    Islands District Council Paper No. IDC 28/2015 Draft Po Toi Islands Outline Zoning Plan No. S/I-PTI/1 1. Purpose The purpose of this paper is to seek Member’ views on the draft Po Toi Islands Outline Zoning Plan (OZP) No. S/I-PTI/1 together with its Notes and Explanatory Statement (ES) (Annexes I to III). 2. Background 2.1 Pursuant to section 20(5) of the Town Planning Ordinance (the Ordinance), the Po Toi Islands Development Permission Area (DPA) Plan is effective only for a period of 3 years until 2 March 2015. An OZP has to be prepared to replace the DPA Plan to maintain statutory planning control over the Po Toi Islands areas upon expiry of the DPA Plan. 2.2 The draft OZP was preliminarily considered and agreed by the Town Planning Board (the Board) on 5 December 2014. The draft OZP was submitted to the Lamma Island (South) Committee (LISRC) and the Islands District Council (IsDC) for consultation on 12 December 2014 and 15 December 2014 respectively. As suggested by Ms. YUE Lai-fun, Member of IsDC, another meeting with LISRC was held on 23.1.2015. In response to the local residents’ request, a meeting with the local residents of Po Toi was also held on 30.1.2015 to listen to their concerns on the draft OZP. Views of the LISRC and IsDC together with other public comments on the draft OZP were then submitted to the Board for further consideration on 13 February 2015. After considering all the views and comments received, the Board agreed to publish the draft OZP under section 5 of the Ordinance.

A possible location of the cross-boundary transport hub is at MTR Siu Ho Wan Depot. The depot occupies 30 ha of land, with flexibility built into the design for retrofitting development above the depot. MTR access to Siu Ho Wan on the Tung Chung Line could be provided by the construction of an additional station, subject to Government’s approval for the station and authorization under the relevant Ordinance. The cross-boundary transport hub has the potential to be a major transport interchange, providing park-and-ride facilities, a MTR station and a public transport interchange.

As authorised by our legislature in November 2018, the sums raised under the GGBP are credited to the Capital Works Reserve Fund (CWRF) to provide funding for the Government’s public works projects with environmental benefits. The Steering Committee on the GGBP, chaired by the FS, has been established to oversee and give strategic direction on the implementation and development of the GGBP. The Hong Kong Monetary Authority assists in implementing green bond issuance under the GGBP. As a consistent step to consolidate and develop Hong Kong’s position as a premier green finance hub regionally and internationally, the FS announced in his 2020-21 Budget the plan to issue green bonds totalling HK$66 billion (about US$8.5 billion) in the five years from 2020-21.

    Social Services, Labour and Economic Affairs Committee, North District Council Paper No. 33/09 Study on the Enhancement of the Sha Tau Kok Rural Township and Surrounding Areas Stage 1 Community Engagement PURPOSE 1. The purpose of this paper is to seek Members’ views on the vision and aspiration for the enhancement of the Sha Tau Kok (STK) rural township and its surrounding areas. A copy of the Stage 1 Community Engagement Digest is attached at Appendix 1. BACKGROUND 2. Rural townships are recognised as an important heritage of Hong Kong as they are among the earliest settlements in the territory. STK Town, being located within the Frontier Closed Area is unique as compared with other rural townships in the New Territories. The tranquility and the rural setting of STK Town and its surrounding areas have been well retained over the years. It would provide a good opportunity for promoting eco-tourism and cultural tourism. 3. In April 2009, the Planning Department (PlanD) commissioned Ove Arup & Partners Hong Kong Ltd. to conduct the Study. The Study aims to formulate an Integrated Area Improvement Plan, setting out comprehensive improvement proposals to enhance the physical environment of STK Town and its surrounding areas. The Study will also assess the tourism potential of the area, taking into account the Frontier Closed Area status, and examine the possibility of enhancing the connection of STK Town with other possible tourist attractions in the North East New Territories. THE STUDY 4. The Study comprises two areas, i.e. the Study Area and Linkage Area (Please refer to the Stage 1 Community Engagement Digest, Pages 9 to 16): a) The Study Area, basically covering the STK Town proper, has a total land area of about 33 ha.

    MUNICIPAL SOLID WASTE MANAGEMENT IN HONG KONG Case ID: 2020009B Overview Like many other cities, Hong Kong saw its waste levels grow along with its economy. Hong Kong’s municipal solid waste (MSW) load increased steadily since the mid-1980s , mirroring the city’s rapid economic expansion and population growth.1 Over the past decade, Hong Kong’s MSW load began to outpace population growth, meaning that per capita MSW disposal went up. This increase has become more marked since 2011, making it a serious issue. According to the Environmental Protection Department (EPD), Hong Kong’s per capita MSW disposal rate (in kg/person/day) rose from 1.27 in 2011 to 1.41 in 2016. Hong Kong’s dependence on landfills for MSW started long before its economic boom. However, the three strategic landfills in Hong Kong were expected to reach capacity in 2019.2 Therefore, the government therefore needed to come up with solutions and long term goals to resolve a worsening ‘garbage crisis’ and to make sure that Hong Kong’s MSW management practices were sustainable. Many suggested that the government needed to properly define the problem and identify underlying root causes before coming up with solutions. Hong Kong’s growing population was an important reason for the emerging ‘garbage crisis’, but there were other structural causes as well. With limited MSW treatment options, 63 per cent of Hong Kong’s MSW was disposed at three strategic landfills, with the rest being recycled or reused.     Chairman and Members of the Country and Marine Parks Board via Mr. LAI Chuen Chi, Patrick Assistant Director (Country & Marine Parks)(Acting) Country and Marine Parks Branch Agriculture, Fisheries and Conservation Department (Email: [email protected]) By email only 18 September 2015 Dear Chairman and Members of the Country and Marine Parks Board, Joint Green Groups’ Request for the Designation of Po Toi Islands Country Park In 2012, during the designation of the Po Toi Islands Development Permission Area (DPA) plan, the Hong Kong Bird Watching Society (HKBWS) submitted a formal request to Planning Department (PlanD) and the Agriculture, Fisheries and Conservation Department (AFCD) to designate Po Toi as a Site of Special Scientific Interest (SSSI) and ultimately designate it as Country Park (CP) for comprehensive management and protection for its rich biodiversity and geological attributes. In early 2015, the draft Po Toi Islands Outline Zoning Plan (OZP) was 1 gazetted, however, the SSSI/CP proposal was not reflected in the draft OZP. The HKBWS, along with nine other organizations, are concerned over the lack of adequate biodiversity and geological protection available under the Town Planning Ordinance, and request for the designation of Po Toi Islands as a Country Park under the Country Parks Ordinance for the long term conservation of the area. A proposal prepared by the HKBWS describing the conservation value of Po Toi and detailed justifications for the request is attached (Attachment 1). It is a revised version of the proposal made in 2012 so as to include the latest findings. The revised proposal was also submitted to the Town Planning Board in April 2015.
