The uniquely comprehensive CLIMB program model was developed in Cheyenne in 1986 by Dr. Ray Fleming Dinneen. The CLIMB training model has become a best practice in Wyoming and across the United States because of its strong program outcomes.

Phase 1: Program Research & Planning (2 Months) Every CLIMB program has a career focus that meets the needs of the workforce and the per- sonal goals of CLIMB participants. During the program research & planning phase, CLIMB staff identify local employer needs and then build the CLIMB program to meet those needs.

Phase 2: Recruitment (2 Months) CLIMB programs serve single mothers in groups of 10 to 12. During the recruitment phase, program staff help candidates overcome obstacles such as low self-esteem, inadequate child- care, transportation and housing so they can successfully participate in the program.

Phase 3: Comprehensive Training (2-4 Months) The CLIMB program model is unique because of the comprehensive training and support it provides participants. Every CLIMB program includes: extensive job training, group and indi- vidual counseling, parenting and life skills training.

Phase 4 : Job Placement Near the end of the program, participants are placed in private sector jobs that match their in- terests and skill level. This period provides critical hands-on work experience in their new field.

Phase 5: On-Going Support CLIMB staff members reach out to graduates after program completion to track progress and to offer ongoing support.
