Why Yulia Tymoshenko Will Remain Imprisoned Publication: Eurasia Daily Monitor Volume: 8 Issue: 204 November 4, 2011 06:14 PM Age: 49 days By: Taras Kuzio (Source: AP) Western policymakers and Ukrainian experts are perplexed as to why President Viktor Yanukovych agreed to the court quickly sentencing Yulia Tymoshenko on October 11 to a seven year sentence, a three year ban from political life and a fine of 1.5 billion hryvnia ($190 million). The “7+3” charges ban Tymoshenko from the next two presidential and three parliamentary elections. The sentence, refusal to heed the flood of Western criticism and the new charges against Tymoshenko only one day later led the EU to cancel the October 20 visit to Brussels by Yanukovych. The Ukrainian Security Service (SBU) has launched two new charges against Tymoshenko related to when she was CEO of United Energy Systems in 1995-1997 and the assassination of Viktor Yushchenko’s protégé Vadym Hetman in 1998. Ten factors explain how and why the Yanukovych administration dug itself into a hole. Feral elites: Ukraine’s elites have little connection to society whose citizens and voters they treat with contempt and do not feel any responsibility toward. Feral elites believe the world is Machiavellian and the ends justify the means. Most Western media coverage used language similar to the Economist (October 11) to describe Yanukovych as “thuggish and vindictive” (The Times, October 14, The New York Times, October 17). National interests: personal and business interests are of greater importance than Ukraine’s national interests. Revenge against Tymoshenko for removing the opaque gas intermediary RosUkrEnergo from the 2009 gas contract with Russia is more important for the feral elites than European integration. -

Olszański ces cOM Even though the national-level political scene in Ukraine is dominated by the Party of Regions, the west of the country has seen a progressing incre- ase in the activity of the Svoboda (Freedom) party, a group that combines tudies participation in the democratically elected local government of Eastern s Galicia with street actions, characteristic of anti-system groups. This party has brought a new quality to the Ukrainian nationalist movement, as it astern refers to the rhetoric of European anti-liberal and neo-nationalist move- e ments, and its emergence is a clear response to public demand for a group of this sort. The increase in its popularity plays into the hands of the Party of Regions, which is seeking to weaken the more moderate opposition entre for parties (mainly the Yulia Tymoshenko Bloc). However, Svoboda retains its c independence from the ruling camp. This party, in all likelihood, will beco- me a permanent and important player in Ukrainian political life, although its influence may be restricted to Eastern Galicia. NTARy Me Svoboda is determined to fight the tendencies in Ukrainian politics and the social sphere which it considers pro-Russian. Its attitude towards Russia and Russians, furthermore, is unambiguously hostile. In the case of Poland, ces cOM it reduces mutual relations almost exclusively to the historical aspects, strongly criticising the commemoration of the victims of the Ukrainian Insurgent Army’s (UPA) crimes. -

In their view, Ukraine could move closer to integration in Euro-Atlantic institutions, real democracy and the rule of law, and a genuine free market economy, or it could move toward a Russian sphere of influence with “managed democracy” and an oligarchic economy. For the past decade, Ukraine’s political scene had been dominated by President Leonid Kuchma and the oligarchic “clans” (regionally based groups of powerful politicians and businessmen) that have supported him. The oligarchs chose Prime Minister Viktor Yanukovych as their candidate to succeed Kuchma as President. The chief opposition candidate, former Prime Minister Viktor Yushchenko, was a pro-reform, pro-Western figure seen by many observers as a man of high personal integrity. International observers criticized the election campaign and the first and second rounds of the election as not free and fair, citing such factors as government-run media bias in favor of Yanukovych, abuse of absentee ballots, barring of opposition representatives from electoral commissions, and inaccurate voter lists. Nevertheless, Yushchenko topped the first round of the vote on October 31 by a razor-thin margin over Yanukovych. -

The article considers the experience of working with contemporary art within the framework of the National Centre for Contemporary Arts and other organizations. So-called Siberian ironic conceptualism is considered as an example of original regional aesthetics. The article concludes that the alleged problem can be solved in the framework of specific exhibition projects and curatorial decisions, which aim at finding different forms of meetings (dialogue, conflict, addition) of a regional identity and global trends. The Ukraine, the second largest country of Eastern Eurpoe, is located in the pivot of Black Sea and Bsltic Sea. The country is aboundanted in nature resources, such as, woods, mines, coal mines, and gas. The Maastricht Treaty, entered into force since 1993, marked the beginning of formation of the EU. The European Neighbourhood Policy was undertaken in consideration of strategy combination, resource integration, bilateral diplomacy and economic corporation with the neighboring countries. As the result of above, it is reasonable that the Ukraine was certainly the first priority for the EU which they were targeted to buy off for aligment. -

Separatists and Russian nationalist-extremist allies of the Party of Regions call for union with Russia Today at 17:38 | Taras Kuzio The signing of an accord to prolong the Black Sea Fleet in the Crimea by 25 years not only infringes the Constitution again, but also threatens Ukraine’s territorial integrity. If a president is willing to ignore the Constitution on two big questions in less than two months in office, what will he have done to the Constitution after 60 months in office? As somebody wrote on my Facebook profile yesterday, the Constitution is now “toilet paper.” The threat to Ukraine’s territorial integrity is deeper. Since President Viktor Yanukovych’s election, Russian nationalist-extremist allies of the Party of Regions have begun to radicalize their activities. Their mix of Russophile and Sovietophile ideological views are given encouragement by cabinet ministers such as Minister of Education Dmytro Tabachnyk and First Deputy Prime Minister Volodymyr Semynozhenko. Calls, which look increasingly orchestrated, are made to change Ukraine’s national anthem, adopt Russian as a state language, transform Ukraine into a federal state and coordinate the writing of educational textbooks with Russia. On Monday, Russian nationalist-extremist allies of the Party of Regions in the Crimea organized a meeting on the anniversary of the Crimea’s annexation by the Russian empire that demanded a full military, political and economic union with Russia. Russian nationalist-extremists in the Crimea were marginalized by ex-President Leonid Kuchma after he abolished the Crimean presidential institution in 1995. Then Deputy Prime Minister Yevhen Marchuk undertook measures to subvert and undermine the Russian nationalist-extremists who came to power in the peninsula in 1994. -

HOLLAND ALL RIGHTS RESERVED ABSTRACT POISONED BY GAS: INSTITUTIONAL FAILURE, ENERGY DEPENDENCY, AND SECURITY EMILY J. HOLLAND Many states lack domestic access to crucial energy supplies and must deal with the challenge of formulating an energy security policy that informs their relations with energy producing states. While secure and uninterrupted access to energy is crucial to state security and welfare, some states fail to implement energy security policies and remain dangerously dependent on a foreign supplier. In the post-Soviet region many states even actively resist attempts by the European Union and others to diversify their supplies. Why and under what conditions do states pursue energy security? Conversely, why do some highly dependent states fail to maximize their security vis-à-vis a dominant supplier? I argue that that to understand the complex nature of energy dependence and security it is necessary to look beyond energy markets to domestic political capture and institutional design. More specifically, I argue that initial reform choices guiding transition had long-lasting affects on the ability to make coherent policy choices. States that did not move away from Soviet era property rights empowered actors with an interest in maintaining the status quo of dependence. Others that instituted de facto democratic property rights to guide their energy transitions were able to block energy veto players and move towards a security maximizing diversification policy.
