ESSAYS IN INTERNATIONAL FINANCE ESSAYS IN INTERNATIONAL FINANCE are published by the International Finance Section of the Department of Economics of Princeton University. The Section sponsors this series of publications, but the opinions expressed are those of the authors. The three papers contained in this Essay were present- ed in August 1990 at the Fifth Annual Congress of the European Economic Association at a panel organized by Tommaso Padoa-Schioppa, Deputy Director General of the Bank of Italy and former Director General for Eco- nomic and Financial Affairs at the Commission of the European Communities. His Introduction precedes the three papers. Michael Emerson, author of the first paper, is Ambassador of the Commission of the European Com- munities in Moscow and former Director for the Evalua- tion of Community Policies at the Commission in Brus- sels. Kumiharu Shigehara, author of the second, is Direc- tor of the Institute for Monetary and Economic Studies at the Bank of Japan, and former Director of the Policy Studies Branch at the Organisation for Economic Co- operation and Development. Richard Portes, whose paper completes the set, is Director of the Centre for Economic Policy Research, Professor of Economics at Birkbeck College in the University of London, and Directeur d’Etudes, Ecole des Hautes Etudes en Sciences Sociales (at DELTA), Paris. VI, which requires attorneys to file a Certificate of Registration and pay applicable fees on or before September 1, 2005. The text of the entry imposing the suspension is reproduced below. This is followed by a list of the attorneys who were suspended. The list includes, by county, each attorney’s Attorney Registration Number. Because an attorney suspended pursuant to Gov.Bar R. VI can be reinstated upon application, an attorney whose name appears below may have been reinstated prior to publication of this notice. Please contact the Attorney Registration Section at 614/387-9320 to determine the current status of an attorney whose name appears below. EU “EXTERNAL ACTION” AT THE UNITED NATIONS By Attila Molnár Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of Master of Arts in Political Science CEU eTD Collection Supervisor: Prof. Dr. Anton Pelinka Budapest, Hungary (2012) ABSTRACT The present thesis sets out to make an empirical contribution to the literature on European foreign policy, and the question of European voice on the international stage. European voice is defined as the degree to which the European Union (EU), a closely integrated polity in several domains, and an entity dedicated to effective multilateralism while being multilateral in itself, is capable of acting as a unified actor on the international stage, with a view to coupling its economic weight with political leverage. It is assumed that the further deepening of integration brought by the Lisbon Treaty should have a palpable effect on the dynamics of EU Member State voting in what is arguably the most universal of multilateral bodies, the United Nations General Assembly (UNGA), understood to be “the only forum in which a large number of states meet and vote on a regular basis on issues concerning the international community”1. The study departs from this fundamental assumption and sets out to analyse the European voice in the United Nations, following the Lisbon Treaty. Building on existing scholarly literature; interviews with diplomats, and staff of the European External Action Service at two United Nations headquarters; as well as raw voting data, the above assumption is tested in a study comprising both qualitative and quantitative accounts. -
