17 CHAPTER 2 ORGANIZATIONAL FRAMEWORK OF THE GROUP OF 77 by Lydia Swart …neither the Western media nor Western scholars pay much attention to the multilateral policies and practices of the states variously described as the South, the third world, or developing countries. In particular, patterns of cooperation among these states in pursuit of common interests at the UN are often ignored or dismissed as of little consequence. Sally Morphet, 2004 Institutional Arrangements: UNCTAD The institutional arrangements of the G-77 developed slowly. In its first years, the G-77’s activities primarily coalesced around UNCTAD as it was regarded by the South as the key locus to improve conditions of trade for development and to form a counterbalance to the Bretton Woods Institutions dominated by the North. The G-77 focus on UNCTAD was so pronounced that until 1976—when it held a Conference on Economic Cooperation among Developing Countries—the group only convened high-level meetings in preparation for UNCTAD sessions. These ministerial meetings to prepare for UNCTAD started in 1967 at the initiative of the Group of 31, consisting of developing countries that were members of UNCTAD’s Trade and Development Board (TDB), represented by Ambassadors in Geneva.10 The first G-77 ministerial meeting in 1967 adopted the Charter of Algiers, which details the G-77’s programme of action but is rather short on internal institutional issues. It is only at the very end of the Algiers Charter that a few organizational aspects are mentioned. The G-77 decided to meet at the ministerial level as “often as this may be deemed necessary” but “always prior to the convening of sessions” of 10 Later referred to as preparatory meetings. -

AT A GLANCE The 2018 G7 Summit: Issues to watch On 8 and 9 June 2018, the leaders of the G7 will meet for the 44th G7 Summit in Charlevoix, Quebec, for the annual summit of the informal grouping of seven of the world's major advanced economies. The summit takes place amidst growing tensions between the US and other G7 countries over security and multilateralism. Background The Group of Seven (G7) is an international forum of the seven leading industrialised nations (Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, as well as the European Union). Decisions within the G7 are made on the basis of consensus. The outcomes of summits are not legally binding, but compliance is high and their impact is substantial, as the G7 members represent a significant share of global gross domestic product (GDP) and global influence. The commitments from summits are implemented by means of measures carried out by the individual member countries, and through their respective relations with other countries and influence in multilateral organisations. Compliance within the G7 is particularly high in regard to agreements on international trade and energy. The summit communiqué is politically binding on all G7 members. As the G7 does not have a permanent secretariat, the annual summit is organised by the G7 country which holds the rotating presidency for that year. The presidency is currently held by Canada, to be followed by France in 2019. Traditionally, the presidency country also determines the agenda of the summit, which includes a mix of fixed topics (discussed each time), such as the global economic climate, foreign and security policy, and current topics for which a coordinated G7 approach appears particularly appropriate or urgent. -

FOREWORD The WMO Solid Precipitation Measurement Intercomparison was started in the northern hemisphere winter of 1986/87. The field work was carried out in 13 Member countries for seven years. The Intercomparison was the result of Recommendation 17 of the ninth session of the Commission for Instruments and Methods of Observation (CIMO-IX). As in previous WMO intercomparisons of rain gauges, the main objective of this test was to assess national methods of measuring solid precipitation against methods whose accuracy and reliability were known. It included past and current procedures, automated systems and new methods of observation. The experiment was designed to determine especially wind related errors, and wetting and evaporative losses in national methods of measuring solid precipitation. -

Mr. Chairman, 2. ASEAN’s economic performance as a whole has been resilient since recovering from the global crisis in 2008. ASEAN has continued its robust economic performance in 2012. In particular, ASEAN economies as a whole grew by 5.7 percent, which is almost one percentage point higher than the region's economic growth rate in 2011. The faster growth is noteworthy in a global environment of weaker growth performance overall. -

Some claimed that it was an accident of Paris. Others that it was just a loose and random grouping of countries. Well, they were wrong. The High Ambition Coalition is the masterplan of Europe and its allies conceived over the year. It's a group of developed and developing countries that changed the game in Paris. But before, let us step back and look at what happened at the Copenhagen conference in 2009. Why did Copenhagen fail? For three reasons: First, because the world was not ready. -

UJCI Africa-China Brief No 2 | August 2017 THE earliest imaginations of South-South cooperation (SSC) have been traced to the Afro-Asian anti-colonial struggles of the 1940s. This is when initial ideas about shared identity, building solidarity towards asserting sovereignty, and channeling simmering opposition to the imperial ‘North’ first germinated. The Asian Relations Conference held in New Delhi in 1947, followed by the Afro-Asian Conference at Bandung (Indonesia) in April 1955, marked the first watersheds in the evolution of SSC, supported by the ‘non-alignment’ and ‘Third World’ paradigms (Chen and Chen 2010: 108-109). In 1960, the SSC thesis was further developed by the dependency theories of neo-Marxist sociologists from South America, who underlined the subservient nature of trade relations between their region and North America (Copeland 2009:64). -

The union cabinet chaired by Prime Minister Narendra Modi approved an investment of Rs 3,770 crore for development of the first phase of the Chennai Metro Rail project. The Central Statistical Ofce (CSO) on 31 May 2016 released the provisional estimates of national GDP for 2015-16. It pegged GDP growth at 7.9 percent in Quarter 4 of 2015-16 and 7.6 percent in the whole of 2015-16. India continued to remain a bright spot in world economy with robust macro-economic and fiscal parameters. The Government of India and the World Bank on 31 May 2016 signed a 9.2 million US dollar grant agreement under the World Bank-Global Environment Facility (GEF) Programme for the Eficient and Sustainable City Bus Service Project. India and Morocco on 31 May 2016 launched the India-Morocco Chamber of Commerce and Industry (IMCCI) in Rabat, Morocco. The Uttar Pradesh (UP) Government on 31 May 2016 approved the Detailed Project Report (DPR) of Varanasi Metro rail project.
