A copy of the source that outlines the 10 minutes estimate for travel time loss currently affecting 6,382,000 passenger trips on the Hutt Valley Line that will be address by this funding investment to be provided. d. any meeting notes or correspondence associated with the $2,290,000 investment by the NZTA to the GWRC to "bring forward and substantially address the deferred maintenance" as outlined in the NZTA Memo. -

Date Plan Published: December 2011 Commissioned by Central Otago District Council Prepared by Robin Miller MNZIBS MRICS Origin Consultants Ltd August 2018 Architecture Heritage Archaeology Origin Consultants Ltd Rear of 38 Buckingham Street, Arrowtown & Level 4, Security Buildings, 115 Stuart Street, Dunedin Review of existing conservation plans for Clyde Museums Project Building: Clyde Railway Station Date of conservation plan: December 2011 Brief history: • Opened on 2nd April 1907 as a Troup Type B station. • Construction of the railway began on 7th June 1878 with an estimated construction duration of 6 years to reach Wanaka – the line actually reached Cromwell in 1921 where it stopped. • The station serviced the fruit industry and the demand for excursion trains, but suffered from competition from road transport, particularly from 1960 onwards. The 1980 station on the outskirts of the town was built to serve the construction of the Clyde dam; the engineering works to which closed the line to Cromwell and the 1907 station. After that, the line between Middlemarch to Clyde was abandoned completely in 1990. • Apart from the station and a short section of line, a few former railway houses remain nearby, together with the goods shed that was relocated to the adjacent Briar Herb Factory Museum site. • In 1997, the station was registered as a Category II Historic Place (Heritage New Zealand Pouhere Taonga) and it is also a protected building in the CODC District Plan. Summary of findings: • The station building has high heritage significance on both a local & regional basis. -

The Colonial Reinvention of the Hei Tiki: Pounamu, Knowledge and Empire, 1860s-1940s Kathryn Street A thesis submitted to Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in History Victoria University of Wellington Te Whare Wānanga o te Ūpoko o te Ika a Māui 2017 Abstract This thesis examines the reinvention of pounamu hei tiki between the 1860s and 1940s. It asks how colonial culture was shaped by engagement with pounamu and its analogous forms greenstone, nephrite, bowenite and jade. The study begins with the exploitation of Ngāi Tahu’s pounamu resource during the West Coast gold rush and concludes with post-World War II measures to prohibit greenstone exports. It establishes that industrially mass-produced pounamu hei tiki were available in New Zealand by 1901 and in Britain by 1903. It sheds new light on the little-known German influence on the commercial greenstone industry. The research demonstrates how Māori leaders maintained a degree of authority in the new Pākehā-dominated industry through patron-client relationships where they exercised creative control. The history also tells a deeper story of the making of colonial culture. The transformation of the greenstone industry created a cultural legacy greater than just the tangible objects of trade. Intangible meanings are also part of the heritage. The acts of making, selling, wearing, admiring, gifting, describing and imagining pieces of greenstone pounamu were expressions of culture in practice. Everyday objects can tell some of these stories and provide accounts of relationships and ways of knowing the world. The pounamu hei tiki speaks to this history because more than merely stone, it is a cultural object and idea. -

Executive summary The Taieri Plains is a low-lying alluvium-filled basin, approximately 210km2 in size. Bound to the north and south by an extensive fault system, it is characterised by gentle sloping topography, which grades from an elevation of about 40m in the east, to below mean sea level in the west. At its lowest point (excluding drains and ditches), it lies about 1.5m below mean sea level, and has three significant watercourses crossing it: the Taieri River, Silver Stream and the Waipori River. Lakes Waipori and Waihola mark the plain’s western boundary and have a regulating effect on drainage for the western part of the plains. The Taieri Plains has a complex natural-hazard setting, influenced by the combination of the natural processes that have helped shape the basin in which the plain rests, and the land uses that have developed since the mid-19th century. -

Evaluation of occupational noise exposure levels on the Wellington Suburban Tranz Metro Rail Service 1 Ka’isa Beech and 2 Stuart J McLaren 1 Advanced student at Massey University and Wellington Suburban On-board Staff Member, KiwiRail, Wellington 2 School of Public Health, Massey University, Wellington 2 Email: [email protected] Abstract An occupational noise evaluation study was carried out by Massey University students on locomotive engineers and on-board staff on the two main train sets operating on the Wellington Rail Suburban Network. All measurement results conducted as part of the study show full compliance with the criteria for workplace noise exposure prescribed within the Health and Safety in Employment Regulations 1995. The health and safety noise criterion level permits a maximum dose of 100% which is equivalent to 85 dB LAeq for a normalised 8 hour working day. The highest measured sound exposure was 13% of the total permitted exposure. All occupational noise measurements were observed and written accounts were taken by the three person investigation team. Observations revealed atypical behaviour of one participant which likely compromised one set of readings. This atypical result was removed from the analysis and therefore did not alter the study conclusions. Regardless, such observed behaviour from the study team, reinforces the value of observed real time field monitoring during collection of data. Original peer-reviewed student paper 1. It outlines links between the New Zealand Government and the local and international weapons and military- related industry. It provides background information about the companies involved, their clients and the New Zealand government’s support for that industry. There are at least 258 companies in New Zealand involved in the provision of weapons or military- related products and services. The New Zealand Defence Industy Association (NZDIA) represents 83 of these companies. Despite NZ participating in numerous arms control treaties, it is actively encouraging the export of military-related goods and services. -
Railways and Nineteenth-Century New Zealand
A Limited Express or Stopping All Stations? Railways and Nineteenth-Century New Zealand ANDRÈ BRETT1 Railways have been a significant part of New Zealand life, yet their treatment in historiography often does not reflect this. I argue for a greater appreciation of railways, focusing upon their role in shaping the developing colony in the nineteenth- century. I introduce the existing literature to indicate contributions with which greater engagement is required and to identify directions requiring further research. The provincial ‘prehistory’ of railways preceding the Vogel boom of the 1870s requires particular emphasis; railways figured prominently in the settler imagination even though physical construction was minimal. I then show that the forces unleashed by Vogel were more than economic and offer tentative conclusions regarding the railway’s role within a range of fields. The railway was a site for contesting morality, it deepened the colonial project and identity, and it defined the contours of daily life. The history of railways – and of other forms of infrastructure and transportation – has not always received its due. Enthusiasts have been unfairly pigeonholed as ‘anoraks’ or ‘foamers’, language that implies drab, boring, and somewhat obsessive tendencies. Within academia, the scholarly worth of studying railway history has not always been viewed as particularly great. However, I would like to argue for the significance of railways within the broader framework of New Zealand history. This article is less a comprehensive historiographical survey than a modest exploration of poorly understood facets of New Zealand’s railway history, offering some tentative conclusions. It deals with the nineteenth-century, when the system was formed, and particularly the provincial era between 1853-76, as this phase is most poorly understood of all. -

Report 99-104 Train 1613 passenger safety incident Featherston 3 April 1999 Abstract On Saturday 3 April 1999, Train 1613, the southbound Masterton to Wellington passenger service, departed from Featherston while a scout party and an adult passenger were still loading their gear into the van. Three scouts were left on the platform and a fourth scout and the adult travelled to Upper Hutt in the unlit van. The scouts were at risk as they either alighted from, or attempted to board, the moving train during departure. The guard was unaware of the scouts’ presence in the van. The incident occurred due to a failure to ensure passenger safety prior to the departure of the train. A safety issue identified was the lack of adequate procedures to ensure passenger safety prior to giving right of way. One safety recommendation was made to the operator. The Transport Accident Investigation Commission is an independent Crown entity established to determine the circumstances and causes of accidents and incidents with a view to avoiding similar occurrences in the future. Accordingly it is inappropriate that reports should be used to assign fault or blame or determine liability, since neither the investigation nor the reporting process has been undertaken for that purpose. The Commission may make recommendations to improve transport safety. The cost of implementing any recommendation must always be balanced against its benefits. Such analysis is a matter for the regulator and the industry. These reports may be reprinted in whole or in part without charge, providing acknowledgement is made to the Transport Accident Investigation Commission. -

The word shuttle is confusing. Also, RTI boards not clear on whether or not buses or trains are running. Below are some of the suggestions we have received from passengers about how we can communicate to them better and more efficiently. • It could be grateful if you could run an audit to ensure that all delays are going into the system. • Many of the delays were put on the Tranz Metro text system as "operational reasons", but when he asked train staff why they were late, the answer was slippery tracks. In our view, the information given to passengers needs to be as accurate and consistent as possible. • Surely if the system temporarily cannot show the correct information it would be better switched off. • It would be better if you said "train" instead of "shuttle", because it is not clear whether a "shuttle" means a bus or a train, In fact, everybody went to wait at the bus stop and we only made it because the driver saw us and happened to pick us up. 4. Proposal To try and minimise the effect that delays have on the on time performance of the Johnsonville Line, KiwiRail and Greater Wellington Regional Council trialled a new morning and afternoon peak timetable last October that proved successful.
