    SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky.

They play a deterministic role in supporting societal mobility, economy, and state strategic defence. Current earthquake response practice demonstrates that the railway is better monitored and has a better potential for fast recovery, and as a rule may have less damage compared to other means of transportation. Therefore, railroads might be returned to operational state quicker. Railways in general – especially in regions where the road systems are less developed– can support disaster management very well. The overall objective of this thesis is to developing models and methodology for active adaptive response to earthquake damage to railways. By more detailed definition of this overall objectives the following tasks had been identified: (i) study the role of railway in disaster response, (ii) analysis of the railway damage and recovery processes, (iii) investigation and developing the required models and (iv) creating and testing the concept of active adaptive response management methodology focused on the fast recovery of railroads in accordance with the operational levels. The general model of response is a combination of (i) a probabilistic model of railway system damage caused by earthquake, (ii) a Markov model of damage and recovery, (iii) a probabilistic model of aftershocks, (iv) a statistical model of secondary effects, (v) impact models of management supporting actions and (vi) response process models.

Severe degradation of air quality was observed from the data that were used in this study. Annual averages of PM2.5, PM10, and NO2 concentrations exceeded the WHO annual limits by 5.3, 3.9, and 3.2 times, respectively. The maximum levels were observed in the winter, while the minimum levels in the summer. Winter-to-summer difference was more noticeable for PM2.5 than for other pollutants. The winter pollution peaks demonstrate the high contribution of large- and small-scale coal combustion for heating, which could be exacerbated with lower winds and possible more frequent thermal inversions.

For the waste sector, the ratio of recycling household garbage is set to be increased to 40% by 2030 and 50% by 2050. In addition, for the electricity sector, based on the Renewable Energy Act revised in 2013, the Ministry of Environment and Water Resource has been reviewing the FIT system and purchase prices, wherein Energy from waste has been included as an item of purchase. However, in Almaty, the largest city in Kazakhstan, garbage from urban households is virtually buried directly without getting separated, causing environmental degradation around the city with foul odor and harmful insects and bugs. Moreover, generation of methane only worsens the greenhouse gas effect, thereby adversely affecting the global environment. Besides, in Almaty, half of the city’s demand for electricity relies on import and the heat supply is predicted to fall short of its demand in the future.

Data resulting from the study provided the basis of the following medical and social profile of patient underwent CABS in emergence cardiac hospitals in Almaty city: male (76,7%), age group 50-69 years old (77,5%), Kazakh (42,9%), citizen of Almaty city (88,8%), retiree (52,5%), was admitted to the Emergency First Response hospital (78,2%), with diagnosis Miocardial Infarction (heart attack) (60,5%), in most cases at primary stage (65, 8%), front localization zone (55, 3%), with included hypertension (89,4%), who was implanted with 3 drug-covered stents (42%), with favorable treatment outcome (97%).
