 This year for our younger children ages 0-6 we used the theme “Old MacDonald Had a Farm”. We asked some of our local area - OSM farmers to come in and speak to the children. Our farmer “Geraldine” came with a spinning wheel, fresh wool off of a sheep and a baby lamb.

 Another farmer “Marg” came and talked to the children about her Dairy Farm. Marg described the different types of cows that they had and how often they changed to different milking cows during the year.

 Then we had “Wooley Wonderland Farms” visit. Karen the Agenda Item # 5a) owner sang songs with the children. Next they got to go out and pet a large array of farm animals. The children and parents had a lot of fun, 30 children & 19 adults attended. Page 8 of 67

 For our older children ages 7-11 we used the theme “ Jones Doctor of Archaeology”. - OSM

 Each week was a different theme. We traveled through ancient Egypt to Mexico to China and Canada.

 The children learned that Archaeology is not “Shoot ‘Em Up Bang Bang” like on Indiana Jones movies.

 Laurie from came to visit us and brought artefacts that were found at Serpent Mounds

Park. These artefacts were at least 3,000 years old and Agenda Item # 5a) part of the Hiawatha First Nation History.

 We received a grant from the Seniors Secretariat of Ontario to provide monthly workshops to help - OSM encourage and educate seniors in computers, health/wellness and crafting.  This grant runs from October 2014 to March 2015. So far we have had 52 seniors attend our programs. We plan to continue programming for seniors based on this model.

 We were approved for a Job for Rural Youth position – summer 2014 - OSM  We kept the youth on as Casual Clerk

 We received a grant from Industry Canada – Youth Initiative to provide Internet/technology assistance at our Bailieboro Branch  We hired our Rural Youth person to fill this position.

 We also provided Free Income Tax Clinics at the Agenda Item # 5a) Keene and Bailieboro Branches which saw about 82 people use this service Page 13 of 67

 The library saw a decrease in program attendance in 2014 due to the - OSM implementation of all day junior/senior kindergarten and raising the cost of computer lessons from $5 to $10.  In 2014 program attendance was 4,033 in 2013 program attendance was 4,855.  Currently the library has 2,519 memberships; with 123 new memberships in 2014 – a 7% increase from last year. At total of 12,383 people visited the library in 2014.

 Currently we are undergoing a Patron Usage Scan – we want to get an Agenda Item # 5a) understanding of who our patrons are what their needs may be at our two smaller branches. We have begun the scan August 2014 and will continue Page 14 of 67 until July 2015.

NOTICE OF A MEETING TO PASS A BY-LAW TO REMOVE A HOLDING (H) SYMBOL FROM BY-LAW NO. 2010-65, AS AMENDED

Take Notice that the Council of the Corporation of the Township of Otonabee-South Monaghan intends to meet to consider passing a By-law under the provisions of Sections 34 and 36 of the Planning Act, R.S.O. 1990, c. P.13, to remove a Holding (H) symbol from By-law No. 2010-65, as amended by By-law No. 2011-38, with respect to certain lands zoned Hamlet Residential-21-Holding (HR-21-H), being Lots 47 to 52, Registered Plan 45R-241 (Burnham Meadows Phase 1A) in part of Lot 30, Concession 11, in the Otonabee Ward of the Township of Otonabee-South Monaghan.

Time and Place of Meeting The earliest date on which the Township Council proposes to meet to pass the amending by-law will be Monday, April 27, 2015 at 6:00 pm, in the Township of Otonabee-South Monaghan Municipal Office, 20 Third Street, in Keene.

Subject Property The proposed By-law to remove the Holding (H) symbol applies to Lots 47 to 52, Registered Plan 45R-241 (Burnham Meadows Phase 1A) located in part of Lot 30, Concession 11, in the Otonabee Ward of the Township of Otonabee-South Monaghan. The attached key map shows the location of the subject lands.

Effect of Removal of the Holding (H) Symbol The purpose of the Holding (H) symbol for the lands zoned Hamlet Residential-21- Holding (HR-21-H), as set out in By-law No. 2011-38, was to restrict the use of the subject lands zoned HR-21-H until such time as the following conditions have been satisfied:

(a) Enactment of a site-specific Site Plan Control By-law for the lands zoned HR-21, HR-22 and LC-11;

(b) A site plan agreement under the provisions of Section 41 of the Planning Act has been approved by the Municipality and registered on title;

(c) A subdivision agreement under the provisions of Section 51(25) of the Planning Act has been approved by the Municipality and registered on title;

(d) A servicing agreement is entered into with the City of Peterborough and any other appropriate authorities;

(e) A fire service plan has been approved by the Fire Chief of the Municipality and any required agreement has been executed by the Municipality; and

(f) The obligations of Sections 3.1, 3.2, and 3.3 of the Letter of Understanding between the City of Peterborough, County of Peterborough and Township of Otonabee-South Monaghan, dated January 18, 2010, have been fulfilled.

The Council of the Township of Otonabee-South Monaghan has confirmed that these conditions have been or will be satisfied, and that the Holding (H) symbol on certain lands zoned Hamlet Residential-21-Holding (HR-21-H) may be removed. NOTE: In the event that the above noted conditions have not been fulfilled prior to the Council Meeting, the by-law will be deferred and come forward at the next regular Council meeting on May 4, 2015 for consideration.

The removal of the Holding (H) symbol from the subject lands zoned Hamlet Residential-21-Holding (HR-21-H) will have the effect of permitting the development of a second block of Rowhouses on Lots 47 to 52, Registered Plan 45R-241 being Burnham Meadows Subdivision - Phase 1A (County of Peterborough File 15T-08003) in accordance with the permitted uses and zone regulations set out in By-law No. 2010-65 of the Township of Otonabee-South Monaghan, as amended by By-law No. 2011-38.

Any Person may attend the meeting and/or make written or verbal representation either in support of or in opposition to the proposed By-law to remove the Holding (H) symbol. The Township Council will consider all submissions prior to making a decision.

Additional information relating to the proposed By-law to remove the Holding (H) symbol is available for inspection at the Township of Otonabee-South Monaghan municipal office during regular office hours.

WHEREAS the Council of the Corporation of the Township of Otonabee-South Monaghan deems it desirable to enter into a merger agreement with Richard John Driscoll to merge Part of Block D, Plan 21, Otonabee; Being Part 3 on Plan 45R15995 Otonabee; s/t right or way as in R-35991, County of Peterborough; in accordance with consent file no. B-65-14.

NOW THEREFORE the Council of the Corporation of the Township of Otonabee-South Monaghan enacts as follows:

1. That the Head of Council and Clerk be authorized to sign a merger agreement with Richard John Driscoll and the Corporation of the Township of Otonabee South Monaghan; and to affix thereto the Seal of the Corporation.

BY-LAW NO. 2015-29

Being a By-law under the provisions of Section 34 and 36 of the Planning Act, R.S.O. 1990, as amended, to remove a Holding (H) symbol from By-law No. 2010-65, as amended, with respect to certain lands located in Part of Lot 30, Concession 11, Otonabee Ward of the Township of Otonabee-South Monaghan.

Whereas pursuant to Sections 34 and 36 of the Planning Act, R.S.O. 1990, as amended, a Holding (H) symbol was applied to the lands described in this By-law by By-law No. 2010-65, the Township of Otonabee-South Monaghan Comprehensive Zoning By-law, as amended by By-law No. 2011-38;

And Whereas pursuant to Sections 34 and 36 of the Planning Act, R.S.O. 1990, as amended, the Holding (H) symbol was removed from certain lands in Phase 1A being the proposed 6 lots for the Model Row House Block from Hamlet Residential-21-Holding to Hamlet Residential-21 (HR-21) and from all of the proposed 40 single lots from Hamlet Residential-19-Holding to Hamlet Residential-19 (HR-19) and the stormwater management block from Open Space-3 Holding to Open Space-3 (OP-3) by By-law No. 2013-50;

And Whereas the Council of the Corporation of the Township of Otonabee-South Monaghan has received further request to amend By-law No. 2010-65, as amended by By-law No. 2011- 38, to remove the Holding (H) symbol from the Hamlet Residential-21-Holding (HR-21-H) zone on the lands described in this By-law being the second Row House Block;

And Whereas Council has confirmed that that the conditions for the removal of the Holding (H) symbol on the Hamlet Residential-21-Holding (HR-21-H) zone, as set out in Section 8.4.21(d) of By-law No. 2011-38, have been satisfied;

And Whereas Council deems it appropriate to remove the said Holding (H) symbol on the lands described in this By-law;

Now Therefore the Council of the Corporation of the Township of Otonabee-South Monaghan hereby enacts as follows:

1. That Map No. 1 of Schedule “A” of By-law No. 2010-65, as amended by By-law No. 2011-38, is hereby amended insofar as to remove the Holding (H) symbol from the Hamlet Residential-21-Holding (HR-21-H) zone, in part of Lot 30, Concession 11, in the Otonabee Ward of the Township of Otonabee-South Monaghan, as shown on Schedule “A” attached hereto and forming part of this By-law.

In response to the correspondence from the Township of Cavan Monaghan, received March 17, 2015, requesting that the Board defer decision on the policy at least 30 days, Board member Huntley clarified that deferral to the next board meeting (26 days away) would give the Township sufficient time to review and provide comments on the policy.

The board requested that clarification be made to the policy to address situations where: 1) the Board or a municipality would like to re-evaluate which are benefiting municipalities for each water control structure; and 2) where more than one, but less than all eight member municipalities are considered the benefiting municipality.

Dear Reeve Nelson:

As a member of School Council at North Shore Public School, and part of the playground sub-committee, I am writing to ask that you please consider this letter as a request that the Township partner with North Shore Public School Parent Council, for the purposes of us applying for a Farm Credit Canada grant.

As the School is not a registered charity, the other option to be eligible for the grant is to partner with a municipal body, who would agree to receive the money contributed and issue a receipt in our name.

There is no other requirement on the Municipality other than to issue a receipt in our name, if we are successful.

This was a partnership that we entered into in 2011 as well, but we were unsuccessful in our grant application, as we couldn’t illustrate that we had raised enough funds on our own at the time.

With the help of the school community and local community members, the playground fund is near $22,000 and at this point, we are shy the amount required to prep and pea gravel the grounds. This is where the grant money will come in to play if we are successful.

KAWARTHA RAIL TRAIL TOWNSHIP OF OTONABEE-SOUTH MONAGHAN, TOWNSHIP OF ASPHODEL-NORWOOD

Infrastructure Ontario (IO) has now completed the Consultation and Documentation (C&D) Report for the proposed easement on the Kawartha Rail Trail (also known as the Lang-Hastings Trail) in the Township of Otonabee-South Monaghan and the Township of Asphodel-Norwood.

As described in the C&D Report, IO is proposing to renew an easement conveyance agreement with the Kawartha Pine Ridge District School Board for access to lands along the former rail line for the continued maintenance of an existing fibre optic line. The property is described as a 21-km long former rail line, extending from Keene Road north of Dillon Road (Township of Otonabee-South Monaghan) to County Road 2 east of County Road 38 (Township of Asphodel-Norwood). The property is currently used primarily as a public recreational trail.

This undertaking has been assessed as a Category B, in accordance with the requirements of the Ministry of Infrastructure Public Work Class Environmental Assessment. See figure 1 for a site location map.

This letter is to inform you that the C&D Report is available for review at the following locations:

On April 16, 2015, the Ontario Government announced our intention to proceed with an Initial Public Offering of shares in Hydro One Inc. before the end of the current fiscal year. We further announced that Hydro One Brampton Networks Inc. would be merged with three other local distribution companies: Enersource Corporation, Horizon Utilities Corporation and PowerStream Inc.

These announcements are in response to advice from the Premier’s Advisory Council on Government Assets, led by Ed Clark. As you know, the Council was tasked with finding ways to improve customer service and increase efficiencies in order to maximize the value of government assets and generate better returns for the people of Ontario.

An amount equal to the net proceeds of the sale of Hydro One shares will be put in the Trillium Trust. Our government’s Moving Ontario Forward initiative commits nearly $29 billion over the next 10 years for investments in priority infrastructure projects, including nearly $14 billion earmarked for outside the Greater Toronto-Hamilton Area for investment in roads, bridges, transit and other critical infrastructure. The Trillium Trust will be an important source of funding for this commitment.

The Province will continue to be the largest shareholder in the new Hydro One, and the company’s rates will continue to be regulated by the Ontario Energy Board (OEB). We are proposing new oversight powers for the OEB and the appointment of a dedicated Ombudsperson within the new Hydro One to further protect consumers, contain costs and ensure reliability of service.

I want to assure those in Hydro One’s service territory that the reliability and affordability of power is our first priority. The sale of shares in Hydro One will not cause the price of electricity to rise and will not impact reliability of service. In fact, we agree with the Council’s assessment that changes at Hydro One will unleash new efficiencies and innovation that will reduce costs and benefit consumers.

I also want to assure you that we remain committed to the transmission projects outlined in the 2013 Long-Term Energy Plan, including to plan for a new northwest Bulk Transmission Line west of Thunder Bay and to work with the federal government to connect remote

northwestern communities.

I want to draw your attention to the decision to merge Hydro One Brampton. The merger of four local distribution companies (LDCs) into a single, highly effective entity will create savings and efficiencies of scale that will benefit hundreds of thousands of households and create the second-largest LDC in the province. This is consistent with the recommendations of the Ontario Distribution Sector Review Panel and will hopefully serve as a model for other LDCs. While I have been clear that our government will not force consolidation of municipally-owned LDCs, I feel that further consolidation is in the best interests of the system and its customers.

Purpose of this Guide

This guide provides:

1. Instructions and forms for making application to the Township of Otonabee-South Monaghan Parks and Arena Manager or Designate to establish a community outdoor rink. 2. Instructions to the approved Volunteer Team to build and maintain a community outdoor rink on municipal property, including standard operating procedures, training and health and safety standards.

Section One: Getting Started

1. Establish a Volunteer Team consisting of a minimum of three adults. Designate a principal contact to the Volunteer Coordinator. The Volunteer Coordinator will be the liaison between the Volunteer Team and the Municipality.

2. Complete the Volunteer Outdoor Ice Rink Application Form and submit it to the Township of Otonabee- South Monaghan Parks and Arena Department office no later than November 1st for the following season.

3. Meet with the Parks and Arena Manager or Designate to discuss the proposed rink, including intended use of the rink (pleasure skating or shinny), location for the proposed ice rink. The Otonabee-South Monaghan Parks and Arena Department will contact you to arrange a mutually agreeable time, upon receipt of the above forms. Please be aware that due to community fundraising needed for an Outdoor Rink it may take a year for a group to raise the required funds.

4. Once the Agreement has been approved by Council, the Otonabee-South Monaghan Parks and Arena Department will provide the following:

 Garbage cans

The Volunteer Group will supply:

 Water supply  Flooding hose  Shovels  At their own expense the appropriate protective clothing for warmth when inspecting, flooding or shoveling the ice surface

The Volunteer Group will be responsible for the installation of edging to the outdoor ice rink for the required size of the rink with prior approval and inspection from the Parks and Arena Department. They will also put the tarp/bladder in place and put down the first few layers of water to hold the tarp in place again to be inspected and approved by the Parks and Arena Manager or Designate.

Section Two: Standard Operating Procedures

Rink Size

1. All rinks will be sized according to the location as determined by the Otonabee-South Monaghan Parks and Arena Manager or Designate.

Site Surfaces

2. Outdoor rinks will be located on an approved green space area.

3. Outdoor rinks are not permitted on:

a. Any type of sports field (unless permission by the Otonabee-South Monaghan Parks and Arena Manager or Designate is granted. b. Any concrete or asphalt surface (parking lots or other) (unless permission by the Otonabee-South Monaghan Parks and Arena Manager or Designate is granted). c. Any body of water (ponds, rivers or others)

Ice Making

How to Apply the First Sheet of Ice:

1. The process of building a rink should not begin before there is a sufficient frost in the ground, which typically requires seven to 10 consecutive days of minus 10 degrees Celsius or lower. The rink may not be open before the third week of December (weather permitting).

2. Make sure you are wearing all the proper safety personal protective equipment needed for the task, including C.S.A. safety boots and safety helmet for installing the ice surface and the ongoing maintenance.

3. Inspect the initial layer of ice put out by Otonabee-South Monaghan Parks and Arena Department Staff. If there is any shell ice which are air pockets make sure to chip them up so they can be resealed with your first flood.

4. Ensure all hoses, fittings and nozzles have been tested for leaks. Repair all leaks prior to flooding.

5. Ice making is best done by two volunteers (buddy system).

6. Set the hose to a fine mist. Point hose slightly towards and allow mist to fall to the ice surface. Applying the water in a mist will allow the ice to freeze quickly (building a harder denser sheet) and should allow you to work continuously.

7. Water should be applied evenly over the entire surface. Wet down the base moving around the perimeter first. Then divide the ice sheet length wise in the middle. Work from the outside of the sheet walking backwards, back and forth until you reach the middle of the sheet. Then proceed to the opposite side and do the same pattern. Once you reach the middle again the other side should be frozen that you can continue the same pattern, if it is not you are either applying too much water or the outside conditions are not cold enough.

8. Continue to build ice layers until the ice surface is level and that you have 1 ½” to 2” of ice over the entire surface.

9. The thicker the ice the easier it will be for the rink to withstand sun exposure and mild temperatures.

Ice Maintenance

1. Maintenance should be done preferable at the end of each operating day. (This will depend on usage and weather).

2. Scrape the ice – use a shovel.

3. Inspect the ice for cracks, holes, large bumps or other hazards/damage.

4. Repair cracks/holes by packing slush into each crack and hole prior to flooding. A shovel can be used to smooth over the slush patch.

5. Repair ice bumps by chipping them down flush with the ice surface and then filling any rough areas caused by the chipping with slush. A scraper can be used to smooth over your slush patch.

6. Measure ice thickness once a week in four areas on the ice, making sure, at minimum that you have 1 ½” in each area. Log the results in the Volunteer Outdoor Rink Inspection Log.

Areas of the ice surface not meeting this requirement must be built up immediately.

7. Flood the ice working from one end to the other.

8. Ice maintenance is best done by two volunteers (buddy system)

9. Flood ice until water levels and a smooth surface is achieved.

10. If outdoor ice temperature is below -17◦C, then flooding should be delayed until the ice/weather warms up. Cracking may result if ice below this temperature is flooded.

Section Three

Inspections

1. Inspections are to be performed on a daily basis by Volunteers. Inspection times can be anytime during the operating day.

2. Inspections are to be entered on the Volunteer Outdoor Ice Rink Inspection Log.

3. All identified hazards such as cracks, rough ice and repair as needed.

4. All maintenance performed must be recorded o the inspection log.

5. Report anything that you feel that falls out of your scope to Parks and Arena staff.

6. Freeze/thaws – if we have freeze/thaws conditions the ice will melt but the tarp will retain the water. What you must watch out for is when the water freezes again is that it is frozen solid. There will be potential for shell ice to be created which has air pockets. These pockets must be chipped open, filled and packed with slush.

This is an Outdoor Ice Rink that is run by a Volunteer Group use at your own Risk. It is meant for everyone to enjoy.

Please refrain from the following on the ice surface:

1. The Otonabee-South Monaghan Parks and Arena Department Manager or Designate will provide training to Volunteers to clearly outline responsibilities of the Otonabee-South Monaghan Parks and Arena Department and the Volunteer Teams and review forms and instructions in this guide, including:

 How to properly build and inspect ice  How to complete daily inspections and logs  How to report an accident/incident  How to contact the Otonabee-South Monaghan Parks and Arena Department for assistance

Health and Safety Procedures

2. The primary function of any risk management is to prevent accidents while providing a safe environment for Volunteers and the general public. Volunteers are required to identify, correct (where possible) and report potential hazards to the Municipality.

 The general public should not be on or using ice while the Volunteer Team Members are flooding, clearing snow from or repairing the ice.  Volunteers should wear appropriate clothing for winter temperatures, including safety boots, gloves and safety helmet.  Volunteers should not work alone in the interest of their personal safety.

“Day of Mourning”

April 28, 2015

Whereas April 28 is observed across Canada and in countries around the world as the Day of Mourning for workers killed or injured on the job;

And Whereas the Day of Mourning is an opportunity to recommit to making our workplaces safer as we remember and honour those worker who died, were injured or disabled on the job;

And Whereas the Ontario Workplace Safety and Insurance Board reported that hundreds of thousands or workers suffered injuries and occupational diseases last year. Statistics on workplace death and injury are alarming especially because many of the reported incidents could have been prevented; and

And Whereas preventing workplace deaths and injuries can only be achieved if we all focus our efforts on creating safe workplaces. Great strides have been made in health and safety because of the commitment and dedication of those who fight on behalf of this cause;

Now Therefore Be it Resolved that, I Dave Nelson, Reeve of the Township of Otonabee –South Monaghan, do hereby proclaim April 28, 2015 as a “Day of Mourning” in the Township of Otonabee-South Monaghan to remember those workers who have died, been injured or who suffer from work related illness and I reaffirm our commitment to workplace health and safety, and our commitment to continued improvement of healthy working conditions and safe workplaces.
