms were exported to the Empire while wheat went westwards. Several links united the two commercial commu- nities: for instance, subjects of the Republic embarked sometimes on Ottoman ships; in the ports of the Serenissima the sultan's merchants used to pay the same customs as Venetians and, sometimes, they also insured themselves with Venetian companies. The th wars of the end of the 17 century put a momentary stop to Muslim commercial activi- ties in Venice and in the Adriatic. However, at the beginning of the following century, Albanian vessels charged with Ottoman goods appeared again at St. Mark's docks, even if soon after, in the 1720s', short-sighted Venetian protectionist politics pushed them to prefer the port of Trieste. -

IDD JR 10-151 PREFACE In response to a request from the Government of the Republic of Albania, the Government of Japan decided to conduct “The study for the Master Plan for Promoting the Mining Industry in Albania” and entrusted the study to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team, headed by Mr. Yoshiaki Shibata of Mitsubishi Materials Techno Corporation, consisting of experts from Mitsubishi Materials Techno Corporation and Kokusai Kogyo Co., Ltd., for six times between a period from May 2009 to November 2010. The study team held discussion with the officials concerned of the Government of the Republic of Albania and conducted field study in Albania. Upon returning to Japan, the team conducted further studies and the final report was completed. I hope that this report will contribute to the promotion of mining development of the Republic of Albania and also to the enhancement of friendly relationship between two countries. Finally, I wish to express my sincere appreciation to the officials concerned of the Government of the Republic of Albania for their close cooperation extended to the study. Karadağ Beyi Durad Crnojevic’in Teftiş Defteri (1497) Feridun M. Emecen* The Teftiş Register (1497) of Đurađ Crnojević, Bey/Lord of Montenegro Abstract The Crnojević family was an important political entity among the lords of the Principality of Zeta. Their connection with the Ottomans is a typical example of patronage and hegemony processes. There are numerous studies related to this fam- ily, many of which include information derived from Ottoman sources and archives. However, newly discovered ahkam and teftiş registers dating back to the reign of Beyazid II provide until now unnoticed information about the family. This article publishes and evaluates a part of the Teftiş Register in which the land possessions of Đurađ Crnojević were recorded. He took refuge in Venice during the Ottoman- Venetian conflict in the period of Beyazid II and later appealed to the Ottomans in order to reclaim his former lands. However, the Ottoman administration granted him a timar estate in Anatolia. He left his country in 1496. These registers are also significant because they involve new-found information about the Crnojević family which played a prominent role in the history of Montenegro.
