Message: Notice has been given to the Cascade County Election Administrator that a City mail ballot election needs to be held in 2013 for the selection of two City Commissioners for four-year terms; one City Commissioner for a two­ year term; one Mayor for a two-year term; and, forty-five Neighborhood Council representatives consisting of five representatives in each of the nine districts, for two-year terms. The filing fees for each office are as follows:

The Montana Board of Housing {MBOH) is the administrative agency of the Low Income Housing Tax Credit Program in the State of Montana. The Low Income Housing Tax Credit was established by Congress in the Tax Reform Act of 1986. It is intended to provide for the retention, rehabilitation, and construction of rental housing for low income individuals and families.

The Montana Board of Housing has received applications for project(s) in your area. Please see attached "Summary of Project Application" schedule(s) for details on each project.

We are writing because we are extremely interested in any comments you may have regarding the project(s). We realize you may have expressed support for this project previously; however we are required to request comments independently each round.

Great Falls Emergency Services (GFES) Paramedic Awarded High Honor in the Nation's Capital

Great Falls, MT 12 April 2013- The American Ambulance Association (AAA) will present Will Fleming, a Paramedic with Great Falls Emergency Services, with the Star of Life award- the highest honor an Emergency Medical Service worker can receive.

The AAA represents organizations serving more than 75% of the US population with emergency and non-emergency care and medical transportation services. Each year they hold a Stars of Life event, in Washington, DC to publicly recognize and celebrate the achievements of their members. Jimmy Johnson, President of the AAA, stated, "As a community, we understand that we are stronger when we take a moment to remember who we are and what we have done. That is why our organization strives to spotlight the best of the best in the emergency medical services field during the Stars of Life event" Past Stars of Life have included heroic individuals involved with the response to September 1 Jth and Hurricanes Katrina and Rita. "However," Johnson notes, "all of our Stars have performed a duty equally important to the communities they serve on a daily basis."

While in the nation's capital, Fleming will join his fellow Class of 2013 Stars for three days of education and recognition on Capitol Hill. In addition, Fleming is scheduled to meet with members of Congress and key congressional aides to discuss legislative issues critical to all Emergency Medical Services professionals. "We are very proud of Paramedic Fleming for accepting this high honor," says GFES Owner and President David Kuhn, "he has devoted his time, talent. and strength to improving the community he lives in and serves."

Paramedic Will Fleming is a Montana native and has been serving his community as an EMS responder since 2001.Will has been with Great Falls Emergency Services (GFES) since 2008. starting out as an EMT-Basic and progressing to EMT-Paramedic and Critical Care Paramedic. He currently serves as the GFES Training Coordinator and along with the GFES Medical Director, oversees training and quality of care for all levels of EMS within the company. Will is widely acknowledged as one of the most knowledgeable and competent medics in the region, and has a reputation for excellence, high standards, and integrity. His co-workers appreciate his humble, no-nonsense demeanor which makes him very approachable and has allowed him to excel as a Training Coordinator and influence the quality of care at GFES in a positive way. Will also has training as an Incident Medical Specialist and holds a BA from Carroll College in Helena, Montana. He is an avid outdoorsman and may be found white-water rafting, fishing the Missouri river, or elk hunting the backcountry of Montana when he is off duty.

Dear Mr. Litostansky:

This letter is to remind you ofthe upcoming May 13,2013 deadline for the West Great Falls Flood Control and Drainage District to submit all data and documentation required to demonstrate that the Sun River Left Bank-Stage 2 Flood Protection Project is in full compliance with the National Flood Insurance Program (NFIP) regulations cited at Title 44, Chapter 1, Section 65.10 of the Code ofFederal Regulations (44 CFR 65.10). On May 10, 2011 the West Great Falls Flood Control and Drainage District transmitted a signed Provisionally Accredited Levee (PAL) agreement (copy enclosed) for the Sun River Left Bank-Stage 2 Flood Protection Project to the U.S. Department of Homeland Security's, Federal Emergency Management Agency (FEMA). The agreement indicated that this levee would be designated as a PAL on the Digital Flood Insurance Rate Map (DFIRM) for Cascade County, MT during a 24-month PAL period that started on May 13, 2011.

The levee was provisionally accredited during the 24-month PAL period to convey to map users that verification of the Sun River Left Bank-Stage 2 Flood Protection Project's accreditation status was underway. FEMA previously recommended that the levee system's owner and the impacted communities implement outreach efforts to inform affected property owners that an assessment of the levee system was underway. FEMA also encouraged the purchase of flood insurance in the areas impacted by a PAL, although property owners are not federally mandated to purchase flood insurance policies in these areas. ·

In accordance.with 44 CFR 65.10, it is the responsibility of the community or other party seeking recognition of a levee system, to provide the data and documentation defined and outlined in 44 CFR 65.10. Specifically, the design and construction data provided must be certified by a registered professional engineer or by a Federal agency with responsibility for levee design.

If you are able to submit the required data and documentation and it is acceptable, FEMA will continue to accredit the levee system. FEMA will map the areas impacted by the levee system as a moderate risk zone, designated Zone X (shaded). The mandatory flood insurance purchase requirements of the NFIP do not apply to structures in areas designated as Zone X (shaded); however the risk of flooding is dynamic and may not be completely eliminated by any levee system. Residents in the affected areas are encouraged to take advantage of lower cost flood insurance available in Zone X - as the best protection against the economic losses caused by flooding.

FEMA is currently updating its guidelines for mapping flood hazards behind levee systems that cannot be recognized as providing protection from the base flood. As a result, if you are unable to submit the required data and documentation before May 13, 2013 or if the submitted documentation is determined to be inadequate, FEMA will not issue a determination letter finalizing the flood elevations in the City of Great Falls and Cascade County until updated analyses that meet FEMA guidelines are available.

FEMA is not seeking changes to 44 CFR 65.10, which describes the information needed to recognize a levee system as providing protection from the base flood. Communities and levee owners continue to be required to provide structural certification of a levee system recognized on a FIRM. If the West Great Falls Flood Control and Drainage District is preparing levee certification documentation, please continue your progress on these activities and inform FEMA of any schedule updates and milestones reached.

FEMA floodplain management and engineering staff will continue to coordinate with City and County staff to discuss the mapping project, and ensure local officials understand the project tasks and timeline. Although mapping current flood hazards is an ongoing challenge, we continue to look forward to working closely with the communities in Cascade County to develop accurate flood hazard information, make residents aware of the risks they face, the availability of flood insurance, and steps to lower their flood risk.

Communities are encouraged to increase floodplain management efforts and promote the purchase of flood insurance for all homes and businesses in areas impacted by levee systems, including those areas with certified and accredited levee systems. Levee systems are designed and built to provide a certain level of flood protection and to reduce the risks associated with flooding events; however these systems can be overtopped or fail during flood events that exceed the design-level storm. Additionally, it is highly recommended that you consider this risk when updating your local emergency management and comrnunicy mitigation plans, including creating evacuation routes and sheltering strategies for a potential flood event in this area.

GREAT FALLS, Montana - An exciting new parking program is coming to Proud Home of Downtown Great Falls this month. With the launch of PassportParking Mobile Pay, Malmstrom Air Force Base residents and visitors will be able to conduct parking transactions with their mobile & Montana Air phones. Passport Parking, LLC is implementing a three-month pilot program starting National Guard March 14 in Downtown Great Falls. Customers will now be able to pay for parking

using their mobile phones on parking meters located on Central Avenue, between Park Over 60 parks & 40 miles of trail along the Drive and 71h Street. Missouri River The Mobile Pay system eliminates the need for coins and cash to pay for parking
