Poland: Continuity and Change
Poland: Continuity and Change ANDRZEJ GRAJEWSKI uring the years of the Polish People’s Republic, the secret political police Doccupied a prominent role. Their mandate was extensive and their influence pervasive. As a result, the transformation of the secret services became a funda- mental political and constitutional task following the anti-Communist opposi- tion’s assumption of power in 1989. The fate of the secret service’s archives and the problems of lustration—the identification of secret collaborators—became part and parcel of this transformation. But in Poland, as elsewhere in the former Soviet bloc, this process was not carried out consistently. Political Conditions The nature of Poland’s peaceful social change was undoubtedly the major deter- minant of the country’s future course. The activists of Solidarity had gained power with the June 1989 political victory of the Citizens’ Committee bloc. However, even those partially free elections were the result of a settlement arrived at dur- ing the “Roundtable” talks the same year. Offering the presidency to General Woj- ciech Jaruzelski was also an informal part of this settlement. General Czeslaw Kiszczak, the Minister of Internal Affairs and Jaruzelski’s most trusted colleague, was the initiator of the talks as well as the guarantor of the negotiated terms. Since 1956, a civilian entity known as Security Service (SB) had existed with- in the framework of the Ministry of Internal Affairs (MSW). The SB functioned as a secret political police, simultaneously conducting intelligence and counterintelli- gence operations. For decades, the SB operated with broad powers, largely free of oversight or restraint.

Należy podkreślić, że każde analizowane w niniej- szym artykule exposé Prezesa Rady Ministrów było osadzone w bieżącej polityce we- wnętrznej i nawiązywało do kontekstu aktualnej polityki międzynarodowej. Znaczenie takich wystąpień podnosiło wskazanie przez każdego premiera na rolę parlamentu oraz rządu jako instytucji, które po 1989 r., niezależnie od opcji politycznej, z której wywodził się premier, zgodnie budowały i utrwalały ustrój demokratyczny oparty na wolnych wybo- rach władzy centralnej i lokalnej, decentralizacji władzy, zasadzie wolności wypowiedzi i zgromadzeń oraz swobodzie prowadzenia działalności gospodarczej w warunkach wolne- go rynku. Podkreślano rolę społeczeństwa obywatelskiego w utrwalaniu ustroju demokra- tycznego. Każdy premier zwracał uwagę na to, że większość instytucji życia publicznego zbudowano w Polsce od podstaw, a inne poddano gruntownym zmianom. Ważną z punktu widzenia bezpieczeństwa państwa instytucją jest wojsko. Do grona polityków, którzy w opinii badanych wyraźnie stracili, zalicza się także minister Janusz Pałubicki. Spośród osobistości uwzględnionych w naszym grudniowym rankingu z największą nieufnością spotyka się Leszek Balcerowicz (54%). Duża część respondentów raczej nie ma zaufania także do Lecha Wałęsy (45%), Mariana Krzaklewskiego (44%) oraz Hanny Suchockiej (40%). Badanie „Aktualne problemy i wydarzenia” (103), 3-8 grudnia ‘98, reprezentatywna próba losowo-adresowa dorosłych mieszkańców Polski (N=1086). W ciągu miesiąca poprzedzającego grudniowe badanie1 najważniejszym wydarzeniem mogącym mieć wpływ na postrzeganie głównych postaci naszej sceny politycznej wydaje się weto prezydenta do ustawy o Instytucie Pamięci Narodowej i sprawa przyjęcia tej decyzji Aleksandra Kwaśniewskiego przez jej projektodawców.
