WEST BANK AND GAZA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Palestinian Authority basic law provides for an elected president and legislative council. There have been no national elections in the West Bank and Gaza since 2006. President Mahmoud Abbas has remained in office despite the expiration of his four-year term in 2009. The Palestinian Legislative Council has not functioned since 2007, and in 2018 the Palestinian Authority dissolved the Constitutional Court. In September 2019 and again in September, President Abbas called for the Palestinian Authority to organize elections for the Palestinian Legislative Council within six months, but elections had not taken place as of the end of the year. The Palestinian Authority head of government is Prime Minister Mohammad Shtayyeh. President Abbas is also chairman of the Palestine Liberation Organization and general commander of the Fatah movement. Six Palestinian Authority security forces agencies operate in parts of the West Bank. Several are under Palestinian Authority Ministry of Interior operational control and follow the prime minister’s guidance. The Palestinian Civil Police have primary responsibility for civil and community policing. The National Security Force conducts gendarmerie-style security operations in circumstances that exceed the capabilities of the civil police. The Military Intelligence Agency handles intelligence and criminal matters involving Palestinian Authority security forces personnel, including accusations of abuse and corruption. The General Intelligence Service is responsible for external intelligence gathering and operations. The Preventive Security Organization is responsible for internal intelligence gathering and investigations related to internal security cases, including political dissent. The Presidential Guard protects facilities and provides dignitary protection. -

These booklets came as a result of a comprehensive study of all villages in Ramallah Governorate, which aims at depicting the overall living conditions in the governorate and presenting developmental plans to assist in developing the livelihood of the population in the area. It was accomplished through the "Village Profiles and Needs Assessment;" the project funded by the Spanish Agency for International Cooperation for Development (AECID). The "Village Profiles and Needs Assessment" was designed to study, investigate, analyze and document the socio-economic conditions and the needed programs and activities to mitigate the impact of the current unsecure political, economic and social conditions in the Ramallah Governorate. The project's objectives are to survey, analyze, and document the available natural, human, socioeconomic and environmental resources, and the existing limitations and needs assessment for the development of the rural and marginalized areas in the Ramallah Governorate. -

Its declared goal is to promote “transparency and accountability of NGOs claiming human rights agendas, primarily in the context of the Arab-Israeli conflict”.1 This is a disingenuous description. In fact, years of experience show that NGO Monitor’s overarching objective is to defend and sustain government policies that help uphold Israel’s occupation of, and control over, the Palestinian territories. Israeli civil society and human rights organizations consistently refrained from engaging with NGO Monitor. Experience taught that responding to its claims would be interpreted in bad faith, provide ammunition for further attacks and force the targeted organizations to divert scarce resources away from their core mission – promoting human rights and democracy. -

Neoliberal Settlement as Violent State Project: West Bank Settlement Homes and Real Estate Occupation Yael Allweil Faculty of Architecture and Town Planning, Technion and Israel Institute for Advanced Studies [email protected] Abstract Intense ideological debates over the legal status of West Bank settlements and political campaigns objecting to or demanding their removal largely neglect the underlying capitalist processes that construct these settlements. Building upon the rich scholarship on the interrelations of militarism and capitalism, this study explores the relationship between capitalist and militarist occupation through housing development. Pointing to neoliberalism as central to the ways in which militarism and capitalism have played out in Israeli settlement dynamics since 1967, this paper unpacks the mutual dependency of the Israeli settlement project on real estate capitalism and neoliberal governance. Through historical study of the planning, financing, construction, and architecture of settlement dwellings as real estate, as well as interviews and analysis of settler-produced historiographies, this paper identifies the Occupied Territories (OT) as Israel’s testing ground for neoliberal governance and political economy. It presents a complementary historiography for the settlement project, identifying three distinct periods of settlement as the product of housing real estate: neoliberal experimentation (1967-1994), housing militarization (1994-2005), and “real-estate-ization” (2005-present). My Life Story Malca Flasterstein Josie Raborar, Storykeeper Acknowledgement As we near the consummation of the Ethnic Life Stories Project, there is a flood of memories going back to the concept of the endeavor. The awareness was there that the project would lead to golden treasures. But I never imagined the treasures would overflow the storehouse. With every Story Teller, every Story Keeper, every visionary, every contributor, every reader, the influence and impact of the project has multiplied in riches. The growth continues to spill onward. As its outreach progresses, "boundaries" will continue to move forward into the lives of countless witnesses. Very few of us are "Native Americans." People from around the world, who came seeking freedom and a new life for themselves and their families, have built up our country and communities. We are all individuals, the product of both our genetic makeup and our environment. We are indeed a nation of diversity. Many of us are far removed from our ancestors who left behind the familiar to learn a new language, new customs, new political and social relationships. We take our status as Americans for granted. We sometimes forget to welcome the newcomer. We bypass the opportunity to ask about their origins and their own journey of courage. But, wouldn't it be sad if we all spoke the same language, ate the same food, and there was no cultural diversity. This project has left me with a tremendous debt of gratitude for so many. The almost overwhelming task the Story Keeper has, and the many hours of work and frustration to bring forth a story to be printed.
