POLICE 2003 Cover Visual strength, determination + perseverance 2003 ANNUAL REPORT Vision Statement The Bermuda Police Service, focusing on its core functions, is operating at full strength and is support- ed by an effective and efficient Human Resources Department and civilianisation process. Facilities are specifically built or adapted to meet the unique demands of modern policing. Proven technological and support equipment as well as the required financial resources are utilised. Its highly trained and respected Bermudian Commissioner is heading an effective, apolitical management team that is practicing shared leadership of a disciplined Service. Consistent application of policies reflects its values, mission and vision. Effective training and development programmes continuously enhance job performance and meet individual and organisational needs. The communication process is open, honest and respectful. It flows effectively, both internally and exter- nally. It is working in partnership with the community and other agencies to provide the necessary edu- cation and information that enhances these relationships. There is a safe, practical and healthy work environment for all. An effective welfare policy and enforced code of conduct promote openness, trust and unity. Its members have access to legal representation and funding when a complaint has been lodged. The Hon. Minister of Labour, Home Affairs and Public Safety Introduction Section 62 (1) (c) and (d) of the Bermuda Constitution set out the responsibilities of the Governor of Bermuda for the internal security of Bermuda and the Bermuda Police Service. The operational control of the Bermuda Police Service (BPS) is vested in the Commissioner of Police by virtue of the Police Act 1974. The BPS exercises its authority under several pieces of legislation – but the primary ones are the Criminal Code, the Police Act 1974, the Misuse of Drugs Act 1972, various other Acts relating to Traffic offences and Proceeds of Crime. In 1977, the Governor, by Section 62 (2) of the Constitution delegated certain administrative responsi- bilities of the BPS to the Minister responsible for Labour, Home Affairs and Public Safety. After the stormed had passed, it was now time for the recovery process to begin. At the forefront were the officers of the Bermuda Police Service who, during this time, displayed their willingness to rise to the occasion and their readiness to take on any task. ANNUAL REPORT 2003 3 Commissioner’s Foreword 2003 will long be remembered for the destruction and tragedy of Hurricane Fabian. For the first time in our history, the Bermuda Police Service suffered loss of life from the wrath of a hurricane. With that in mind, we remember those members of the Service who lost their lives in the hurricane with a special tribute to them in this Annual Report. The year was also marked with many operational successes as the Service continues to counter crime, drugs and disorder in the community. We have committed to do this while at the same time have an eye to the future and to ensure that the Service is well positioned to police these Islands in what is an increasingly globalised and complex setting. The move towards formal accreditation from the Commission for the Accreditation of Law Enforcement Agencies (CALEA) is a significant step. The launch of this initiative this year will reap benefits in years to come as the Service establishes formal policies and directives for the way it conducts its business and administrative affairs. When all is done, the officers and staff of the Bermuda Police Service will have the distinction of working in a properly accredited law enforcement agency. Keeping with the theme of raising professional standards, the Service was inspected during the year by Her Majesty’s Inspectorate of Constabulary (HMIC). This HMIC inspection, which largely endorsed the path the Service was on, was completed for the first time in May. Since then, the Service has been active in addressing the various recommendations of the HMIC Report. 4 Jonathan D. Smith, CPM, BSc Dip Crim Commissioner of Police We are coming to the end of the second year of our Strategic Plan 2002-2004. A number of initiatives and objectives were set out in the Plan as we seek improvements operationally, administratively and in our technical support areas. All of our achievements in the past 12 months would not be possible without the sheer hard work, determination and commitment from the staff. The officers, support staff, Reserve Police and our industrial staff are to be commended for their work throughout 2003. As Commissioner, I am, once again, indebted to their hard work and look forward to the same level of commitment in 2004 and beyond. Jonathan D. Their dedication, sacrifice and commitment to the country and to the Bermuda Police Service will always be remembered. May they rest in peace and may the perpetual light shine upon them. Chief Inspector Norman Karl Ingemann Constable 2134 Chief Inspector Norman Karl Ingemann joined the Nicole O’Connor Bermuda Police Service as a Police Cadet in 1971 and Constable Nicole O’ Connor became a Constable in 1973.     19 January 2012 2011 WFE Market Highlights 2011 equity volumes remained stable despite a fall in market capitalization. Derivatives, bonds, ETFs, and securitized derivatives continued to grow strongly. Total turnover value remained stable in 2011 at USD 63 tn despite a sharp decrease of the global market capitalization (-13.6% at USD 47 tn). High volatility and global uncertainty created from the sovereign debt crisis affected volumes all year through and made August 2011 the most active month in terms of trading value, a highly unusual annual peak for markets. Despite overall unfavorable conditions for primary markets in several regions, WFE members increased their total listings by 1.7% totaling 45 953 companies listed. Total number of trades decreased by 6.4% at 112 tn. This trend combined with the stability of turnover value led to a small increase in the average size of transaction which was USD 8 700 in 2011. The high volatility and lack of confidence that affected financial markets globally probably drove the needs of hedging as derivatives contracts traded grew by 8.9%. WFE members continued to diversify their products range as other products such as bonds, ETFs, and securitized derivatives all had solid growth in 2011. Equity Markets Market capitalization USD 47 tn -13.6% Domestic market capitalization declined significantly in 2011 to USD 47 401 bn roughly back to the same level of end 2009. The decline affected almost all WFE members, as there were only four exchanges ending 2011 with a higher market capitalization. The magnitude of the decline is quite similar among the three time zones: -15.9% in Asia-Pacific, -15.2% in EAME and -10.8% in the Americas.

In 1977, Bermuda’s international companies took steps to create a Bermudian pool of talent to participate in this growing sector. Education was the key, and their effort launched what now ranks as the largest post-secondary scholarship program in Bermuda: the ABIC Education Awards. The Education Awards are sponsored by annual donations from international companies in Bermuda. As the sector has grown, so has the size and scope of the program. It now stands out as a first choice for companies looking to invest in Bermuda’s future. The mission is to enable qualified Bermudians, in financial need, to pursue their undergraduate or graduate educational goals in areas related to international business. The hope is that they return to the Island to help build the international business sector. Selection is based on a combination of the applicant’s financial need and academic ability. The awards are given only to students pursuing higher education at accredited degree-granting colleges and universities. Students in the program have attended universities in Canada, the United States, United Kingdom, Ireland, Europe and Australia. The year the awards were established, there were four recipients. Awards are now given to about 15 - 20 students annually. More than 540 students have been provided with two year scholarships – many of them in leadership positions in international business, or in the industries supporting it.
