    Public Works: State Formation, Class Composition, and the Making of Ontario’s Public Sector by Chris Hurl A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY in SOCIOLOGY Carleton University Ottawa, Ontario © 2013 Chris Hurl Abstract This dissertation examines the role of labour in the formation of a modern public sector in Ontario. Specifically, I explore how the public sector has been rendered intelligible and administrable through strategies of ‘government at a distance,’ which have aimed to disentangle labour from its strategic location in vital infrastructural networks, enabling its regulation through increasingly centralized administrative structures. I draw from three historical case studies in developing my argument. First, I examine how civic employees’ unions contributed to the reconfiguration of sanitation work in early twentieth century Toronto. Second, I explore how the federation of public sector unions on a provincial and national scale in part provoked the emergence of regional governance structures across the province in the 1940s and 1950s. Finally, I explore how interest arbitration was taken up as a means of depoliticizing the bargaining process in Ontario’s hospital sector through the 1960s and 1970s, galvanizing new understandings of the public sector as a distinctive domain. In each of these cases, I explore how new forms of expertise were developed which aimed to impartially calculate the value of public work and render it comparable across disparate sites. In this sense, I draw from Foucault in viewing the formation of a public sector as a process of ‘governmentalization’ -- setting up an economy at the level of the entire state.

Dividing the period into historical segments, the author focuses on legislative and institutional development, provincial government activity, the growth of municipal infrastructure, international influences, and legal and enforcement considerations that resulted in Ontario’s water supply and sewage treatment arrangements at the end of the1990s. The author describes and discusses key legislative initiatives and significant legal cases that influenced water delivery and sewage treatment in Ontario. In surveying the activity, the paper indicates attitudes and approaches to water and its uses, tracing the developing realization of the importance of maintaining a reliable supply of ‘pure and wholesome’ water. This realization led to public health measures for water protection and, hence, government involvement, with the local level as the supplier of the water and the province as the responsible agent for supervising its distribution and protecting its quality. Benidickson leads the reader through the development of boards of health, conservation organizations, and water management agencies, including the Pollution Control Board of Ontario and the Ontario Water Resources Commission, as well as federal (Canada Water Act) and international measures (Great Lakes Water Quality Agreement).

    The Bruce Report and Social Welfare Leadership in the Politics of Toronto’s “Slums”, 1934–1939 RYAN GEORGE* Slum clearance and rebuilding first became a serious political project in Toronto during the 1930s. Following the release of a systematic housing survey known as the Bruce Report (1934), a set of actors distinguished by their planning authority with respect to social agencies, influence over social work education, coordination of social research, and role as spokespersons of religious bodies inaugurated a pol- itical struggle over state power. While the campaign failed, it called forth a reaction from established authorities and reconfigured the local political field as it related to low-income housing. This article gives an account of these processes by drawing upon correspondence and minutes of meetings of city officials and the campaign’s organizers, newspaper clippings, and published materials. ROSS, 2017 Abstract This study explores the history of Toronto’s iconic downtown Yonge Street and the people who contested its future, spanning a period from the 1950s through to 1980 when the street was seldom out of the news. Through detailed analysis of a range of primary sources, it explores how the uses and public meanings of this densely-built commercial strip changed over time, in interaction with the city transforming around it. What emerges is a street that, despite fears for its future, remained at the heart of urban life in Toronto, creating economic value as a retail centre; pushing the boundaries of taste and the law as a mass-entertainment destination; and drawing crowds as a meeting place, pedestrian corridor, and public space. Variously understood as an historic urban landscape and an embarrassing relic, a transportation route and a people place, a bastion of Main Street values and a haven for big-city crime and sleaze, from the 1950s through the 1970s Yonge was at the centre of efforts to improve or reinvent the central city in ways that would keep pace with, or even lead, urban change. This thesis traces the history of three interventions—a pedestrian mall, a clean-up campaign aimed at the sex industry, and a major redevelopment scheme—their successes and failures, and the larger debates they triggered.

Reeves* Major Report No. 28 Originally prepared as part of a heritage report for the Metropolitan Toronto Planning Department *Department of Geography University of Toronto Centre for Urban and Community Studies University of Toronto April 1993 ISSN: 0316-0068 ISBN: 0-7727-1365-0 $10.00 ABSTRACT This paper provides a general overview of waterfront-centred or -related planning in the Toronto area during the period 1913-68. In 1912, the Toronto Harbour Commissioners brought forward the first comprehensive plan for the Toronto waterfront. The second such plan - radically different in scale and character was unveiled in 1967 by the Municipality of Metropolitan Toronto. In the intervening years, efforts to forge a regional identity had taken place on several fronts. The topics discussed include the advocacy of a metropolitan political unit before World War II; the City of Toronto's master plan of 1943; the creation of inter-municipal planning boards and other regional authorities prior to 1953, and the preparation of physical plans by these organizations. Their proposals thoroughly conditioned the work of Metropolitan Toronto after its formation in 1953. For Metro, the waterfront provided the crucial setting for a vastly expanded regional infrastructure, including sewerage and water supply facilities, expressways, and regional parks. Attempts to develop a conservation strategy for the lakeshore were also made, propelled in part by the lobbying of community groups. The regional waterfront's importance was underscored when Metro initiated a comprehensive planning process in the early 1960s. The content of and responses to Metro's 1967 plan, and Metro's involvement with other waterfront ventures through 1968 (when Council adopted the plan), are also examined here.

  • The History and the Future of the Politics of Policing
    1 THE HISTORY AND THE FUTURE OF THE POLITICS OF POLICING By Margaret E. Beare1 Abstract This chapter examines the operational realities of the police executive linkages— beyond the official dictates of the law and the desired position expressed in ideological discourses on police independence. Paper draws primarily on historical and criminological literature and research, and public inquiries. The central argument of this paper is that, while there may be a somewhat clear- cut division between the’ policy’ versus the ‘operational’ control of the police by the State in law and in rhetoric, the reality is quite different. The relationship between the State and the police is a dynamic relationship that changes to reflect the nature of the policing that is being carried-out, the political interests of the party in power, and to some extent the personalities of the key players within both the police services and in politics at a specific period in time. This research indicates that looking for the ‘smoking gun’—i.e. the memo or document that in writing acknowledges a directive from the executive to the police— sidesteps the reality of the on-going partnerships between politics and policing. Introduction Much current controversy surrounding policing centres around two issues: the relationship between the police and politics and the question of accountability. Dianne Martins paper has addressed the issue of accountability and while the two issues overlap, I shall be looking specifically at the political question. An understanding of the organizational workings of the police is essential to any attempt to reconcile the tensions between the dictates of police autonomy and the restraints imposed on the police.

The route begins on the east side of the Prince Edward (i.e. Bloor-Danforth) Viaduct and progresses generally eastward along the Danforth to Pape Avenue, with a few diversions north and south of the main street. Information for the walking tour was taken largely from my earlier study, The Danforth in Pictures, published by the Toronto Public Library Board in 1979, but long out of print.

    A Grand Experiment In Municipal Governance: Toronto’s Board of Management, 1996-97 MPA Research Report Submitted to The Local Government Program Department of Political Science The University of Western Ontario August 2003 Copyright David Hutcheon 1 Abstract During the penultimate term of the old City of Toronto municipal government (1994- 1997) before it was replaced by the Megacity, an amalgamation of seven municipalities, the City of Toronto council replaced a hierarchical system of governance with a new governance model called the Board of Management. The Toronto Board of Management was born out of the hard-headed political reality of council having to take charge of the budget process by taking it out of the hands of the then established bureaucracy during the rapidly deteriorating fiscal crisis of the 1990. This led to the realisation that the departmental model of governance just did not work anymore and could not respond corporately to the fiscal crisis. The inspiration for the Toronto Board of Management model came out of the City's own heritage and Western Canada's governance model, the Board of Commissioners. Toronto has a heritage of evolving governance models that increase the participation of democratically elected representatives in local government while balancing the power and influence of the mayor, council and civil servants. It is the civil servants' responsibility to give their best advice to council and even though their advice may be ignored, to follow council's direction. It is council's job to receive advice and give direction. Theoretically there is no crossover. However, in reality staff and councils wrestle with this notion of direction every time a decision is made.

His parents had married just before his father migrated in 1912 from Belce Poland to Canada. Givens' father was seeking to earn enough money so he could bring his wife to Canada, but it was that would take almost 10 years. A tailor by profession, Hyman Givens first settled in the Euclid and Dundas neighbourhood, finding a job for $3 a week in a pants factory. He would later work with the Spadina Avenue firm of Shiffer-Hillman, before finally retiring in 1955. In 1921, Hyman and Mary Givens were finally reunited in Toronto, and a year later on April 24 1922 young Philip was born. His parents could never have imagined that some 40 years later their son would become the mayor ofthe second largest city in Canada. Growing up on Augusta and later Euclid Avenues, Givens was educated at Charles G. Fraser Public School and at Parkdale and Harbord Collegiates, and earned a B.A. in Political Science and Economics from the University of Toronto. He then attended Osgoode Hall Law School, where he was also a gold medalist debater.
