As the lead agency for MGPWA, Multimedia Development Corporation (MDeC) proffers our profound gratitude and acknowledgment to all the agencies that have collaborated and participated in undertaking the MGPWA exercise. In particular, we would like to accentuate the dedication and tireless effort of several key agencies, namely: • Electronic Government Development and Management Division (BPPEG) from Malaysian Administrative Modernisation and Management Planning Unit (MAMPU); • Ministry of Science, Technology and Innovations (MOSTI); • Public Service Department of Malaysia; and • Economic Planning Unit (EPU). © Multimedia Development Corporation 2013 Page 6 of 200 EXECUTIVE SUMMARY In 2005, Multimedia Development Corporation (MDeC) launched the first Malaysia Government Portals and Websites Assessment (MGPWA) with the aim to provide a “check-and-balance” assessment that not only offers the agencies a score-card of their online presence but also as a guidance to improve their services to serve the public effectively. MGPWA has been conducted annually with the exception of the year 2008, and the reports are issued to all the agencies identified by the Government. After seven years, the MGPWA 2013 remains a significant initiative as a means to guide various types of Government agencies to improve their service delivery via portals and websites. In addition, the MGPWA initiative has played the role of an advocator for more agencies to expand its online government services. To ensure that the MGPWA 2013 is up-to-date and remains relevant, MDeC with the support and advice from the Technical Working Group (TWG) comprised of MAMPU, MOSTI, PSD and EPU have made several key changes to the assessment criteria. In a nutshell, the changes are as follows: (i) Introduction of new criteria: Sub-agencies Gateway; Loading Time; Logging In; Copyright; and Disclaimer (ii) Enhancement of existing criteria: Number of Online Services; New Media; Contact Details; and Feedback Mechanism (iii) Elimination of criteria: Link to MSC Malaysia; Support Link; and Digital Certificate / Trust Mark The TWG have also deliberated and revised the scope of assessment as described below: (i) Format

    Chapter Seasonal Variability of Groundwater Quality in Kapas Island, Terengganu, Malaysia Mohmadisa Hashim, Arijatul Wardah Ahmad, Zahid Mat Said, Nasir Nayan, Hanifah Mahat, Yazid Saleh and Koh Liew See Abstract The chapter aims to evaluate the groundwater quality levels in Kapas Island, Terengganu, Malaysia during the monsoon changes of the Southwest Monsoon (SWM), Monsoon Transition (MT) and Northeast Monsoon (NEM) in 2018. Four locations were used for groundwater sampling namely, the Kapas Coral Beach Resort, Kapas Beach Chalet, Pak Ya Seaview Chalet, and Kapas Island Resort. Three water samplings at each station for every month in the monsoon. Six parameters of the Malaysian Water Quality Index (WQI), i.e., dissolved oxygen (DO), pH, biochemical oxygen demand (BOD), chemical oxygen demand (COD), total suspended solids (TSS) and ammoniacal nitrogen (NH3-N), were used to evaluate the water quality. The findings showed the groundwater quality parameters are in Class I and II. However, according to WQI Malaysia, the water quality status during the three monsoons is slightly polluted. During the SWM, the WQI value was 76 (Class III), the MT was 77 (Class II), and the NEM was WQI 71 (Class III). Given this status, it requires more intensive water treatment as it is not suitable for direct drinking water supply. The implications of the study show that the quality of groundwater in Kapas Island has to improve by the tour operators.     The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. Using the same dimensions, the paper attempts to show whether this ranking is reflected at the local level. Kedah, a state located in the northern part of Peninsular Malaysia is chosen for the case study due to high incidence of poverty, the third highest in Peninsular Malaysia. The paper is based from findings in the district of Pendang, Kedah, comparing food insecurity between three Mukim-Mukim Ayer Putih, Mukim Guar Kepayang and Mukim Bukit Raya. All three Mukim have high incidence of hard core poor, as indicated by the e-Sinar online data. The research approach is based on quantitative household survey, using the e-Sinar information as a sampling frame. A total number of 595 respondents were interviewed, 284 in Mukim Ayer Putih, 171 in Mukim Guar Kepayang and 140 in Mukim Bukit Raya.     16/03/2004 Kuala Ketil are Baling-Sik district champions Shukri Matt Ali SMK Kuala Ketil emerged overall champions at the Kedah Schools Sports Council's Baling-Sik District Schools Athletics Championships at their home ground in Kuala Ketil yesterday. On the final day of the meet, the hosts topped the medal tally with 19 gold, 14 silver and nine bronze, followed by SM Model Khas Baling with 12 gold, 11 silver and ten bronze. Third place went to SMK Seri Enggang, Sik with six gold medals, six silver and eight bronze. Meanwhile, Sik Zone, which collected six gold medals, four silver and six bronze, dominated the primary schools category, followed by Kuala Pegang Zone with four gold, four silver and one bronze as the runner-up while third placing went to Baling Zone with three gold, four silver and five bronze. The top boy secondary school athlete was Mohd Irfan Omar of SMK Tanjung Puteri while the top girl honour went to Siti Aishah Mahathir of SMK Seri Enggang. Amirul Hakim Abdul Rahim of Kuala Pegang Zone and Siti Hajar Azmee of Baling Zone were the top boy and girl in the primary school categories. District sports officer Yang Rashidi Abu Bakar said 80 athletes who performed well in the three-day meet will represent the district in the State Schools Athletics Championships. The four-day championships will be held at Darulaman Stadium in Alor Star from March 30. .
