The first decade of the 21st century likewise has witnessed the reemergence of a state of war with the attacks on 9/11 and military responses (in both combat and non-combat roles) globally. While the United States remains engaged against foes such as al-Qa`ida and its affiliated movements, other threats, challengers, and opportunities remain on the horizon. -

British Irish RIGHTS WATCH SUBMISSION TO THE UNITED NATIONS HUMAN RIGHTS COMMITTEE CONCERNING THE UNITED KINGDOM’S COMPLIANCE WITH THE INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS SEPTEMBER 2007 1. INTRODUCTION 1.1 British Irish RIGHTS WATCH is an independent non-governmental organisation that monitors the human rights dimension of the conflict and the peace process in Northern Ireland. Our services are available free of charge to anyone whose human rights have been affected by the conflict, regardless of religious, political or community affiliations, and we take no position on the eventual constitutional outcome of the peace process. 1.2 This submission to the Human Rights Committee of the United Nations concerns the United Kingdom’s observance of the provisions of the International Covenant on Civil and Political Rights (ICCPR). All our comments stem directly from our work and experience. In the interests of brevity, we have kept details to a minimum, but if any member of the Committee would like further information about anything in this submission, we would be happy to supply it. Throughout the submission we respectfully suggest questions that the Committee may wish to pose to the United Kingdom (UK) during its examination of the UK’s sixth periodic report. 2. THE UNITED KINGDOM AND HUMAN RIGHTS 2.1 In its 2001 examination of the United Kingdom’s observance of the provisions of the ICCPR, the Human Rights Committee recommended that the United Kingdom incorporate all the provisions of the ICCPR into domestic law1. However, the UK has yet to comply with this recommendation. Suggested question: · What plans does the UK have for incorporating all provisions of the ICCPR into domestic law and what is the timetable? 2.2 The Human Rights Committee’s last examination of the UK’s observance of the provisions of the ICCPR further recommended that the UK should consider, as a priority, accession to the first Optional Protocol2. -

It focuses on the work of Canadian political scientist Thomas Homer-Dixon, whose model of environmental conflict achieved considerable prominence in U.S. foreign policy circles in the 1990s. The thesis argues that this success was due in part to widely shared neo-Malthusian assumptions about the Third World, and to the support of private foundations and policymakers with a strategic interest in promoting these views. It analyzes how population control became an important feature of American foreign policy and environmentalism in the post-World War Two period. It then describes the role of the "degradation narrative" — the belief that population pressures and poverty precipitate environmental degradation, migration, and violent conflict — in the development of the environment and security field. -

This is a well-informed account of the impact of Europe’s refugee crisis that was generated by the post-Arab Spring conflicts’ population displacements affecting the continent’s changing political climate, economic situation, and levels of crime and terrorism. In terms of terrorism, the author points out that several significant terrorist attacks involved operatives who had entered European countries illegally, such as some members of the cells that had carried out the attacks in Paris (November 2015) and Brussels (March 2016). With regard to future terrorism trends, the author cites Phillip Ingram, a former British intelligence officer, who observed that “Conservative estimates suggest thousands of extremists have managed to slip in through the refugee crisis. And a significant number of them have experience in fighting and in planning not only simple operations, but the kind of complex ones seen in Paris and Brussels” (p. 87). The migration crisis is also affecting Europe’s politics, the author concludes, with “the fault lines of increasingly polarized left- and right-wing partisan ideologies… resulting in earthquakes of various sizes, in Europe and around the world” (p. -

Remnants of al-Qaeda in Saudi Arabia: Current Assessment Washington, DC - November 9th, 2006 Center for Strategic and International Studies Nawaf Obaid Managing Director Counter-Terrorism in the Kingdom • Since May 2003, Saudi security forces have captured ~845 individuals with direct or indirect links to al-Qaeda. • Over 400 have attended “ideological re-education programs.” • 264 al-Qaeda commanders, logisticians, theologians, financiers and fighters have been captured or killed. • Of 26 members that comprised first “most wanted” list, all but one have been killed or captured and all five initial al-Qaeda cells have been identified, infiltrated and decimated. • Of 36 second-tier operatives comprising second “most wanted” list: • 20 had already fled the Kingdom when list was published • Of remaining 16, only 4 have not been killed or captured • This group carried out recent failed attack on Abqaiq • Over 25 major terrorist attacks have been foiled since May 2003. Saudi National Security Assessment Project 2 Counter-Terrorism in the Kingdom (cont.) • Four of the main routes used by terrorists to smuggle themselves, fighters, weapons and drugs have been identified. • Close surveillance had resulted in hundreds of interceptions on the Saudi-Yemeni border. • The largest of the al-Qaeda safe houses used for logistical support has been destroyed. As have three in Riyadh, two in Qassim, two in the Eastern Province, one in Najran and three in the Western Province (Makkah, Madinah and Jeddah). • Several arrests of fighters returning from Afghanistan and Pakistan have been made over the past several months. Important Note: They had no attack plan and no clear command structure, focused exclusively on avoiding Saudi security services.
