Master Thesis The Department of International Environment and Development Studies, Noragric, is the international gateway for the Norwegian University of Life Sciences (NMBU). Eight departments, associated research institutions and the Norwegian College of Veterinary Medicine in Oslo. Established in 1986, Noragric’s contribution to international development lies in the interface between research, education (Bachelor, Master and PhD programmes) and assignments. ABSTRACT The marine and coastal ecosystem of Penang experiences problems with water pollution and overexploitation of fish stock is not a new phenomenon. The degradation of the marine and coastal ecosystem, coupled with natural hazards such as the 2004 tsunami, have affected the livelihoods of the inshore fishers and aquaculturists who depend on marine and coastal resources for a living. This study addresses the vulnerability and the coping strategies of the inshore fishers and aquaculturists (shrimp, fish and cockle aquaculturists) in Penang by applying the sustainable livelihood framework and resilience theory. In order to gain an in-depth understanding their livelihoods, a qualitative research method was applied. Interviews with the inshore fishers and aquaculturists were conducted to explore their perceptions of their access to various capitals, distribution of assets, and challenges in fisheries. It was found that both fishers and cockle aquaculturists are more vulnerable than shrimp and fish aquaculturists, who have higher levels of livelihood capitals, which made them more resilient in recovery from shortfalls. This study also reveals the political and economic factors that have worsened the livelihoods of the inshore fishers and aquaculturists in Penang, while weakening their chances of coping with various stressors. Stressors from anthropogenic impacts coupled with corruption and policies that favor economic development over the marine and coastal environment have increased vulnerability amongst the inshore fishers and aquaculturists in Penang.   • 01 Introduction
    01 INTRODUCTION 1.1 General The Penang State Government (hereafter referred to as “The Project Proponent”) intends to undertake land reclamation activities of three man -made islands at the south coast of Penang Island. SRS Consortium will be the Penang State Government’s “Project Delivery Partner” (PDP) in ensuring smooth implementation of the entire project’s delivery success. The three man -made islands are intended to be developed as a part of the expansion of Bayan Lepas Free Industrial Zone (FIZ) and Penang International Airport as well as for mixed development comprising of residential and commercial areas. The project for which this Environmental Impact Assessment (EIA) (Second Schedule) report is prepared is titled “The Proposed Reclamation and Dredging Works for the Penang South Reclamation (PSR), Penang” (hereafter referred to as “The Project”). 1.2 Purpose of EIA Study The main purpose of the EIA study is to identify and assess the environmental impacts associated with the proposed Project and to determine its feasibility in terms of the environment. The fundamental aims of the EIA are to minimise or mitigate environmental impacts through integrated and workable answers which are acceptable to both the Project Proponent and to the Department of Environment (DOE) rather than through theoretical measures. The findings of this study will contribute to the decisions to be made on: a) the development of the Project plan; b) the appropriate Project layout and its components; c) the overall acceptability of the Project, having considered all potential adverse environmental consequences and putting in place acceptable and appropriate measures; and d) the changes in environmental quality, both positive and negative, that will result from the Project’s implementation.

    George Town[1] or Georgetown[2], is the capital of the state of Penang in Malaysia. Named after Britain's King George III, George Town is located on the north-east corner of Penang Island and has about 220,000 inhabitants, or about 400,000 including the suburbs. Formerly a municipality and then a city in its own right, since 1976 George Town has been part of the municipality of Penang Island, though the area formerly governed by the city council is still commonly referred to as a city, and is also known as Tanjung ("The Cape") in Malay and 喬治市 (Qiáozhì Shì) in Chinese. [edit]History George Town was founded in 1786 by Captain Francis Light, a trader for the British East India Company, as base for the company in the Malay States. He obtained the island of Penang from the Sultan of Kedah and built Fort Cornwallis on the north-eastern corner of the island. The fort became the nexus of a growing trading post and the island's population reached 12,000 by 1804. The town was built on swampy land that had to be cleared of vegetation, levelled and filled. The original commercial town was laid out between Light Street, Beach Street (then running close to the seashore), Malabar Street (subsequently called Chulia Street) and Pitt Street (now called Masjid Kapitan Keling Street). The warehouses and godowns extended from Beach Street to the sea. By the 1880s, there were ghauts leading from Beach Street to the wharf and jetties as Beach Street receded inland due to land reclamation.

HJ WAN JUNAIDI TUANKU JAAFAR MINISTER ENTREPRENEUR DEVELOPMENT AND COOPERATIVES (MEDAC) ON THE PENANG SOUTH RECLAMATION PROJECT ___________________________________________________________________ Putrajaya, 3 Jun 2021 - The Penang South Reclamation Project (Projek Tambakan Laut Selatan Pulau Pinang) -PSR which will take up the size of almost 17 sq km, involves the development of three artificial islands with a land mass of 1,700 hectares in the waters of Permatang Damar Laut near Bayan Lepas in Penang. This proposed development under the Environmental Quality Act 1974 requires an Environmental Impact Assessment Report that needs to be approved by the Department of environment (DOE) which was previously under my charge as the Minister of Natural Resources and Environment (NRE). During this time in 2017 when the matter was brought forth to my attention, I was totally against the project development and even though now the report has been approved on 25 June 2019 by the Department I am still in disagreement with the approval and I wholly support for the project to be cancelled. On this note I have made strong criticisms, substantiated with facts and data, that the project would have serious negative socio-economic and environmental impacts. First and foremost, the EIA report stated that there will be a permanent destruction to the site which will have a significant negative impact on fisheries resources, fishermen and the security of the country’s food supply by affecting the breeding ground for fish, prawns and crabs. The ecosystem of the coast to be reclaimed and the fisheries resources would be permanently destroyed, and the fishing community exposed to grave hardship.

But what was needed for the buildings and what was initially required? These are the main issues, which surfaced when our urban architecture became more influenced by state-of-the-art aesthetics than ethics in conservation and professional conduct. The objectives of this paper are to outline the features of light art used around George Town – a UNESCO World Heritage Site – and to raise questions on how to strike a balance between aesthetics and ethics in its design. The observations done around George Town led to more specific branches that define light art for historical buildings, aesthetics, the quality of light and building conservation. The plant species identified are then listed. Pilot surveys have been done to familiarize with the sites and routes. Pictures of plants and sites are taken for reference. 6.3.1.1.1 Methodology The survey on coastal flora of South Penang was undertaken from 2 nd to 5 th February 2016. General surveys of the coastal vegetation had covered from the Batu Maung area in the east of Penang along the south Penang coastline up to Sungai Pulau Betung in the Balik Pulau area (F6.50).     EXISTING 06 ENVIRONMENT 6.1 Introduction The existing environment of the Project site shall be described according to four (4) sub - chapters which are: a) existing Physical Environment; b) existing Biological Environment; c) existing Human Environment; and d) environmentally Sensitive Areas (ESAs). 6.2 Existing Physical Environment The existing physical environment of the whole Project area located within a 5 -km radius from the Project boundary will be described into different sections as the following: a) land use; b) hydraulic components; c) climate and meteorology; d) tsunami e) hydrology and drainage; f) geology and geotechnical; g) water quality; h) sediment quality; i) air quality; j) noise; k) marine traffic and navigation; and l) land traffic. 6.2.1 Land Use This section describes the land use of the study area which refers to the area of 22,545.78 hectares within a 5 -km radius from the proposed Project boundary. A major portion or three - quarters of the study area comprise the surrounding waters of the South Channel while the remaining is land -based. The study area includes the entire Mukim 6, 7, 8, 9, 10, 11, 12, I and J of Southwest District. And for all the impact these titans have on the continent, there aren’t many places where their societies meet in unfiltered, immediate cultural contact. Then along comes Malaysia’s smallest state: Penang. In a teak townhouse, an Indian man places joss sticks in front of a family altar studded with pictures of the Hindu god Rama, the Chinese bodhisattva Kuan Yin and black-and-white photos of his Chinese wife’s departed ancestors. Later the couple may eat a curry of cinnamon bark, shallots, tamarind, coriander and chillies – ingredients sourced from Malaysia’s mother cultures of Indian, Chinese and Malay. Local food, by the way, is one of the top draws of the ‘Pearl of the Orient,’ but the living cultures those dishes stem from are the real reason to visit. Penang is the only one of Malay- sia’s 13 states to have a Chinese majority population, but rather than feeling mono-ethnic, it exemplifies Asia-as-entrepôt that is this nation at its best. Physical vestiges of the colonial era – low slung townhouses, narrow alleyways, tea shops, temples, Chinese mansions and Little India districts – make a visit to Georgetown eminently rewarding, while beyond lies a landscape of jungle, lakes, beaches, a cosy national park and, yes, a cool hill station. South of one Asia, east of another, and Asia condensed. This state is about experiencing the continent’s culture and history at its oldest and most evolving.
