Carried DELEGATIONS Malcolm Hunt (Dir. of Planning), City of Peterborough - Cutting trees - Airport Expansion Mr. Hunt addressed Council with respect to the removal of trees on property owned by the Township on the east side of Otonabee River under the Approach Path. The obstacle limitation survey identified the following areas of tree growth that conflict with Transport Canada's Obstacle Surface Limitation requirements: the south end of the woodlot at the edge of the Otonabee River; a hedgerow running east-west from the woodlot at the south end of Almeara Drive and an unimproved township road allowance at the west edge of the Wakefield farm property. He advised that the City would commit to applying the same restoration and replanting principles to the Township woodlot as it is applying to the west side of the River, specifically the removal of trees and the replanting of a 30.0 m wide shoreline corridor. Outside of the shoreline corridor the City's preference would be to remove the taller trees in the woodlot at grade so that the future pruning does not become an onerous task. David McKay - Urban Design Guidelines - Burnham Meadows Mr. McKay reviewed the draft Burnham Meadows urban design and architectural guidelines Resolution: R110-2011 Moved by: Councillor St. Jean Seconded by: Deputy-Reeve Taylor That Council hereby receives the draft Burnham Meadows urban Design and Architectural Control Guidelines for information; and further refers the information to staff for review Carried James Knott / Don Grant - Sustainable Peterborough Mr. Knott & Mr. Grant provided a brief overview on the why there is a need for sustainability planning amongst municipalities and the benefits that it creates. REPORTS ROADS AND PUBLIC WORKS Monthly Report - February 2011 Resolution: R112-2011 Moved by: Councillor St. Jean Seconded by: Deputy-Reeve Taylor That Council receives the Monthly Activity Report for the month of February from the Superintendent of Public Works for information. Carried Tender Results - Gravel, Paving and Calcium Chloride Gravel Crushing Resolution: R113-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor Burton That the Council of the Township of Otonabee-South Monaghan accepts the tendered quote of Robert E. Young Construction Ltd. for the quoted amount f $109,450 excluding taxes to crush and apply gravel as specified in Tender #2011-01(G) Carried Paving Resolution: R114-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor Hannah That the Council accepts the tendered quote from Co Co Paving Inc. for the quoted amount of $188,775.60 excluding taxes for the application of HL2 asphalt as specified in Tender #2011-02(P) Carried Calcium Chloride Resolution: R115-2011 Moved by: Councillor St. Jean Seconded by: Councillor Hannah That Council hereby accepts the tender of Morris Chemicals Incorporated for the quoted amount of $0.2075/litre excluding taxes to supply calcium chloride as specified in Tender #2010-03(C) Carried 4 x 4 Half Ton - Request for permission to seek quotations Resolution: R116-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor That Council hereby allows staff to use the Quotation process for the replacement of Truck #220 under the Procurement By-law due to significant time sensitive cost savings available at this time, furthermore that disposal of current 2006 Dodge Dakota be by trade-in and all monies from the trade-in will be returned to the Roads Service. Carried Fuel Tanks Replacement Resolution: R117-2011 Moved by: Councillor Hannah Seconded by: Councillor Burton That Council hereby allows staff to use the Quotation process for the replacement of the 2 fuel holding tanks (gas, clear diesel) at Drummond Line Depot under the Procurement By-law, as the work to be performed can only be done by a limited number of companies in the timeframe required for the Ministry of the Environment compliance. Carried Keene Bridge Reconstruction - Council direction Resolution: R118-2011 Moved by: Councillor Burton Seconded by: Councillor St. Jean That Council receives the correspondence from G. D. Jewell Engineering regarding Keene Bridge reconstruction for information; and further defers decision pending discussions with the County of Peterborough and G.D. Jewell Engineering. Carried Crystal Springs Wellhead Protection Resolution: R119-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor St. Jean That Council would convene if required on or before March 31, 2011 to discuss the acceptance or rejection of any proposal regarding the Crystal Springs well head protection area land acquisition. Carried FIRE/EMERGENCY MANAGEMENT/GIS/911/BY-LAW ENF – nothing to report or discuss FINANCE 2011 Draft Municipal Budget – Adoption Resolution: R120-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor Hannah That the 2011 draft budget is received for information; and further that Council hereby adopts the 2011 draft budget as presented with an overall monetary increase of 6.66%. The total budget is $6,135,563.00 (total tax levy $3,456,148.60; total operating revenue $2,142,537.45; total operating expenditures $5,264,293.00; total capital revenue $536,876.95; total capital expenditure $871,270.00) Carried Livestock Report Resolution: R121-2011 Moved by: Councillor St. Jean Seconded by: Councillor Burton That the Livestock Valuer's report be received for information; and further that payment of the claims in the amount of $2,357.00 be issued; and further that an application be made to the Province for reimbursement. Carried PLANNING Elburn Wood - Request Approval in Principle - lot 16, con. 6 Resolution: R122-2011 Moved by: Deputy-Reeve Taylor Seconded by: Councillor St. Jean That the request for approval in principle for a residential lot measuring 3/4 acre (3,000 sq. m. maximum) for property owned by Elburn & Gloria Wood, Concession 6, Lot 16 is granted. CORRESPONDENCE Vilda Nurse - Dawson Cemetery Board - Request for Donation Resolution: R127-2011 Moved by: Councillor Hannah Seconded by: Councillor Burton That the correspondence received from Vilda Nurse regarding request for donation towards the Dawson Cemetery is received for information; and further that a decision is deferred pending investigation by staff whether there is any funding available. Carried Municipality Clarington - Solar Energy Projects in Urban Valleylands Resolution: R128-2011 Moved by: Councillor St. Jean Seconded by: Councillor Hannah That Council receives the correspondence from the Municipality of Clarington regarding solar energy projects in Urban Valleylands for information; and further that the Council of the Township of Otonabee-South Monaghan hereby supports the Municipality of Clarington's motion wherein the Municipality of Clarington does not support the consideration of Class 3 solar facilities
