Havelock-Belmont-Methuen Township of HAVELOCK-BELMONT-METHUEN www.hbmtwp.ca INC. 1998 Regular Council Meeting Summary Monday, December 21, 2020 at 9:30 a.m. • Council approved the following minutes: o Regular Council Meeting held on December 7, 2020 • Council approved the following Minor Variance Application: o A-17-20, William Reid, Part Lot 25, Concession 3, having a municipal address of 41 Fire Route 84A (Methuen Ward) • Council received one delegation: o Peterborough Humane Society Shawn Morey, Executive Director Re: Animal Control – Cat By-law Proposal • Council received the delegation from Mr. Morey regarding cat control and By-law proposal for information. • Council received two reports from the Fire Chief regarding incident summaries from October and November 2020; • Council received a report from the Treasurer regarding a general update on the finance department; • Council received a report from the Treasurer regarding an update of COVID-19 grant monies used to date; • Council received a report from the Clerk and Acting Chief Administrative Officer that provided a summary of the items discussed at the Closed Session Council Meeting held on December 7, 2020; • Council received a report from the Planner regarding a request to stop up, close and convey a municipal road allowance (558 Peninsula Road); o Council approved the request from Margaret (Marnie) Freiter to stop up, close and convey the proposed road allowance with an amendment to the conditions that states to verify through title search, at the expense of the purchaser, that the purchase of the unopened road allowance would not impede access to adjacent properties. PO Box 10, 1 Ottawa St. E., Havelock, ON K0L 1Z0 P: 705.778.2308 or 1.877.767.2795 I F: 705.778.5248 I E: [email protected] Township of HAVELOCK-BELMONT-METHUEN www.hbmtwp.ca INC. 1998 • Council received a report from the Clerk and Acting Chief Administrative Officer regarding the new County of Peterborough Sign By-law; o Council passed a resolution that endorses the adoption of Havelock-Belmont-Methuen election sign regulation standards, as may be amended from time to time, to be used by Havelock-Belmont-Methuen in the regulation of election signs installed on County road allowances. o Council passed a resolution that Council acknowledges and agrees to regulate the placement and erection of signs on private property pursuant to the Ontario Regulation 332/12 Building Code. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding the establishment of dates and times for Regular Council Meetings in 2021; o Council directed staff to amend the start times of all 2021 Regular Council Meetings from 9:00 a.m. to 9:30 a.m. and approved the recommendation in the above-mentioned report that By-law No. 2020-063, as amended, be adopted under the by-law section of this Council meeting. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding completing the process for the conveyance of a road allowance (Murray Watson); o Council approved the recommendation that By-law No. 2020-064 be adopted in the by-law section of this Council meeting in order to conclude the conveyance of a road allowance identified as Part 6 on Plan 45R10994. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding Board and Committee appointments; o Council approved the first recommendation of the above-mentioned report that By-law No. 2020-065, being a By-law to appoint persons to various Boards and Committees representing the Corporation of the Township of Havelock-Belmont-Methuen for the years 2021 and 2022 be adopted in the by-law section of this Council Meeting. o Council approved the second recommendation of the above-mentioned report that By-law No. 2020-066, being a By-law to appoint Debra Haigh as an Ontario Wildlife Damage Compensation Program Municipal Investigator be adopted in the by-law section of this Council Meeting for the time being. Council directed staff to investigate the possibility of By- law Enforcement or a local resident being appointed for the Municipal Investigator.     Township of Selwyn Fire Master Plan Update 2013 Background In the province of Ontario, municipalities must abide by the Fire Protection and Prevention Act (FPPA) which states that every municipality shall: 1. establish a program in the municipality which must include public education with respect to fire safety and certain components of fire prevention; and 2. provide such other fire protection services as it determines may be necessary in accordance with its needs and circumstances. In accordance with this legislation, Bylaw 2010-072 establishes the Township of Selwyn Fire Department and provides for its structure, duties, responsibilities and levels of services. A copy of this Bylaw is attached as Appendix “A”. A Fire Master Plan is a comprehensive document that complements the Establishing Bylaw and sets out priorities for fire protection services that consider legislated requirements, local needs and circumstances, and the financial resources of municipality. The process reviews all aspects of the Department’s operation and identifies options and opportunities for developing and delivering the services through the most efficient and effective use of available resources. The Township of Selwyn adopted its first Fire Master Plan on February 12, 2008. The Plan included recommendations and key priorities that were intended to provide direction to the Fire Department with respect to policy, operational and capital decisions over a five-year period. Public beaches in the city and county and Hiawatha and Curve Lake First Nations will be regularly tested to ensure water quality conditions are safe for recreational use. Local residents can find the most recent status of public beaches at any time by visiting www.peterboroughpublichealth.ca or by calling PPH at 705-743-1000, ext. 232 during office hours. Residents are also encouraged to follow Peterborough Public Health on Twitter @Ptbohealth for beach updates throughout the summer. The routine inspection program for all public beaches runs from June until August. The city beaches at Rogers Cove and Beavermead are sampled by Public Health Inspectors every business day, and public beaches in the county are sampled at least once a week, except for Chandos Beach, Quarry Bay Beach, White’s Beach, Belmont Lake Beach and Kasshabog Lake Beach which are sampled at least once in June, July and August.

    February 23, 2017 The Honourable Kathleen Wynne, Premier 111 Wellesley Street West, Room 281 Toronto, Ontario M7A 1A1 Re: Cost of Electricity At the Regular Council meeting held February 21, 2017 the following resolution was passed; Whereas the cost of electricity in the Province of Ontario continues to escalate; And whereas citizens of Ontario are finding it increasingly difficult to afford the costs of electricity; And whereas businesses in Ontario are finding it increasingly difficult to stay in business and compete with neighbouring jurisdictions that benefit from more affordable electricity rates; And whereas municipal budgets across Ontario are being significantly impacted by escalating costs of electricity; And whereas citizens and businesses across Ontario are also impacted by increasing municipal property taxes that have resulted from escalating costs of electricity; And whereas the citizens and businesses of Ontario have a right to openness and transparency of the breakdown of municipal costs of electricity to better understand their impact on municipal budgets; And whereas a general service demand account such as a Waste Water Treatment Plant, or a Community Centre/Arena has a breakdown of the electricity used, global adjustment charge, delivery charge, regulatory charges, debt retirement charge, and HST; Therefore be it resolved that Cavan Monaghan posts a link on our home page of our municipal website to our most recent electricity bill that contains a complete breakdown of all the various charges such as those with a service type general service demand and to display that bill for the month of April; And be it resolved that this resolution be forwarded to AMO to circulate this resolution to all municipalities requesting the same; And be it resolved that this motion be forwarded to the Premier, our MPP, and all appropriate ministries.
