In attempting to organise road transport workers the Transport Workers' Union and its predecessor organisations have faced peculiar problems. Road transport is a highly fragmented industry, with drivers spending a large part of their working lives isolated from each other within their vehicles. While the Transport Workers' Union and its predecessor organisations have found their strongest support amongst workers employed by large professional carrying firms, the majority of drivers have been employed by firms for whom transport has been merely an ancillary part of their business. In addition the industry has remained characterised by the continued existence of a large workforce of owner-drivers with interests and aspirations often different from those of wage-earning drivers. If Australia's pioneer road transport unions were forced to rely on unilateral or collective bargaining backed by industrial action during the 1880s and 1890s in attempting to regulate employment conditions, the union's subsequent development has been largely shaped by the structures of compulsory arbitration, and the strategies which the union has developed to utilise or oppose those structures. Politically support for arbitration within the union was identified with the Labor Party, which sought to use the regulation of working conditions through compulsory arbitration as an adjunct to parliamentary reforms that would civilise, rather than overturn, capitalist social relationships. By contrast, until 1956 supporters of industrial militancy and collective bargaining backed by industrial action within the union tended to be associated with either radical socialists or communists who sought to link industrial struggles with the revolutionary transformation of society. IV Between the early 1900s and the mid-1950s tensions between an arbitration- oriented strategy and collective bargaining backed by industrial action provided the major factor inhibiting attempts to create a single union covering all of Australia's road transport workers. While supporters of laborism and an arbitration-oriented strategy dominated the union's history between 1901 and 1956, rigid reliance on arbitration resulted in the conservatisation and bureaucratisation of the union. This strategy did little for self­ employed drivers who had provided the backbone of many of the pioneer road transport unions during the late nineteenth century. Attempts by radical socialists between 1910 and 1914 to challenge the union's reliance on arbitration proved unsuccessful. Similarly, communist efforts to dislodge the Labor leadership of the TWU during the 1940s initiated a prolonged period of factional strife that seriously weakened the union's internal cohesion without affecting its reliance on compulsory arbitration. After 1956 the TWU witnessed the gradual disintegration of the communist presence within the union. At the same time a new generation of industrially militant Labor activists gained control of it. While remaining broadly divided between Left and Right—divisions that contributed to a formal split between the Federal and NSW Branches during 1969—these activists were able to successfully combine elements of both an arbitration-oriented strategy and collective bargaining backed by industrial action. By combining these two strategies the TWU was able to maximise its gains within Australia's industrial relations system, securing major gains for both wage-earning and self-employed drivers. These gains, however, resulted in the union civilising, rather than overturning, capitalist social and economic relationships within the road transport industry. MASTER OF ARTS Department of History I Faculty of Arts, The University of Melbourne Submitted in total fulfilment of the requirements of the degr'ee of Masters of Arts (by Thesis only) JulV 2005 ABSTRACT Andrew Fisher was prime minister of Australia three times. During his second ministry (1910-1913) he headed a government that was, until the 1940s, Australia's most reformist government. Fisher's second government controlled both Houses; it was the first effective Labor administration in the history of the Commonwealth. In the three years, 113 Acts were placed on the statute books changing the future pattern of the Commonwealth. Despite the volume of legislation and changes in the political life of Australia during his ministry, there is no definitive full-scale biographical published work on Andrew Fisher. There are only limited articles upon his federal political career. Until the 1960s most historians considered Fisher a bit-player, a second ranker whose main quality was his moderating influence upon the Caucus and Labor ministry. Few historians have discussed Fisher's role in the Dreadnought scare of 1909, nor the background to his attempts to change the Constitution in order to correct the considered deficiencies in the original drafting. This thesis will attempt to redress these omissions from historical scholarship Firstly, it investigates Fisher's reaction to the Dreadnought scare in 1909 and the reasons for his refusal to agree to the financing of the Australian navy by overseas borrowing.

The Tourist Ministers' Council (TMC) agreed in 1976 to the following three general government objectives in tourism: the development of a viable and efficient industry in Australia; the development of a range and quality of tourism opportunities appropriate to the needs of residents and visitors to Australia, and achievement of the above with due regard to the natural and social environ- ment of Australia. 234. The degree of uncertainty as to the roles and responsibilities of the various levels of government led the TMC in 1976 to prepare and agree to a document setting out Commonwealth responsibilities, State responsibilities and those matters in which the Commonwealth and the States have a shared responsibility. A detailed break down of these responsibilities is at Appendix 4. 235. In 1929 the Australian National Travel Association was established to attract overseas visitors to Australia and was funded by both the Commonwealth and the industry. The Commonwealth became directly involved in tourism in 1967 with the establishment of the ATC. In that same year a Minister was made specifically responsible for tourism and departmental staff were provided. 236. Geoffrey Trenorden ii Abstract As argued throughout this thesis, in his personification of the federal story, if not immediately in his formulation of its paternity, Deakin’s unpublished memoirs anticipated the way that federation became codified in public memory. The long and tortuous process of federation was rendered intelligible by turning it into a narrative set around a series of key events. For coherence and dramatic momentum the narrative dwelt on the activities of, and words of, several notable figures. To explain the complex issues at stake it relied on memorable metaphors, images and descriptions. Analyses of class, citizenship, or the industrial confrontations of the 1890s, are given little or no coverage in Deakinite accounts. Collectively, these accounts are told in the words of the victors, presented in the images of the victors, clothed in the prejudices and predilections of the victors, while the losers are largely excluded. Those who spoke out against or doubted the suitability of the constitution, for whatever reason, have largely been removed from the dominant accounts of constitution-making. More often than not they have been ‘character assassinated’ or held up to public ridicule by Alfred Deakin, the master narrator of the Conventions and federation movement and by his latter-day disciples.

    Harry Hobbs and Andrew Trotter* THE CONSTITUTIONAL CONVENTIONS AND CONSTITUTIONAL CHANGE: MAKING SENSE OF MULTIPLE INTENTIONS ABSTRACT The delegates to the 1890s Constitutional Conventions were well aware that the amendment mechanism is the ‘most important part of a Cons­ titution’, for on it ‘depends the question as to whether the state shall develop with peaceful continuity or shall suffer alternations of stagnation, retrogression, and revolution’.1 However, with only 8 of 44 proposed amendments passed in the 116 years since Federation, many commen­ tators have questioned whether the compromises struck by the delegates are working as intended, and others have offered proposals to amend the amending provision. This paper adds to this literature by examining in detail the evolution of s 128 of the Constitution — both during the drafting and beyond. This analysis illustrates that s 128 is caught between three competing ideologies: representative and respons ible government, popular democracy, and federalism. Understanding these multiple intentions and the delicate compromises struck by the delegates reveals the origins of s 128, facilitates a broader understanding of colonial politics and federation history, and is relevant to understanding the history of referenda as well as considerations for the section’s reform. This paper seeks to demonstrate the validity of this claim through an analysis of the debates in the Australian colonies of 1891-1898 and through emphasizing inter alia the role payed by one of the delegates Alfred Deakin. The 1890 Australasian Conference, held in Melbourne, had been instigated by a conference in England in 1887 where all the colonies of Britain met. The 1890 conference represented the British colonies in the region of Southeast Asia. Seven delegates from each of the seven colonies in the region met, and forced the question of unification of the colonies. Independence from Britain was not on their mind, only uniting to have one common voice and an equal stake within the Commonwealth of the United Kingdom. At the conference, the delegates initiated a discussion for the path to unification that would continue until 1901. The colonies had written a constitution in 1891, and debates took place in 1891, 1897, and 1898 with the lapse in debate due to an economic depression. By 1901 the colonies had agreed on a constitution and it was ratified by an act of Parliament in Britain, which allowed the five colonies on Australia and Tasmania to unify. Essentially, the debate centered on the distribution and balance of power among the states.

WATER FLUORIDATION Mr JOHN WILLIAMS (Murray-Darling) [10.06 a.m.]: I move: That this House requests that the Public Water Supplies Act 1957 be amended to give local water authorities the ultimate power to make decisions concerning the addition of fluoride to public water within their locality. It is my duty as a member of Parliament to advise the House of some of the objections that I have received from communities in my electorate in regard to the fluoridation of water. When this motion was listed on the Business Paper prior to the election I promised I would raise this matter in the House on behalf of the community of Balranald, which is concerned about different aspects of water fluoridation. That concern has been driven primarily by internet-generated reports, which members in my community believe are a credible reason to cease the fluoridation of water supplies.

    1985-2006: 21 jaren Aussie BOVA’s Toen eind 1982 BOVA als opvolger van de redelijk succesvolle Europa de Futura introduceerde, zal niemand hebben vermoed dat 25 jaar later het model nog steeds in productie zou zijn en, zoals het er nu naar uitziet, de totale productie weleens de 10.000 stuks zou kunnen halen. In dit artikel wil ik er 47 uitlichten – op het totaal bijna te verwaarlozen, maar wel een heel bijzondere groep. Het verhaal begint in 1984. Het begin. In 1984 was de Australiër Max Winkless op bezoek in Europa. Winkless (1928) had al een lange carrière in de Australische buswereld achter de rug – hij was o.a. eerder al directeur van Volvo Australia Pty Ltd – en na al min of meer met pensioen te zijn gegaan was hij begin jaren 80 toch weer in de bus- en truckwereld verdaagd geraakt als eigenaar van Max Winkless Pty Ltd, een dealerschap in Volvo bussen en vrachtwagens. In Europa zag Winkless de Futura en was zo onder de indruk dat hij de mogelijkheid ging onderzoeken om het model in Australië te introduceren, met name omdat hij in de Futura de ideale bus zag voor het lange- afstandsvervoer in dat land. Of nu het een het gevolg was van het ander is niet helemaal duidelijk maar in 1985 kocht Winkless drie kleinere busbedrijven op: Quest Tours uit Adelaide, Parlorcars Tours in Perth en Across Australia Coachlines. Na het afstoten van schoolcontracten en lokaal chartervervoer ging het bedrijf onder de gezamenlijke naam “Bus Australia” concurreren met de toen bestaande expressdiensten (Greyhound, Deluxe, Ansett Pioneer).
