At the same time a ‘Report of Survey’ was published containing up-to-date information on the area in terms of its population and households, environment, economy, transport and housing. Purpose A draft structure plan was published for consultation in June 2008 and the finalised structure plan was submitted to Scottish Minister on 27 February 2009. However, the period February 2007 – February 2009 (the period between the publication of the Report of Survey and the finalised structure plan, a number of pieces of more up-to- date information have become available. It is necessary to provide an update on issues by way of background to the finalised structure plan. These relate to: 1. Aberdeen Western Peripheral Route (AWPR); 2. These are the aims for managing local flood risk. The objectives have been grouped in three main ways: by reducing risk, avoiding increasing risk or accepting risk by maintaining current levels of management. Objectives Many organisations, such as Scottish Water and energy companies, actively maintain and manage their own assets including their risk from flooding. Where known, these actions are described here. Scottish Natural Heritage and Historic Environment Scotland work with site owners to manage flooding where appropriate at designated environmental and/or cultural heritage sites. The Norse element in the Orkney dialect Donna Heddle 1. Introduction The Orkney and Shetland Islands, along with Caithness on the Scottish mainland, are identified primarily in terms of their Norse cultural heritage. Linguistically, in particular, such a focus is an imperative for maintaining cultural identity in the Northern Isles. This paper will focus on placing the rise and fall of Orkney Norn in its geographical, social, and historical context and will attempt to examine the remnants of the Norn substrate in the modern dialect. Cultural affiliation and conflict is what ultimately drives most issues of identity politics in the modern world. Nowhere are these issues more overtly stated than in language politics. We cannot study language in isolation; we must look at context and acculturation. An interdisciplinary study of language in context is fundamental to the understanding of cultural identity. This politicising of language involves issues of cultural inheritance: acculturation is therefore central to our understanding of identity, its internal diversity, and the porousness or otherwise of a language or language variant‘s cultural borders with its linguistic neighbours. Although elements within Lowland Scotland postulated a Germanic origin myth for itself in the nineteenth century, Highlands and Islands Scottish cultural identity has traditionally allied itself to the Celtic origin myth. This is diametrically opposed to the cultural heritage of Scotland‘s most northerly island communities. 2. History For almost a thousand years the language of the Orkney Islands was a variant of Norse known as Norroena or Norn. The distinctive and culturally unique qualities of the Orkney dialect spoken in the islands today derive from this West Norse based sister language of Faroese, which Hansen, Jacobsen and Weyhe note also developed from Norse brought in by settlers in the ninth century and from early Icelandic (2003: 157). -

Water Safety Policy in Scotland —A Guide 2 Introduction Scotland is surrounded by coastal water – the North Sea, the Irish Sea and the Atlantic Ocean. In addition, there are also numerous bodies of inland water including rivers, burns and about 25,000 lochs. Being safe around water should therefore be a key priority. However, the management of water safety is a major concern for Scotland. Recent research has found a mixed picture of water safety in Scotland with little uniformity or consistency across the country.1 In response to this research, it was suggested that a framework for a water safety policy be made available to local authorities. The Royal Society for the Prevention of Accidents (RoSPA) has therefore created this document to assist in the management of water safety. In order to support this document, RoSPA consulted with a number of UK local authorities and organisations to discuss policy and water safety management. Each council was asked questions around their own area’s priorities, objectives and policies. Any policy specific to water safety was then examined and analysed in order to help create a framework based on current practice. It is anticipated that this framework can be localised to each local authority in Scotland which will help provide a strategic and consistent national approach which takes account of geographical areas and issues. This Executive Summary summarises the STAG process undertaken in order to determine the study options to be taken forward to STAG 2 Appraisal. Doing nothing is not considered feasible due to the impacts and costs of continuing to operate ageing ferry and terminal infrastructure beyond its lifespan. -

Records of species and subspecies recorded in Scotland on up to 20 occasions In 1993 SOC Council delegated to The Scottish Birds Records Committee (SBRC) responsibility for maintaining the Scottish List (list of all species and subspecies of wild birds recorded in Scotland). In turn, SBRC appointed a subcommittee to carry out this function. Current members are Dave Clugston, Ron Forrester, Angus Hogg, Bob McGowan Chris McInerny and Roger Riddington. In 1996, Peter Gordon and David Clugston, on behalf of SBRC, produced a list of records of species recorded in Scotland on up to 5 occasions (Gordon & Clugston 1996). Subsequently, SBRC decided to expand this list to include all acceptable records of species recorded on up to 20 occasions, and to incorporate subspecies with a similar number of records (Andrews & Naylor 2002). The last occasion that a complete list of records appeared in print was in The Birds of Scotland, which included all records up until 2004 (Forrester et al. 2007). During the period from 2002 until 2013, amendments and updates to the list of records appeared regularly as part of SBRC’s Scottish List Subcommittee’s reports in Scottish Birds. Since 2014 these records have appear on the SOC’s website, a significant advantage being that the entire list of all records for such species can be viewed together (Forrester 2014). The Scottish List Subcommittee are now updating the list annually. The current update includes records from the British Birds Rarities Committee’s Report on rare birds in Great Britain in 2015 (Hudson 2016) and SBRC’s Report on rare birds in Scotland, 2015 (McGowan & McInerny 2017). -

Agenda 14 Item Report HC/18/19 No The Highland Council Date: 9 May, 2019 Report title: Electoral Review of Island Council Areas Report by: The Chief Executive Purpose/Executive Summary The purpose of this report is to provide the Council with an overview of the provisions of the Islands (Scotland) Act 2018 that relate to the requirement for the Local Government Boundary Commission for Scotland to review the electoral arrangements for Argyll and Bute Council, Comhairle Nan Eilean Siar, Highland Council, North Ayrshire Council, Orkney Islands Council and Shetland Islands Council. 1. Recommendations 1.1 Council is invited to • Agree that the Chief Executive write to the Local Government Boundary Commission seeking a meeting to explore the possibility of the Commission broadening the scope of their current review to include rural wards of super sparsity. • Agree that the Council write to the Cabinet Secretary for Communities and Local Government to highlight issues around the methodology used in boundary reviews and to make the case for additional flexibility over the number of members for rural wards. 2. Background 2.1 The Local Government Boundary Commission for Scotland and the Scottish Ministers are obliged, under section 28(2) of the Local Government (Scotland) Act 1973 to implement electoral arrangements in accordance with section 1 of the Local Governance (Scotland) Act 2004. Currently this includes the requirement for there to be three or four councillors returned per electoral ward in Scotland. 2.2 The Islands (Scotland) Act 2018 amends the 2004 Act to provide an exception to the usual three or four member rule for electoral wards in relation to wards which consist either wholly or partly of one or more inhabited islands. -

Nestrans Active Travel Action Plan (AcTrAP) 2014-2035 DRAFT 1. Introduction 1.1. The Nestrans Regional Transport Strategy (published in 2008 and refreshed in 2013) states that ‘increasing the proportion of journeys undertaken on foot and by bicycle will make a significant contribution to achieving the strategy’s accessibility, health and environmental objectives’. 1.2. A commitment to develop an Active Travel Action Plan was included in the 2013 refresh of the RTS with the aim of encouraging increased levels of active travel across the region. This action plan contains a long term vision for active travel in the north east and covers the period to 2035 with a review to be carried out every five years in line with the RTS. 2. Policy Context 1.3. The need to develop an Active Travel Action Plan was identified in the 2013 refresh of the Nestrans Regional Transport Strategy (RTS). Energy Isles Wind Farm
1 Background 1.1 This document is a Non-Technical Summary of the Energy Isles Wind Farm Environmental Impact Assessment (EIA) Report which supports the application by Energy Isles Ltd (the Applicant), proposing the development of a wind farm (the Proposed Development) in Yell, in the Shetland Islands (refer to Figure 1). The Applicant is submitting an application to the Scottish Government’s Energy and Consents Unit under Section 36 of the Electricity Act 1989, seeking consent to construct and operate the Proposed Development for a period of 30 years. The Applicant is also applying for a direction under Section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted. The Applicant 1.2 The Applicant is a consortium of over fifty mainly Shetland-based companies working together to develop a large-scale wind farm in the north of Yell, with the intention of ensuring that the communities of Shetland realise the substantial benefits associated with renewable energy development. Companies in the group come from a wide variety of existing sectors including fishing, aquaculture, crofting, marine engineering, renewable energy and support services. Several are based in the North Isles of Shetland.
