Tres partes de diferentes extensión y contenido componen el documento inicial que se redacta, como material de trabajo, para la formulación de la Estrategia del Mar Menor y su entorno. La primera consiste en un texto con una finalidad bien definida. Esta no es otra que la de presentar los principales rasgos de un territorio que se identificará, con alguna precisión ulterior sobre sus límites, como el ámbito geográfico de la estrategia. Por descontado que dicho ámbito es de naturaleza terrestre, lagunar y marino. También el formato es muy concreto: se trata de ofrecer una síntesis de sus características generales, pero sobre todo de cómo se ha presentado el modelo de desarrollo a lo largo de los últimos 50 años. Resulta evidente que para esta tarea es preciso acudir, de forma selectiva, a los trabajos ya publicados desde Universidades o Centros de Investigación, y a los documentos o informes que han sido realizados para cualquiera de las escalas territoriales de la Administración pública. Dirección General de Transportes, Costas y www.carm.es/cpt/ Puertos La segunda parte se centra en el modelo de gestión del ámbito público de actuación. Para ello se procederá utilizando un modelo analítico ya ensayado por los autores de este trabajo en otras estrategias de GIZC regionales de nuestro país (Andalucía, por ejemplo) y en diagnósticos de otros países iberoamericanos (Brasil, Chile, Uruguay, México, etc.)1. Si a los objetivos relacionados con el Mar Menor y su entorno los denominamos operativos (por ir dirigidos al objeto, es decir a la laguna y su entorno), los objetivos vinculados a la gestión propiamente dicha, los designaremos como objetivos estratégicos. Y estos objetivos estratégicos se derivan de un análisis más profundo de los siguientes elementos: política, normativa, instituciones, coordinación y cooperación, instrumentos, administradores, participación, educación, información y recursos económicos. La tercera parte enumera los problemas observados de mayor trascendencia. Estos se enfrentan a las cuatro dimensiones generales en las que se puede descomponer el bienestar humano: seguridad, recursos, salud y relaciones sociales. Pero el enunciado de estos problemas no es otra cosa que la forma de cómo se manifiestan en el contexto de un modelo de desarrollo determinado. Hay que buscar sus causas pero sobre todo el origen. En este último empiezan a aparecer las disfunciones que puedan reflejarse en el ámbito público de la gestión. Y es aquí donde conviene centrar la atención en beneficio de la estrategia. García-Ayllón2 1Polytechnic University of Valencia, Spain 2Polytechnic University of Cartagena, Spain Abstract The urbanization process that shapes the present Mediterranean coast started with the mass tourism that encouraged the Centres and Areas of National Tourist Interest law in 1962, as a strategic national investment. 50 years after its implementation, it is necessary to conduct a retrospective analysis of the results, assessing to what extent have the stated goals in the 1960s been met. The evolution of the macroeconomic, political and legal parameters show certain deviations from initial forecasts of many large urban plans carried out in coastal places created from scratch. The case of La Manga del Mar Menor on the Murcia coast – a target for 250,000 holidaymakers – which came from a desert dune in the 1960s, is certainly an example; poorly documented while enlightening, of the results that have been achieved. The study of real social and economic performance as a tourism product against territorial and landscape impacts, the problem of governance in the context of urban planning and the ability of private property to develop its own sustainable projects in the long run has been approached with the detail and objectivity that allows a comprehensive case study contrasted by the facts. All these elements will be distributed to either side of the balance, in order to evaluate the validity of a coastal development model, that after five decades we can now begin to postulate with enough research perspective.

Classed as a slow phenomenon, the evolution of the coastline requires long-term analysis. In this study, old cartography and aerial photographs from various dates have been used to study the evolution of the coastline. The information has been processed with free software (QGIS) and for the calculation of sediment transport the Coastal Modeling System (SMC) software. The results show the accretion/erosion phenomena that occurred after the construction of the port in San Pedro del Pinatarin 1954 and which changed the coastal dynamics of a highly protected area. ABSTRACT Urban planning is a lengthy and settled process, the results of which usually emerge after several years or even decades. Therefore, for a proper urban design of cities, it is necessary to use parameters that are able to predict and gauge the potential long-term behaviour of urban development. In the tourist towns of the Mediterranean coast, long-term design is often at odds with the generation of business profits in the short term. This paper presents the results of this phenomenon for an interesting case of a Spanish Mediterranean coastal city created from scratch in the 1960s and turned into a tourist destination, which today is hypertrophied. La Manga del Mar Menor in the Region of Murcia every year reaches a population of more than 250,000 people during the summer, with only a few thousand in winter. This crowded environment with an asymmetric behaviour submits annual progressive impoverishment in its economic return. This questionable profitability is the result of a misguided urban development, and its results are analysed through the evolution of the land market and the resulting urbanization in the last 50 years using a GIS methodology. Coastal lagoons are shallow water bodies separated from the AGOONS IN ocean by a barrier (e.g., narrow spit), connected at least intermittently to the ocean by one or more restricted inlets, and usually geographically IN E UROPE oriented parallel to the shore-line. Coastal lagoons are flexible and usually able to cope with environmental change, yet nowadays they are under threat. GENERAL DESCRIPTION OF THE AREA The Mar Menor is a hypersaline coastal lagoon of 135 Km2 in surface area, located at the SE of the Iberian Peninsula, between the parallels 37º 38’ and 37º 50’ North latitude and the meridians 0º 43’ and 0º 57’ West longitude. The mean depth is 3 to 4 m, and the maximum depth is over 6 m. Such characteristics made the Mare Menor one of the bigger coastal lagoons from Europe and the Mediterranean. A sandy bar, called La Manga with 22 km of long, acts as a barrier between the lagoon and the Mediterranean Sea. It is crossed by five, more or less functional, channels or “golas”. Microtidal range. 1.1.2 Geology The Mar Menor basin borders the anticline of Torrevieja to the north and the Cartagena mountain range to the south. The lagoon is in a coastal depression, which is contained by a wider coastal plain called Campo de Cartagena.
