July 24, 2006 Ryan Broderick, Director California Department of Fish and Game 1416 Ninth Street, 12th Floor Sacramento, CA 95814 RE: Improving efficiency of California’s fish hatchery system Dear Director Broderick: On behalf of the Pacific Rivers Council and Center for Biological Diversity, we are writing to express our concerns about the state’s fish hatchery and stocking system and to recommend needed changes that will ensure that the system does not negatively impact California’s native biological diversity. This letter is an update to our letter of August 31, 2005. With this letter, we are enclosing many of the scientific studies we relied on in developing this letter. Fish hatcheries and the stocking of fish into lakes and streams cause numerous measurable, significant environmental effects on California ecosystems. Based on these impacts, numerous policy changes are needed to ensure that the Department of Fish and Game’s (“DFG”) operation of the state’s hatchery and stocking program do not adversely affect California’s environment. Further, as currently operated, the state’s hatchery and stocking program do not comply with the California Environmental Quality Act, Administrative Procedures Act, California Endangered Species Act, and federal Endangered Species Act. The impacts to California’s environment, and needed policy changes to bring the state’s hatchery and stocking program into compliance with applicable state and federal laws, are described below. I. FISH STOCKING NEGATIVELY IMPACTS CALIFORNIA’S NATIVE SALMONIDS, INCLUDING THREATENED AND ENDANGERED SPECIES Introduced salmonids negatively impact native salmonids in a variety of ways. Moyle, et. al. (1996) notes that “Introduction of non-native fish species has also been the single biggest factor associated with fish declines in the Sierra Nevada.” Moyle also notes that introduced species are contributing to the decline of 18 species of native Sierra Nevada fish species, and are a major factor in the decline of eight of those species. -

Non-motorized watercraft are also capable of transporting aquatic invasive species. It is highly recommended to complete a self-inspection on all watercraft. SE Group & Ascent Environmental Wilderness 4.3 WILDERNESS This section includes discussion of potential impacts of the proposed Base-to-Base Gondola project on the National Forest System-Granite Chief Wilderness (GCW), which is adjacent to the project area (i.e., the area generally encompassed by all three action alternatives). No construction, and therefore no direct effects, would occur on National Forest System (NFS) lands within the GCW. However, indirect impacts on its wilderness character and wilderness users could occur, as described below. This section additionally assesses impacts associated with a portion of privately owned land that was included within the area mapped by Congress as part of the GCW within the 1984 California Wilderness Act. For clarity, this section references the NFS lands within the GCW as “National Forest System-GCW” and refers to the privately owned land included within the congressionally mapped wilderness boundary as “private lands within the congressionally mapped GCW.” In accordance with the Wilderness Act of 1964, federally-managed Wilderness areas, like the National Forest System-GCW, are defined as follows: (c) A wilderness, in contrast with those areas where man and his works dominate the landscape, is hereby recognized as an area where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain. Daniels, Jr. OFFICE OF THE GOVERNOR Governor State House, Second Floor Indianapolis, Indiana 46204 Dear Trail Enthusiasts: With great excitement, I welcome you to travel the path down our state’s latest comprehensive trails plan. Not since our state park system was created has the state undertaken an outdoor initiative of this potential scope. This initiative will soon begin uniting our state’s disconnected routes and place every Hoosier within 15 minutes of a trail. The whole will be much greater than the sum of its parts and will benefit Hoosiers from all walks of life. We doubled state funding from $10 million to $20 million annually to take advan- tage of this unique network of opportunities, and at first glance this is a recreation initiative, but we intend it to be much more. Our trails plan will encourage healthy habits in Hoosiers, boost tourism and enhance Indiana’s ability to attract new investment and jobs. Our trail investments can deliver. As Hoosiers enjoy our new trails, they will be hiking, walking, and rid- ing over miles of new high-speed telecommunications and utility conduits. Access to outdoor recreation also ranks among the features potential companies seek for their employees when locating a business. BEFORE IT WAS A PARK Lake Tahoe Nevada State Park and its Foundations in Comstock History Nevada Division of State Parks In honor of Nevada’s 150th anniversary 1864 to 2014 By Jay Howard, LTNSP 2014, revised 2017 A State Made by Mining Ron James wrote in his Comstock history novel The Roar and the Silence, “It was the longest telegraph ever sent, but Nevadan’s did not intend to do things in a small way. With the paperwork in order, Lincoln signed Nevada into statehood on October 31st 1864, just a few days before the November presidential election. Nevada sent back a thank-you in the form of three electoral votes for the president’s reelection.” Nevadan’s were proud of their pro-Union stance during the Civil War. Needed by the United States both politically and economically, the state of Nevada was said to have been ‘Battle Born’. Though we understand this to refer to the battles that had been raging in the east since 1861, Nevada was itself a relatively peaceful territory, other than the occasional skirmishes with Native Americans, and the more serious Pyramid Lake War of 1860. Nevadan’s never saw any fighting with Confederate forces, but certainly had their share of fistfights between Unionists and Copperheads. The latter usually losing the argument. During one incident, the Stars and Bars of the Confederacy was raised over a building in Virginia City, which led to a serious altercation between townspeople. Newspapers later reported that Unionists emerged bloody, but victorious. Early in the Civil War there was some concern that Nevada could be taken by the Confederacy, but these fears were never realized. -

Next Steps • Maintain up-to-date database, contact information, mapping and planning progress of Trail Corridors from managing entities. • Compile information on new Trail Corridors currently not included in the system. -
