  • Kashmiri Separatists: Origins, Competing Ideologies, and Prospects for Resolution of the Conflict
Order Code RL31587 Report for Congress Received through the CRS Web Kashmiri Separatists: Origins, Competing Ideologies, and Prospects for Resolution of the Conflict September 30, 2002 name redacted Foreign Affairs Analyst Foreign Affairs, Defense and Trade Division Congressional Research Service ˜ The Library of Congress Kashmiri Separatists: Origins, Competing Ideologies, and Prospects for Resolution of the Conflict Summary The recent military standoff and threatened nuclear exchange between India and Pakistan have lately focused congressional attention on the longstanding territorial dispute over the former princely state of Kashmir. Although recent trips to the region by Secretary of Defense Donald Rumsfeld and Deputy Secretary of State Richard Armitage have dampened the rhetoric of both nations’ leaders, state elections set for October of 2002 on the Indian side of the Line of Control raise the specter of more violence in the disputed area and a continued threat of war. And although Pakistani President Pervez Musharraf has largely reduced infiltrations by Islamic militants into Jammu and Kashmir state in India, recent reports indicate that this may be an unsustainable long-term policy for any Pakistani leader, at least in the country’s current political climate. Thus despite India’s insistence that the Kashmiri insurgency is a domestic issue and adamant rejection of any international intervention, the dispute has been seen by many State Department officials as “that other conflict” whose nuclear character may make the dispute as dangerous to regional stability as that of the most recent round of Israeli-Palestinian conflict. This report focuses exclusively on the uprising in the Indian-controlled portion of Kashmir, which has been disputed since both countries became independent in 1947.

  • Azad Kashmir
Azad Kashmir The home of British Kashmiris Waving flags of their countries of origin by some members of diaspora (overseas) communities in public space is one of the most common and visible expressions of their ‘other’ or ‘homeland’ identity or identities. In Britain, the South Asian diaspora communities are usually perceived as Indian, Pakistani, (since 1971) Bangladeshis and Sri Lankans. However, there is another flag that is sometimes sighted on such public gatherings as Eid festivals, Pakistani/Indian Cricket Matches or political protests across Britain. 1 This is the official flag of the government of Azad Jammu and Kashmir. 'Azad Kashmir' is a part of the divided state of Jammu Kashmir. Its future is yet to be determined along with rest of the state. As explained below in detail, Azad Kashmir is administered by Pakistan but it is not part of Pakistan like Punjab, Sindh, Pakhtoon Khuwa and Baluchistan. However, as a result of the invasion of India and Pakistan to capture Kashmir in October 1947 and the subsequent involvement of United Nations, Pakistan is responsible for the development and service provision including passports for the people of Azad Kashmir and Gilgit Baltistan, another part of Kashmir that is not part of, but is controlled by, Pakistan. Under the same UN resolutions India is responsible for the Indian controlled part of Kashmir. In all parts of the divided Kashmir there are political movements of different intensity striving for greater rights and autonomy, self-rule and/or independence. The focus of this chapter, however, is primarily on Azad Kashmir, the home of nearly a million strong British Kashmiri community.

Bhat * Centre of Central Asian Studies, University of Kashmir, Srinagar-190006, Kashmir. *Corresponding Author Email ID: [email protected] A B S T R A C T The century long Dogra rule in Kashmir was tyranted and undemocratic that provoked resentment among the Muslim subjects. During this rule, the socio-economic conditions of the Muslims became unsympathetic which finally led to the political consciousness among them. The Muslims in the state started organizing themselves to raise their demands for reforms in education, employment, the structure of taxation, and constitutional changes among various other things. Eventually, the state witnessed the politicization of the Muslim community in the form of a series of protest against the Dogra rule from 1930 to 1947. As a result, Kashmir during Dogra rule saw the emergence and development of the Muslim political identity. This paper attempts to trace the formation of the sense of political identity of the Muslim community and the emergence and role of the religio-political groups in sharpening the political identity of the Muslims in Kashmir. The present Kashmir crisis lies in the hundred years before when Kashmir was ruled by the succession of Hindu Dogra rulers. Keywords: Muslim Identity, Politicization, Political Mobilization, Dogra Rule. INTRODUCTION reforms had a powerful impact on the political psyche of The origin of the political identity of the Muslims in Kashmiris.
