Township of HAVELOCK-BELMONT-METHUEN www.hbmtwp.ca INC. 1998 Regular Council Meeting Summary Monday, December 21, 2020 at 9:30 a.m. • Council approved the following minutes: o Regular Council Meeting held on December 7, 2020 • Council approved the following Minor Variance Application: o A-17-20, William Reid, Part Lot 25, Concession 3, having a municipal address of 41 Fire Route 84A (Methuen Ward) • Council received one delegation: o Peterborough Humane Society Shawn Morey, Executive Director Re: Animal Control – Cat By-law Proposal • Council received the delegation from Mr. Morey regarding cat control and By-law proposal for information. • Council received two reports from the Fire Chief regarding incident summaries from October and November 2020; • Council received a report from the Treasurer regarding a general update on the finance department; • Council received a report from the Treasurer regarding an update of COVID-19 grant monies used to date; • Council received a report from the Clerk and Acting Chief Administrative Officer that provided a summary of the items discussed at the Closed Session Council Meeting held on December 7, 2020; • Council received a report from the Planner regarding a request to stop up, close and convey a municipal road allowance (558 Peninsula Road); o Council approved the request from Margaret (Marnie) Freiter to stop up, close and convey the proposed road allowance with an amendment to the conditions that states to verify through title search, at the expense of the purchaser, that the purchase of the unopened road allowance would not impede access to adjacent properties. PO Box 10, 1 Ottawa St. E., Havelock, ON K0L 1Z0 P: 705.778.2308 or 1.877.767.2795 I F: 705.778.5248 I E: [email protected] Township of HAVELOCK-BELMONT-METHUEN www.hbmtwp.ca INC. 1998 • Council received a report from the Clerk and Acting Chief Administrative Officer regarding the new County of Peterborough Sign By-law; o Council passed a resolution that endorses the adoption of Havelock-Belmont-Methuen election sign regulation standards, as may be amended from time to time, to be used by Havelock-Belmont-Methuen in the regulation of election signs installed on County road allowances. o Council passed a resolution that Council acknowledges and agrees to regulate the placement and erection of signs on private property pursuant to the Ontario Regulation 332/12 Building Code. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding the establishment of dates and times for Regular Council Meetings in 2021; o Council directed staff to amend the start times of all 2021 Regular Council Meetings from 9:00 a.m. to 9:30 a.m. and approved the recommendation in the above-mentioned report that By-law No. 2020-063, as amended, be adopted under the by-law section of this Council meeting. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding completing the process for the conveyance of a road allowance (Murray Watson); o Council approved the recommendation that By-law No. 2020-064 be adopted in the by-law section of this Council meeting in order to conclude the conveyance of a road allowance identified as Part 6 on Plan 45R10994. • Council received a report from the Clerk and Acting Chief Administrative Officer regarding Board and Committee appointments; o Council approved the first recommendation of the above-mentioned report that By-law No. 2020-065, being a By-law to appoint persons to various Boards and Committees representing the Corporation of the Township of Havelock-Belmont-Methuen for the years 2021 and 2022 be adopted in the by-law section of this Council Meeting. o Council approved the second recommendation of the above-mentioned report that By-law No. 2020-066, being a By-law to appoint Debra Haigh as an Ontario Wildlife Damage Compensation Program Municipal Investigator be adopted in the by-law section of this Council Meeting for the time being. Council directed staff to investigate the possibility of By- law Enforcement or a local resident being appointed for the Municipal Investigator.
