F. Questions and Answers: 1) Danilo Sacdalan, MD asked if PCR finances are examined by an external auditor. Eva De Leon, MD – Yes, audited by the external auditor.

2) Johanna Patricia Cañal, MD – currently there are four platinum sponsors; there is an increase in the number of booths The auditor actually is having problems because our fiscal year is March to February, the initial reports that she generated were January to December, so there was some numbers that did not actually reflect the income and expenditure but it has been fixed when she understood that our fiscal year different. Danilo Sacdalan, MD – suggest that we move our fiscal year on the day of our convention, so that the expenses and income of the college is directly reflected on the audit report Johanna Patricia Cañal, MD – agreeable it’s better, but we were told that they have a calendar year and that they have to follow SEC Danilo Sacdalan, MD – confirms discrepancy with regards to the year end and audit report after the annual convention report Johanna Patricia Cañal, MD – agreed

3) Joyaliza Exiomo, MD – I’m Joyaliza Exiomo from Baguio SLU Hospital Clarified the MRI requirements for accreditation Johanna Patricia Cañal, MD – The original ruling was that by 2012 all training institutions should have an MRI at that time, and eventually was extended up to the 2015, therefore by the end of 2015 starting 2016 all training institutions must have an MRI machine Joyaliza Exiomo, MD – Questioned if there were appeals Johanna Patricia Cañal, MD – yes. Rene Reyes, MD – relayed the formation of a committee he headed who formed a resolution that will allow certain hospitals and give due allowance and that committee will find that criteria to allow some hospitals to be exempted from that resolution (the proposed resolution stated that it should be located outside the mega center which are Metro , Metro Cebu and Davao and if theirs is an existing MRI there should be an existing MRI already, so for example in the city where there is no existing MRI it is a must that you have one, and thirdly it should be a private hospital (government hospitals have funding from the sin tax); it was suggested when its stated in that resolution that the committee itself or the accreditation or the residency training committee will oversee the selection of the training program which means that the committee will take a look at the numbers, for example the residents will go to a x-ray training center, so the committee will take a look the numbers of patients or examinations that this center will have and see if the numbers can really train or are sufficient from the training of the existing residents in that institution and if they have fellowship program, the fellows under training before they allow that resident of that certain hospital be allowed to train in that center) This proposed resolution was presented before the body and unfortunately it did not pass, so now we are sticking to the old resolution, so that all MRI equipment or all training centers must have an MRI. Foresee less radiologist going to the provinces, Johanna Patricia Cañal, MD – multiple arguments by the BOTs; all training institutions must have an MRI as of the present time Danilo Sacdalan, MD – plan of the accreditation committee with regards to those programs who are going to expire still without MRI Rene Reyes, MD – I took it upon in myself to extend or to give provisionary approval to I think five institutions who had an MRI but not yet installed, so i gave them a provisionary approval they can continue operating as a training center but in 2017 at the end of December or before December they should submit an end users acceptance of the machine Danilo Sacdalan, MD – Is it possible to have this resolution published Rene Reyes, MD – correction, it is not a policy of the accreditation committee, it is the policy of the CTMRI SP and we’re just following it, Danilo Sacdalan, MD – can we request the CTMRI accreditation or whoever assigned to make an announcement, official announcement with regards those policy Johanna Patricia Cañal, MD – Yes sir, we can do that, we can post it on the website. Danilo Sacdalan, MD – Thank you.

4) Johanna Patricia Cañal, MD – questions? Pedro Danilo Lagamayo, MD – Regarding the financing by PCR for the Asian Society of Cardio Vascular Imaging. Johanna Patricia Cañal, MD – should not feel embarrassed to ask for the support if you’re representing the Philippine College of Radiology then we should be reimbursed the expenses.

5) Pedro Danilo Lagamayo, MD – begged off as representative and will suggest that the PCR nominates another representative; will give all the contact details, so that he can communicate with the Asian Society of Cardio Vascular Imaging (populated by Koreans, this is actually being spear headed by the radiologist in Korea); there is a scholarship program for our trainees Johanna Patricia Cañal, MD – extends gratitude Pedro Danilo Lagamayo, MD – suggest: 1) to look in to the quality of educational materials available in the training hospital eg, synopsis of several volume of literature are considered to be part of the official sources of our knowledge as a radiologist. Marc James Delos Santos, MD – informed of the implementation of the new sets of books recommended by the PBR to be retackled together will all the training officers Pedro Danilo Lagamayo, MD – commended that in the BOB quiz contest, CT-scan of congenital cardiac diseases were presented and not just the radiographs. Johanna Patricia Cañal, MD – Pointed out that Dr. Lagamayo’s team won the first place in the battle of the brains. He is the training officer of UST. Danilo Sacdalan, MD – asked if we can do something about the other specialties, who are rotating in our department; can the PCR do something about it? Pedro Danilo Lagamayo, MD – Not a matter of controlling but is a matter of being better than them, Johanna Patricia Cañal, MD – encouraged the development of the special interest groups, regional radiologist Jerome Gaerlan, MD – we have to be better than them but despite that I cannot compel the patient to go to us, we cannot be better than them because we don’t have the patient Pedro Danilo Lagamayo, MD – not to be antagonistic; it’s much better if we work in cooperation with them, rather than if we antagonize them 6) Johanna Patricia Cañal, MD – Thank you Dr. Lagamayo. Word of wisdom. Dr. Almazan was raising his hand. Emmanuel Almazan, MD – Regarding the financial report, I heard from Dr. Eva De Leon verification ah baka mali yung narinig ko, investment. Yes. I’d like to advice please refrain from using that in our report and don’t put it on paper, we are non-stock, non-profit organization. Lagay niyo lang BDO Account, BPI Account but never put investment Johanna Patricia Cañal, MD – Noted. Thank you Dr. Almazan.

7) Emmanuel Almazan, MD – encouraged spending money to new offices Or put in a liquid investment. BIR is also looking at some institution or some professional organization which have the same address. We have to have an official memorandum or contract that there are organizations having the same office in the same address. Eva De Leon, MD – The twenty one million is only for the body’s FYI, there is no mention of investment in documents. Johanna Patricia Cañal, MD – informed of the small office at present Emmanuel Almazan, MD – it should be clear that there is a contract that they will have the same address as with PCR. Johanna Patricia Cañal, MD – Ok. Noted. Pedro Danilo Lagamayo, MD – suggest to present a comparative report yearly Johanna Patricia Cañal, MD – Noted, yes.

8) Bernard Laya, MD –The way to really compete with the clinicians is to be good and to be very, very good and the way to do that is to really subspecialize not in modality but in organ system, now we acknowledge this and we know that the articles of incorporation has not been pass and that’s ok. There’s still resistance, but the Ultrasound Society of the Philippines and the CTMRI Society of the Philippines had been very active in promoting this organ subspecialty Johanna Patricia Cañal, MD – Thank you Dr. Laya. Danilo Sacdalan, MD – Congratulations Dr. Laya Johanna Patricia Cañal, MD – Is this about training? We’re talking about training now. And then Dr. Engracia after. Go ahead sir.

9) Pedro Danilo Lagamayo, MD – I would like to invite whoever is interested to help me out with this Stroke Society of the Philippines Johanna Patricia Cañal, MD – Sir we will definitely endorse to the new board. After Dr. Gaerlan, Dr. Engracia. Jerome Gaerlan, MD – our constitution allows the formation of specialty groups, so anyone can form a pediatric radiology special interest society within the pcr or musculoskeletal or neuro radiologist special interest group Johanna Patricia Canal, MD- Thank you Dr. Gaerlan.

10) Dr.Engracia. Warfe Engracia, MD – suggest review of the administrative order AO 35 Department of Health in a radiation emitting equipment is entrusted to us radiologist Johanna Patricia Cañal, MD – agreed and cited the role of Director Peralta in watching over us and trying to help back us up against the other specialties from encroaching on Ignacio Valeriano, MD – pointed out that some clinicians encroach because we are not giving them that information or the needs that they want us, so this is just a good input for the training office to develop or the training of the Philippine College of Radiology and one of my suggestion is to have a virtual library that can be accessed for free or a minimal fee. Johanna Patricia Cañal, MD – all the chief residents they have all the e-books believe me they have learned how to pirate all the e-books Ignacio Valeriano, MD – pointed out those who are practicing outside of Manila, those people who are no longer in training, Marc James Delos Santos, MD – reiterated that ebooks are part of accreditation Danilo Sacdalan, MD – main point is the attitude of the residents who are in training, Johanna Patricia Cañal, MD- Dr. Sacdalan thus have a point.

G. Comelec: Leandro Manalaysay, MD – for the PCR board of trustees 2017-2018, the deadline for nomination was in January 16. A. PHILIPPINE SOCIETY FOR PEDIATRIC RADIOLOGY

Pediatric Radiology is the oldest subspecialty in the practice of radiology in western countries. However, the need to optimize the imaging needs of Filipino children has let the Philippine College of Radiology pave the way to address this issue, hence, Philippine Society for Pediatric Radiology was born.

The inaugural meeting of the founding board members was held on June 25, 2017 at Joy-Nostalg Center, Manila. The meeting was attended by 21 radiologists, majority trained as pediatric radiologists, from different hospitals in the Philippines and abroad. Dr. Bernard Laya was elected president by acclamation and in recognition of his unwavering dedication in pursuit of widening the reach of pediatric radiology not only in the entire Philippines but also to the world.

Philippine Society for Pediatric Radiology, PSPR, aims to disseminate knowledge and information by teaching, training and research in Pediatric Radiology. Standardization of multimodality imaging protocols and clinical practice guidelines for various pediatric diseases and conditions are the focus in their work. Lastly, PSPR would move forward to establish better rapport and relationship with existing subspecialty societies of Philippine College of Radiology, Philippine Pediatric Society (PPS), as well as the international societies namely the Asian and Oceanic Society for Paediatric Radiology (AOSPR), the Society for Paediatric Radiology (SPR) of North America, the European Society of Paediatric Radiology (ESPR), the Sociedad Latino Americana de Radiologia Pediatrica (the Latin Society for Paediatric Radiology; SLARP) and the World Federation of Pediatric Imaging (WFPI).

B. SKELETAL RADIOLOGY SOCIETY OF THE PHILIPPINES

It was an exciting afternoon on October 6, 2017, in conjunction with the Joint Annual Convention of the CTMRI Society of the Philippines and Ultrasound Society of the Philippines as we witnessed many eager radiologists entering the Roma Room at The Manila Hotel to attend the organizational meeting of the Skeletal Radiology Society of the Philippines. Dr. Eugene Dy spearheaded the meeting and introduced the musculoskeletal imaging interest group under the SEC-registered name of Skeletal Radiology Society of the Philippines and reiterated that this is the only permanent aspect of the society at the moment, the SEC-registered name. Other features of the society, including its’ membership and constitution are subject to discussion. The society aims to provide the best resource for musculoskeletal imaging in the country.

The attendees, which included none other than the President of the Philippine College of Radiology, Dr. Gerome Gaerlan, were eager to ask questions.

Membership forms were distributed during this initial meeting where there was a request for nomination for the board of trustees. As of this writing, the submitted names were invited to a meeting on November 29, 2017 for the formal organization of the Board for the MSK interest group.

The next general meeting will be announced in The Filipino Radiologist site in Facebook. See you all in the next meeting!
