In its 70th year, 2010, the National Statistics Office (NSO) has tackled demanding and critical undertakings and I am very pleased with the progress we made. We have continued to make significant progress with our objectives to enhance government service and to improve public trust and confidence in the quality and integrity of official statistics, notwithstanding the challenges in managing such tasks.

On the production of statistics, remarkable accomplishments include the successful conduct of the 2010 Census of Population and Housing (CPH) as its flagship activity; 2009 Annual Survey of Philippine Business and Industries (ASPBI) and the Survey on Information and Communication Technology (SICT) and other demographic and economic surveys; dissemination of statistical products on the 2008 National Demographic and Health Survey (NDHS), 2009 Global Adult Tobacco Survey (GATS) and the 2008 ASPBI and SICT; and integration of information technology components, such as electronic questionnaires, handheld computers and electronic mail in household and establishment based surveys.

In civil registration, notable achievements include the successful conduct of the 5th National Workshop on Civil Registration; completion of the Implementing Rules and Regulations (IRR) of Republic Act 9858 (Legitimation of Children Born to Minor Parents) and policy guidelines in the implementation of RA 9523 (Declaration of Children as Legally Available for Adoption); revision of the civil registry forms to cope with the emerging needs for vital and demographic indicators; and enhancement of the Philippine Civil Registry System (PhilCRIS) into a secured database management system that delivers civil registration information management in a more user-friendly manner.

On the frontline services, we have expanded citizen service in the issuance of civil registry documents with the establishment of the Batch Request Query System (BREQS) partnership in 370 Local Government Units (LGU) in various locations and 42 SM Business Services outlets nationwide, in addition to the established 40 Census Serbilis Centers nationwide.

As presented in this Annual Report, the NSO has made significant innovations in 2010. On the quality of statistics, we have stridden out to improve the methodologies in all of our outputs and products. On the delivery of civil registration services, we have made good progress in providing channels that render efficiency in government services. It has strived to meet government and other users’ growing demands for statistics as well as the general public’s need for civil registration services in circumstances characterized by challenging priorities and resource limitations over the decades.

Looking to the future and as we look forward to 2011, we continue our efforts toward advancement of NSO in keeping its mandate, being consistent to its mission, goals and objectives, that is holding on to NSO’s strengths –to continue to be dependable, relevant and timely and to be able to demonstrate independence and integrity in all of its undertakings.

During the course of enumeration, there were 193 reported cases of accidents, illnesses/injuries, and deaths. Specifically, these included 90 dog/cat bites, 63 vehicular accidents, 6 deaths, and 34 other cases.

Progress monitoring reports were utilized to track the progress of census and field operations and to evaluate the completeness of census coverage in each EA while enumeration was still ongoing. The Progress Monitoring System (PMS) generated reports on number of households, institutions and persons enumerated based on the information sent by area supervisors through SMS (short messaging system or text messaging).

Review of accomplished questionnaires for completeness and consistency of entries was also carried out at the census headquarters where the census teams met weekly and at the provincial offices during manual processing. To process the census questionnaires, 7,919 processors were hired for the provincial office manual processing. After manual processing, the same questionnaires underwent machine processing.

Machine processing includes scanning and interpretation, key- from-image data entry, completeness and consistency checking, and consolidation of data. Twelve (12) Census Processing Centers (CPCs) were established nationwide and

censuses and other existing computer units available at the Central and Field Offices. A total of 3,116.25 square meters of office space were occupied by all the CPCs, of which 2,890.65 square meters were under rental arrangement and 1,225.60 square meters were from the existing regional office spaces. In 2010, all completed questionnaires were transformed to digital format. The validation of the census items from the questionnaires will continue until 2011.

Field validation on the reliability of census data was done through the Pilot Paperless Survey (PPS) from November 15 to 30. The samples included 12 barangays in Sulu and another 12 barangays in Basilan. Employment and Unemployment Statistics

The Labor Force Survey (LFS), conducted on a quarterly basis, is the source of information on the economic status of individuals. The final results of the 2008 Survey on Information and Communication Technology (SICT) for information economy and non-information establishments were released in 2010. The SICT, which is a rider to the ASPBI, generates information on the availability, distribution and access or utilization of ICT among establishments. Information Economy (IE) is a term used to describe the economic and social value created through the ability to rapidly exchange information at any time, anywhere to any one. It is characterized by the intensive use by businesses of ICT for the collection, storage, processing and transmission of information. For 2010, a total of 10,995,422 certified copies and certifications of no record of birth, marriage, death, and Certificate of No Record of Marriage (CENOMAR) were issued through the 40 Census Serbilis Centers, Helpline Plus, e-Census website and other channels.

The volume of transactions exceeded the one million mark for the months of March, April, May and June, with May registering the highest volume at 1.17 million copies.

For CENOMAR, about 94.5 percent of the 918,794 transactions were released within the five-day target period.

The NSO released 9,734,383 converted documents, or those produced from digitized format, of which 98.9 percent were issued within one day. For unconverted documents, a total of 688,697 copies were issued, of which 84.4 percent were released within the 15-day target period.

Library Services

For 2010, the NSO Library at the Central Office, which caters to students and researchers, served about 16,000 researchers (walk-ins, phone-ins, snail mails and e-mails). Similarly, NSO field offices and its 88 Accredited Data Centers, consisting of libraries of different colleges and universities, also provided library services all over the nation.

To make recent its library materials, NSO Central Office acquired 661 local and 381 foreign publications, in printed copy; and 2 electronic materials in CDs, from local and foreign partners. In 2010, a total of 172 statistical tables showing sex-disaggregated socio- economic data and indicators on employment status, overseas employment, workers in establishments, poverty, and vital events such as births, deaths and marriages were generated. In line with NSO’s GAD objective to raise awareness on gender equality in the workplace and to keep its employees well-informed on the developments on promoting women’s rights and gender sensitive issues, the “Questions and Answers on the Magna Carta of Women (Republic Act No. 9710)” was added to its collection of information brochures on ? the laws, circulars and rules and regulations governing women’s welfare. The material was posted in the NSO gender webpage and in the bulletin boards.

In celebration of women’s month, 300 staff from the Central Office participated in the women’s day celebration organized by the Philippine Commission on Women on March 1, 2010 in Taguig CIty. A mobile civil registration desk was also set-up in the venue.

NSO had 2,588 employees as of December 31, 2010. Of this number, 904 employees or 34.9 percent were based in the Central Office (CO) and 1,684 employees or 65.1 percent, in the field offices (FO). There was an increase of 11 employees from 2009 to 2010.

Scholarships

A total of 12 employees availed of local scholarship program in 2010. Of this number, ten employees were under the National Scholarship for Development program. The other two availed of scholarship grants from the University of the Philippines’ Population Institute. Scholarships refer to educational opportunities leading to a diploma or degree regardless of its duration

NSO faced the challenging task of exercising prudence and timely allocation of its financial resources to cover the accountability to its various stakeholders despite the massive field operations for the 2010 Census of Population and Housing. The Central and Field Offices cooperated to instill efficiency in disbursing funds and monitoring its balances.

Out of the authorized budget of P3.6 billion for fiscal year 2010, 87.8 percent was utilized. This left an unexpended allotment balance of P445 million. Utilization of the balances for the maintenance and other operating expenses (MOOE) and capital outlay in the amount of P442 million and P1.1 million, respectively, were extended up to the end of 2011.

Total income earned in 2010 registered at P535.5 million pesos. This is an increase of 5.4 percent as compared to the income earned in 2009. Fees collected for certification and authentication of civil registry documents, representing 98.9 percent of the income, was the largest source of income. The remaining revenue of 1.1 percent was generated from payment of registration fees of solemnizing officers, accreditation of travel agency, sale of publications and products and other sources.

PLANNING WORKSHOPS The Planning Workshops concluded with the conduct of the various Regional Planning Workshops wherein key regional Planning Workshops for 2011 and provincial staffs participated in December 2010.

To synchronize activities to be undertaken and disseminate these to the concerned staff, a series of workshops is held annually involving various staff. The Central Office’s Departments conducted their 2011 planning workshop in October 2010. The consolidation and synchronization of activities as well as brainstorming of policies or procedures to be adopted in the following year were discussed in the Central Office Planning Workshop held in November 2010.

The Planning Workshops are capped by a National Planning Workshop (NPW) usually before the start of the following year. For the 2011 NPW, NSO officials from the Central and Field Offices convened at the Pryce Plaza Hotel in Cagayan de Oro City from November 30 to December 4, 2010. NSO conducted 20 simultaneous seminars in selected provinces to celebrate the first World Statistics Day (WSD) on October 20, 2010. The celebration of WSD, aimed to raise awareness of the many achievements of official statistics premised on the core values of service, professionalism and integrity was designated by the United Nations (UN) General Assembly. It was celebrated on the same day in 133 UN member countries.

Every February, Civil Registration Month is celebrated to promote universal civil registration. In 2010, the theme of the celebration was “Wastong Rehistro: Lahat Panalo.” Various activities were conducted by the NSO during the month long celebration including lectures, orientation and seminars on civil registration procedures and updates. The Field Awards activity is an annual recognition given to NSO regional and provincial offices which showed outstanding performances in various fields. It motivates the field offices to conduct programs to promote the NSO’s mission and vision.

The Top 5 Regions and Top 15 Provinces are provided with trophies and cash prizes during the Field Awards Night. Family Day Celebration at the NSO Central Office. Outstanding performers for each of the major categories are also recognized. The Capability Building Reward of fifty thousand pesos is also given to the Top 3 Regions as a

capacity building resource. On the other hand, the Top 15 provinces can send two participants each to a 2-week training that will be organized by Central Office on a selected topic.

• Started the regular radio program on civil registration on May 10 entitled “Rehistrasyong Sibil, Estadistika, atbp.” This is aired every Sunday 3 pm to 4 pm with PSO Benjamin Quintero and selected staff, as anchors. NSO Quirino personnel distributing goodies to the pupils of Ifugao Village Day Care Center. • Conducted for the first time the Philippine Statistics Quiz (PSQ) Provincial Elimination in all provinces of Region IV- Region III B (MIMAROPA).

• Coordinated the organization of the International Labour NSO Region VIII distributing materials to the Day Care Organization/International Programme on the Elimination Center in Biliran. of Child Labour (ILO/IPEC) Workshop on Surveys to Estimate Commercial Sexual Exploitation of Children from Region IX June 24 to 25. • Installed Biometric timeclock software in the province of Zamboaga del Sur and Zamboanga del Norte.

• Conducted an On-the-Spot Poster Making Contest, in coordination with the Provincial Statistical Coordinating Council, at the DMC Hospital College, Dipolog City on October 29.

• Co-hosted 3 batches of Seminar Workshop on Civil Registration, with the Association of City/Municipal Registrars, in Dakak, Dapitan City on February 23 to 24, March 14 to 15, and May 12 to 14.

• Extended the Memorandum of Agreement with Radyo ng NSO Region VII welcoming an Indian participant to the Bayan-Zamboanga City for the one-hour radio public service workshop on CSEC.
