For 70 years NSO has made its existence count in ways that truly matter, with the delivery of updated, timely and accurate statistics. And for more years to come, the NSO will continue to fulfill its mandate of providing quality statistical and civil registration products and services. 2010 NSO Annual Report 3 2010 NSO Annual Report Message of the Administrator In its 70th year, 2010, the National Statistics Office (NSO) has tackled demanding and critical undertakings and I am very pleased with the progress we made. We have continued to make significant progress with our objectives to enhance government service and to improve public trust and confidence in the quality and integrity of official statistics, notwithstanding the challenges in managing such tasks. On the production of statistics, remarkable accomplishments include the successful conduct of the 2010 Census of Population and Housing (CPH) as its flagship activity; 2009 Annual Survey of Philippine Business and Industries (ASPBI) and the Survey on Information and Communication Technology (SICT) and other demographic and economic surveys; dissemination of statistical products on the 2008 National Demographic and Health Survey (NDHS), 2009 Global Adult Tobacco Survey (GATS) and the 2008 ASPBI and SICT; and integration of information technology components, such as electronic questionnaires, handheld computers and electronic mail in household and establishment based surveys. In civil registration, notable achievements include the successful conduct of the 5th National Workshop on Civil Registration; completion of the Implementing Rules and Regulations (IRR) of Republic Act 9858 (Legitimation of Children Born to Minor Parents) and policy guidelines in the implementation of RA 9523 (Declaration of Children as Legally Available for Adoption); revision of the civil registry forms to cope with the emerging needs for vital and demographic indicators; and enhancement of the Philippine Civil Registry System (PhilCRIS) into a secured database management system that delivers civil registration information management in a more user-friendly manner. On the frontline services, we have expanded citizen service in the issuance of civil registry documents with the establishment of the Batch Request Query System (BREQS) partnership in 370 Local Government Units (LGU) in various locations and 42 SM Business Services outlets nationwide, in addition to the established 40 Census Serbilis Centers nationwide. As presented in this Annual Report, the NSO has made significant innovations in 2010. On the quality of statistics, we have stridden out to improve the methodologies in all of our outputs and products. On the delivery of civil registration services, we have made good progress in providing channels that render efficiency in government services. It has strived to meet government and other users’ growing demands for statistics as well as the general public’s need for civil registration services in circumstances characterized by challenging priorities and resource limitations over the decades. Looking to the future and as we look forward to 2011, we continue our efforts toward advancement of NSO in keeping its mandate, being consistent to its mission, goals and objectives, that is holding on to NSO’s strengths –to continue to be dependable, relevant and timely and to be able to demonstrate independence and integrity in all of its undertakings. These move us to make every effort to provide more efficient and more effective citizen service and these strengths come from consistency of knowing who we are, what we do and how we do it.
