Dalam erti kata yang sebenar, PEMUDAH adalah bukti daripada falsafah 1Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan. Keahlian PEMUDAH adalah inklusif dan mempunyai matlamat yang jelas. Anda telah membuktikan kepada kami semua bahawa gandingan sektor awam-swasta yang teguh tidak hanya boleh dilakukan, tetapi yang lebih penting berupaya menghasilkan penambahbaikan kepada sistem penyampaian, dan menyelesaikan isu-isu yang bermakna kepada perniagaan kecil mahupun besar. Turut sama penting adalah penambahbaikan kehidupan rakyat secara amnya. Pencapaian terbaik PEMUDAH dalam tahun 2011 adalah peningkatan kepada kedudukan ke-18 daripada tangga ke-23 pada tahun sebelum ini menerusi Laporan Doing Business oleh Bank Dunia. Sudah tentu kita gembira dengan kedudukan yang lebih baik. Walaupun demikian, maksud daya saing bukan hanya terletak pada kedudukan tetapi pada pengalaman itu sendiri; pengalaman pengurangan masa memproses lesen, pengurangan kos menjalankan perniagaan, serta proses dan prosedur yang jelas dan telus. Saya gembira bahawa fokus PEMUDAH tidak hanya tertumpu kepada sistem penyampaian awam. PEMUDAH juga telah memulakan usaha meningkatkan penyampaian sektor swasta. Ini adalah sangat bermakna kerana daya saing negara bukan sahaja mengenai Kerajaan. Sektor swasta juga adalah sama penting. Inisiatif yang dicetuskan oleh PEMUDAH telah menyentuh kehidupan ramai rakyat Malaysia, dan menyumbang kepada mesej bahawa sesungguhnya Kerajaan prihatin terhadap kebimbangan mereka, mengambil berat akan permasalahan mereka dengan membuat beberapa perubahan yang radikal untuk memastikan Malaysia terus berdaya saing. Saya memuji PEMUDAH di atas semua usaha selama ini dan mengharapkan hasil yang lebih positif dalam masa terdekat ini. Untuk Malaysia mencapai matlamat ekonomi berpendapatan tinggi menjelang tahun 2020, kita perlu memastikan bahawa syarikat-syarikat kita kekal berdaya saing, negara yang mesra-perniagaan, dan Malaysia adalah sebuah tempat yang hebat untuk kita bekerja dan menetap! YAB DATO’ SRI MOHD NAJIB TUN HAJI ABDUL RAZAK Perdana Menteri Malaysia KATA PENGANTAR DARIPADA 4 PENGERUSI PEMUDAH YBHG. TAN SRI MOHD SIDEK HAJI HASSAN “Saya mesti melakukan sesuatu” sentiasa dapat menyelesaikan lebih banyak masalah daripada “sesuatu mesti dilakukan” Pada asasnya, ungkapan di atas meringkaskan pendirian PEMUDAH selama lima tahun sejak penubuhannya. Satu pendirian yang akan kami teruskan untuk terus melangkah ke hadapan. Pada 7 Februari 2007 semasa PEMUDAH ditubuhkan, pendekatannya ke atas kerjasama sektor awam-swasta untuk www.pemudah.gov.my menangani isu mengenai penyampaian perkhidmatan kerajaan adalah berbeza dari biasa, malah cukup radikal. Keluar daripada kepompong dan norma-norma, memberi pengertian baru kepada ungkapan “kini urusan bukan seperti biasa (business is not as usual)”. Hubungan inilah yang telah membolehkan isu dan masalah diselesaikan dengan pendekatan yang ringkas dan membina. Pada tahun 2011, PEMUDAH telah menumpukan kepada kerja-kerja mengurangkan kos pematuhan, liberalisasi perkhidmatan, meneruskan usaha ke arah penambahbaikan Dewan Bandaraya Kuala Lumpur dan menjemput penyertaan awam dalam inisiatif-inisiatif PEMUDAH menerusi PEMUDAH Challenge. KATA PENGANTAR DARIPADA PENGERUSI BERSAMA PEMUDAH YBHG. TAN SRI DATUK YONG POH KON PEMUDAH akan mencapai usia genap lima tahun pada 7 Februari 2012. Dalam mengkaji hasil kerjasama antara sektor awam-swasta, Pasukan Petugas sedia maklum akan sumbangan besar ia daripada tujuan asal untuk memperbaiki kedudukan Malaysia yang berada di tangga ke-25 dalam Laporan Doing Business oleh Bank Dunia pada 2007. Selain dari memperbaiki kedudukan negara yang kini berada di tangga ke-18 dalam indeks Bank Dunia (2010:23) dan tangga ke-21 dalam Laporan Dayasaing Global 2011-2012 (2010- 2011:26), PEMUDAH juga telah memanfaatkan kolaborasi antara awam-swasta untuk memberi input kepada isu-isu dasar yang berkaitan yang bukan sahaja memberi kesan kepada persekitaran perniagaan malah kepada sasaran pembangunan rakyat dan negara. Sebagai pengiktirafan kepada sumbangan dari dialog antara sektor awam-swasta dan kolaborasi ke arah meningkatkan penyampaian dasar dan perkhidmatan, Ketua Setiausaha Negara YBhg. Tan Sri Mohd Sidek Haji Hassan telah mengarahkan penubuhan PEMUDAH di peringkat negeri untuk menangani isu-isu di peringkat negeri dan tempatan. Langkah sedemikian adalah tepat pada masanya memandangkan syarikat perniagaan berurusan dengan pihak berkuasa tempatan dalam operasi mereka dan Pasukan Petugas di peringkat negeri dapat memainkan peranan lebih aktif dalam memberikan input serta mengaplikasikan inisiatif yang telah dilaksana oleh PEMUDAH di peringkat persekutuan. Sejajar dengan usaha meningkatkan perkhidmatan di peringkat pihak berkuasa tempatan, PEMUDAH telah mengenalpasti Dewan Bandaraya Kuala Lumpur untuk dijadikan model contoh Pihak Berkuasa Tempatan. Formula kejayaan ini tidak harus dihadkan di peringkat negara, PEMUDAH telah bekerjasama dengan TalentCorp persekutuan sahaja. Usaha-usaha ini juga perlu dan Kementerian Dalam Negeri untuk memperkenalkan diterjemahkan sebagai tindakan di peringkat negeri dan I-pass untuk pegawai dagang.     The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria.
