Introduction and Background Given the importance of the oil and gas industry in Aberdeen, freight plays a very important role both in the city and across Aberdeenshire. This is characterised by the movements of both seafreight and roadfreight around the harbour and across the city. Additionally, due to the location of Aberdeen, and its remoteness from the other major Scottish cities, freight in all forms also plays an important role for the movement of other goods. Approximately 27 million tonnes of goods, excluding oil and gas, was transported in the north east in 2016. Whilst the presence of the harbour plays a major role in these movements, much of the movement is local to the region - as a result of which 81% of freight is transported by road. This density of roadfreight is notable given that, unlike any other Scottish city, some routes are made up of over 15% heavy goods vehicles (HGVs). This is particularly apparent on the southern entrance to Aberdeen towards the harbour where the concentration of freight is heaviest, with Wellington Road recording levels of HGVs that account for over 20% of all vehicles on that route. Due to this, and in light of concerns over emissions levels, especially particulates (PM₁₀) and nitrogen oxides (NOₓ) on Wellington Road, careful consideration is required over whether these freight movements are either required or desired in light of the new bypass due to open later in 2018. This will present a challenge given the unique geography of Aberdeen, the concentration of the retail units and the location of the main distribution centres already operating. In light of these challenges, this document seeks to provide a high level list of objectives and actions in order to take forward a distribution strategy that will both improve major freight movements within Aberdeen and the surrounding region, as well as present options for improving ‘last mile’ distribution that will help to reduce the impact on communities along the routes that currently experience the heaviest freight presence, whilst conforming to the aims of the Regional Economic Strategy. 1.1 Aberdeen in 2018 & the Future As of summer 2018, there are a number of major projects that will change the way traffic travels and moves around the city, and accesses Aberdeenshire. Every UK airport of any size is required under civil aviation legislation to provide an appropriate mechanism for consultation on its activities with representatives of the communities most affected by its activities. In practice, this requirement is universally discharged by setting up an airport consultative committee (ACC) that meets local needs. The Aberdeen Committee has a history spanning more than 60 years, from when it was first established in 1953 at the request of the government of the day. The airport’s operations have grown exponentially since then and the airport continues to make an invaluable contribution to the economy of the north east of Scotland. We believe it is vitally important that we publish a summary of our work over the previous year. We pride ourselves on being one of the more proactive airport consultative committees in the UK. On the one hand, we seek to influence the operation of the airport for the wider benefit of all our stakeholders, including the local communities affected by the business. On the other, we have gained a reputation at UK and Scottish government level for making time to submit considered responses to a whole range of consultation documents affecting aviation strategy and practice. Within the context of the PORTIS project, Aberdeen City Council (“ACC”) in partnership with Aberdeen Harbour Board, Aberdeenshire Council and Nestrans (the Regional Transport Partnership) will seek to implement a number of measures designed to improve the efficiency of urban freight transport. It would be beneficial for the RTS to reference the Net Zero plans in more detail as this would help to keep the pressure on the council regarding our own transport patterns. The RTS should seek to raise the bar and build on initiatives like Spaces for People and present making town and city centres more people friendly for the benefit of tourists and visitors and not just residents. Links should be made to the key economic drivers such as the NPF4 projects and the Energy Transition Fund projects The STA appraisal paper references 5 option categories, one of which is strategic connectivity.     REGIONAL TRANSPORT STRATEGY FOR THE NORTH EAST OF SCOTLAND Draft for Consultation August 2020 Nestrans Regional Transport Strategy 2040 2 Nestrans Regional Transport Strategy 2040 Chair’s Foreword I am delighted to bring forward this draft Regional Transport Strategy for consultation. Nestrans’ first strategy was produced in 2008 and was ambitious and aspirational. It contained a package of over a billion pounds’ worth of new infrastructure and at the time, many thought that it was unlikely to be achieved. However, here we are twelve years later with a new Western Peripheral Route, with upgraded railway infrastructure, new and refurbished rolling stock, expanded airport terminal and runway, a new harbour under construction, Park & Ride sites, cycling infrastructure and other road schemes including a new crossing of the River Don and an upgrade at Inveramsay Bridge. However, there is still much to do. The next stage in our strategy will be less about new infrastructure and more about making the most of our assets, especially our new and upgraded assets, and influencing behaviours to optimise the networks that we have. We need to lock in the benefits to ensure that traffic growth does not undermine the progress that we have made. The success of the previous strategy was founded on sound business cases creating a balanced package of measures. It was not a wishlist of grand ideas which were undeliverable and unaffordable. This strategy also avoids lists of unattainable “nice to have” schemes, which may be superficially attractive but would not achieve the objectives of the partners. Nestrans has recently conducted studies into a number of schemes such as reopening rail lines, dualling and upgrading roads or junctions, but has determined that not all of these are likely to meet the criteria for investment.

    THE NORTH EAST OF SCOTLAND PARTNERSHIP WRITTEN SUBMISSION FREIGHT TRANSPORT IN SCOTLAND The Scottish Parliament’s Infrastructure and Capital Investment Committee has announced that it will undertake an inquiry into freight transport in Scotland. The remit of the Inquiry will be: “To identify and understand some of the challenges facing the freight transport industry in Scotland, including domestic and international links as well as the interconnectivity of rail, road, air and sea freight services and to identify key areas for development, improvement and change.” The Committee has written to Regional Transport Partnerships seeking views on all aspects of freight transport infrastructure, including rail, road, air and sea freight. Views are particularly sought around the following key questions: Can you identify the main infrastructure and policy obstacles to the free flow of freight in Scotland, whether carried by rail, road, air or sea? How can Scotland’s rail, road, air and sea freight routes to the rest of the UK, to Europe and worldwide be improved? How can the Scottish Government structure its freight grant schemes to support the switch of freight to more sustainable modes of transport? Are there are any European Union initiatives which could provide further opportunities for Scottish freight transport? How can the freight industry make a contribution to greenhouse gas emissions reduction? Which policy changes, or infrastructure improvements, are required to increase the flow of goods through Scotland’s major sea ports? In the north east of Scotland, Nestrans has produced a Freight Action Plan, which was recently refreshed and approved by the Nestrans Board early in 2014 and relaunched in June 2014.
