The unanimous vote on Thursday means SBA officials can work up a contract with Toledo Bend Partners, which wants to buy water from the reservoir for an undisclosed area in Texas. The final document would have to gain full board approval before moving forward. Toledo Bend Partners wants to reserve up to 600,000 acre-feet of water. Billy Joe "Red" McCombs

Red McCombs was born in 1927 in Spur, Texas and attended and the University of Texas at Austin School of Business and School of Law. At 22, he began his career as a salesman in the automobile business in Corpus Christi in 1950. In 1958 he moved to San Antonio and led Red McCombs Automotive and its 60 dealerships to the sixth largest dealer group in the United States. Mr. McCombs has been in the energy business since the early 1960's and moved that business to in 1965. McCombs Energy continues to grow and operates throughout the West and Southwest. Mr. McCombs has always been active in real estate development and sales, including numerous joint ventures, the largest of which is the Koontz-McCombs development company with over a billion dollars in developed projects. In 1972, Mr. McCombs and business partner founded Clear Channel Communications by purchasing one radio station in San Antonio and grew the company to be the largest in the world in numbers of radio stations and numbers of outdoor billboards. Mr. McCombs has always served in leadership roles in many national, state and local organizations. He served as Chairman of the Board of Trustees of Southwestern University where he has been honored as a Distinguished Alumnus. He has also served as Chairman of the University of Texas M. D. Anderson Cancer Center in Houston. Mr. McCombs has chaired many fund drives and community service organizations. He was honored by the University of Texas at Austin as a Distinguished Alumnus and has also been the recipient of their President's Award. The University also honored him by renaming their nationally acclaimed business school the Red McCombs School of Business. Mr. McCombs has been honored and recognized by many organizations including the San Antonio Business Hall of Fame, The San Antonio Sports Hall of Fame, The Texas Business Hall of Fame and the College Football Hall of Fame's Gold Medal Award in 2001.

He has also been honored by the American Academy of Achievement, received the Corporate Citizenship Award from The Woodrow Wilson International Center for Scholars and the Texas Legend Award from the Texas Automobile Dealers Association. Mr. McCombs also received the Living Legend award as Texan of the Year. He has received honorary PhD's from The University of Texas at San Antonio, Texas Lutheran University and Southwestern University.

Mr. McCombs formerly owned the of the NFL, where he received the NFL Owner of the Year award during his second year in the league. He has also owned the NBA's and the , which he secured for San Antonio in 1973. At age 25, he purchased his first professional sports team, The Corpus Christi Texas Clippers in the Big State Baseball League. There is also now a statue of Mr. McCombs at the north entrance to Darrell Royal Memorial Football Stadium at the University of Texas that was dedicated in August 2010.

Mr. McCombs' daughter, Marsha Shields, was named Chairperson of all McCombs Enterprises activities in 2003 and works alongside Mr. McCombs who still maintains his lifelong 60 hour work week providing creative direction, expertise and daily oversight of all McCombs operations.

Mr. McCombs married the former Charline Hamblin in Corpus Christi in 1950. Their daughters Lynda McCombs, Marsha Shields and Connie McNab, 10 grandchildren and three great-grandchildren all reside in San Antonio. Red McCombs is owner of Red McCombs Automotive and co-founder of Clear Channel Communications and McCombs Energy Corp. San Antonio businessman Red McCombs has been selected to receive the 2009 Boss of the Plains Award from the Ranching Heritage Association, based in Lubbock. It will be presented during an award dinner following a 6:30 p.m. reception, May 15, at the Lubbock Country Club, 3400 Mesa Road. The award will be presented by former Texas Gov. Dolph Briscoe with opening remarks by Texas Tech University Chancellor and former U.S. Cong. Kent Hance. The annual award recognizes McCombs’ generosity to the National Ranching Heritage Center (NRHC) museum and historical park. Created in 1999, the Boss of the Plains is presented annually and reserved for individuals who are highly regarded in their professions and who have provided noteworthy support for the NRHC. A charter member of the RHA’s National Advisory Board, McCombs has provided financial support toward several of the Heritage Campaign projects, including making possible the impressive Red McCombs Main Gallery in the museum’s new north addition. A well-known businessman, McCombs was born in Spur, and attended Southwestern University and the University of Texas at Austin in both the School of Business and School of Law. Recently, the National Football Foundation presented him with the College Hall of Fame honor in New York, and the Texas Sports Hall of Fame recognized him with the first annual Lamar Hunt Lifetime Achievement in Sports Award. McCombs is the former owner of the NFL Minnesota Vikings, the NBA Denver Nuggets and the San Antonio Spurs, which he secured for the city in 1972. The Boss of the Plains comes from the Stetson Hat Co., whose founder, John B. Stetson, created the first true hat of the American West. The hat and its name were the first registered by Stetson in its long and colorful history. Stetson, recognizing the significance of the Boss of the Plains Award, authorized its use and its name to honor those who lead the way in supporting the National Ranching Heritage Center.

A lawsuit filed in New Orleans civil court accuses prominent local businessman David Voelker of siphoning money from his business partner into companies and accounts controlled by him.

Voelker, a politically active businessman who serves as chairman of the Louisiana Recovery Authority, said the lawsuit contains scurrilous accusations that don't reflect his 20-year partnership with Juanita Frantzen. The lawsuit, filed Monday, comes on the heels of months of negotiations about how to fairly divvy up their company, Frantzen-Voelker-Conway Investments LLC, he said.

"I'm a little surprised by it and shocked by it. That's been my partner for 25 years and so I'm taken aback by it and hurt a little bit by it," Voelker said Wednesday. "I looked at the complaint today and I don't find it to be truthful or forthright."

Walter Thompson, the attorney for Frantzen and two of her children who joined the lawsuit, said the petition "speaks for itself," adding that he believed the allegations would be proved.

Frantzen, who is known as Nita, accuses Voelker of squandering her $23 million investment in the company since 1993. Payments worth $17 million that were supposed to be made to Frantzen were instead "diverted" to Voelker or entities he controlled, the lawsuit claims.

But Voelker and Rick Conway, president of the business, said the company has audits and extensive accounting paperwork that show Frantzen received these payments over the years.

While the lawsuit claims the company is saddled with "debt in excess of its few remaining assets," Voelker said that reflects mostly the current poor business climate. For example, the company is invested in a real estate project in Dallas that needs some time for the market to improve, he said.

Over the years, Voelker has become a prominent political player, donating money to both Democratic and Republican candidates, a fact that was pointed out in the lawsuit. He has served on the LRA, the entity that directs most of the hurricane recovery money, since it was created after Hurricane Katrina.

Mr. Temple is an experienced business executive, serving as chairman of Integra Financial Group, a financial services company dealing mainly in real estate lending and development. In addition, Mr. Temple is chairman of the board of the Louisiana Workers’ Compensation Corporation (LWCC) and has been since its inception in 1991. LWCC has assets in excess of $836 million and a surplus in excess of $360 million. Mr. Temple also serves on the board of directors of Beauregard Federal Savings Bank and the Business Bank of Baton Rouge. He is a licensed insurance agent and cattle rancher.
