Saya menjemput Setiausaha membacakan Perutusan itu sekarang. [Setiausaha membacakan Perutusan] “19 Disember 2007 Perutusan Daripada Dewan Rakyat Kepada Dewan Negara Tuan Yang di-Pertua Dewan Negara, Dewan Rakyat telah meluluskan Rang Undang-undang yang berikut dan meminta Dewan negara mempersetujukannya: (i) Rang Undang-undang Penjara (Pindaan) 2007; (ii) Rang Undang-undang Harta Pusaka Kecil (Pembahagian) (Pindaan) 2007; (iii) Rang Undang-undang Perdagangan Antarabangsa Mengenai Spesies Terancam 2007; (iv) Rang Undang-undang Bank Negara Malaysia (Pindaan) 2007; dan (v) Rang Undang-undang Perbadanan Produktiviti Negara (Pemerbadanan) (Pindaan) 2007. YANG DI-PERTUA DEWAN RAKYAT” URUSAN MESYUARAT Timbalan Menteri di Jabatan Perdana Menteri [Dato’ Haji Abdul Raman bin Suliman]: Tuan Yang di-Pertua, saya mohon mencadangkan supaya Rang Undang-undang yang tersebut di dalam perutusan itu dibacakan kali yang kedua dan ketiganya di Mesyuarat ini. 2 DN.24.12.2007 Timbalan Yang di-Pertua: Baiklah. USUL WAKTU MESYUARAT DAN URUSAN DIBEBASKAN DARIPADA PERATURAN MESYUARAT Timbalan Menteri di Jabatan Perdana Menteri [Dato’ Haji Abdul Raman bin Suliman]: Tuan Yang di-Pertua, saya mohon mencadangkan: “Bahawa walau apa pun peruntukan-peruntukan Peraturan Mesyuarat (11), Majlis Dewan Negara hari ini tidak akan ditangguhkan sehingga telah selesai semua urusan kerajaan yang tertera dalam Aturan Urusan Mesyuarat pada hari ini diputuskan dan diluluskan dan selepas itu Majlis Mesyuarat akan ditangguhkan kepada satu tarikh yang tidak ditetapkan.” Setiausaha Parlimen Kementerian Sumber Asli dan Alam Sekitar [Dato’ Sazmi bin Miah]: Tuan Yang di-Pertua, saya mohon menyokong. Timbalan Yang di-Pertua: Ahli-ahli Yang Berhormat, sekarang saya kemukakan masalah kepada Majlis untuk diputuskan. Masalahnya ialah usul seperti yang dikemukakan tadi hendaklah disetujukan. Usul dikemuka bagi diputuskan; dan disetujukan. RANG UNDANG-UNDANG RANG UNDANG-UNDANG PEMBANGUNAN MINERAL (PINDAAN) 2007 Bacaan Kali Kedua dan Ketiga Aturan Urusan Mesyuarat dibacakan bagi menyambung semula perbahasan yang ditangguhkan atas masalah, “Bahawa Rang Undang-undang ini dibacakan kali yang kedua sekarang.” [19 Disember 2007] Timbalan Yang di-Pertua: Silakan, Yang Berhormat. 10.05 pg. Tuan Yang di-Pertua, Akta Pembangunan Mineral 1994 telah diluluskan oleh Parlimen pada 29 Ogos 1994, dan mula dikuatkuasakan pada 1 Ogos 1998. Akta Pembangunan Mineral 1994 bersama dengan Enakmen Mineral Negeri di negeri-negeri telah digubal bagi menggantikan enakmen melombong iaitu satu undang-undang kacukan mengenai perlombongan yang sebelum ini diguna pakai oleh negeri-negeri di Malaysia. Tujuan Akta Pembangunan Mineral digubal adalah untuk menentukan bahawa aktiviti eksplorasi pencarigalian dan perlombongan mineral dan bijih yang dijalankan tidak menjejaskan keselamatan dan kesihatan mana-mana orang, mengakibatkan kerosakan harta benda atau menyebabkan kacau ganggu atau mencacatkan kemudahan mana-mana kawasan atau tempat. Di samping itu Akta Pembangunan Mineral juga menetapkan agar aktiviti mentoksikkan, pendulangan, eksplorasi perlombongan dan pemprosesan mineral dijalankan mengikut amalan yang terbaik, selamat dan mematuhi standard alam sekeliling. The current government mobilizes attention to them especially during the election period due to their significant contribution in securing a number of parliamentary seats. Nevertheless, the participation of the Orang Asli group in the street demonstration recently for example, had sent a message of discontentment on the policies implemented. The questions raised were to what extent of the political participation of the minorities in order for them to sustain their needs.

    30 APR 2001 Umno-Rangkuman GANDINGAN MUKA LAMA, MUKA BARU KETUAI UMNO BAHAGIAN KUALA LUMPUR, 30 April (Bernama) -- Persidangan perwakilan Umno bahagian yang berlangsung sepanjang bulan ini menyaksikan Perdana Menteri Datuk Seri Dr Mahathir Mohamad dan Timbalan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi masing-masing mengekalkan jawatan ketua bahagian Umno Kubang Pasu dan Kepala Batas. Di KEDAH, Dr Mahathir yang menerajui Umno Kubang Pasu sejak 1974, ialah antara 11 daripada 15 ketua bahagian yang mengekalkan jawatan itu, enam daripadanya tanpa bertanding. Kemenangan tanpa bertanding jawatan ketua bahagian turut menjadi milik Penasihat Agama Perdana Menteri Datuk Paduka Abdul Hamid Othman (Sik), Setiausaha Politik Tun Daim Zainuddin, Datuk Arzmi Abdul Hamid (Merbok) dan Menteri Kebudayaan, Kesenian dan Pelancongan Datuk Abdul Kadir Sheikh Fadzir (Kulim/Bandar Baharu). Selain Menteri Besar Datuk Seri Syed Razak Syed Zain yang menang tanpa bertanding di Kuala Kedah, tiga lagi muka baru wujud setelah bekas timbalan ketua bahagian merebut jawatan ketua dengan menyingkirkan "boss" masing-masing. Mereka ialah anggota exco kerajaan negeri Datuk Zainol Mohamed Isa yang menewaskan bekas menteri di Jabatan Perdana Menteri Datuk Raja Ariffin Raja Sulaiman di Baling; bekas anggota exco Abdul Rahman Ariffin menumpaskan Datuk Hanafi Ramli di Jerlun dan bekas anggota exco Datuk Ghazali Ibrahim menyingkirkan bekas timbalan menteri kewangan Datuk Dr Afiffuddin Omar di Padang Terap. Di bahagian Padang Terap, Jawatankuasa Pemilihan Umno Kedah memutuskan untuk menggantung aktiviti jawatankuasa baru yang dipilih, berikutan terdapat aduan mengenai kertas undi melebihi jumlah perwakilan yang diumumkan oleh pengerusi tetap semasa mesyuarat. Kes itu telah dirujuk kepada Majlis Tertinggi Umno. Pemilihan di Kedah juga menyaksikan Ketua Pemuda Umno Kulim/Bandar Baharu Azimi Daim yang juga anggota Majlis Tertinggi Umno, gagal mengisi jawatan timbalan ketua bahagian itu apabila tewas kepada penyandangnya, Abdul Halim Abdul Rahman.

    8 Kedah excos sworn in for new term The Malaysian Insider February 28 , 2012 KUALA LUMPUR, Feb 28 — Eight Kedah state executive councillors (excos) took the oath of office for a new term today at the Istana Anak Bukit in Alor Star, leaving two vacant spots in the state administration led by Datuk Seri Azizan Abdul Razak. They were Datuk Amiruddin Hamzah, Datuk Mohamed Taulan Mat Rasul, Datuk Dr Hamdan Mohamed Khalib, Lim Soo Nee, Abd Ghani Ahmad, Tan Joon Long @ Tan Chow Kang, Datuk Siti Ashah Ghazali and S. Manikumar, state news agency Bernama reported. Conspicuously missing were Kedah PAS deputy commissioner I Datuk Phahrolrazi Zawawi and Kedah PAS deputy commissioner II Datuk Dr Ismail Salleh, who had declined to accept their re-appointments. It has been speculated that Phahrolrazi and Ismail are unhappy with Azizan’s (picture) leadership in relation to various issues that have affected his administration in recent years, and have the support of several other excos. Phahrolrazi, who is reported to be on leave until March 1, previously said he had yet to receive an invitation letter from the state government to attend the swearing-in. “I respectfully inform you that I am rejecting the appointment as Kedah exco,” Phahrolrazi wrote in his letter, specifically mentioning Azizan’s appointment offer made on February 15. The PAS leadership said yesterday it wanted all 10 current Kedah state excos sworn in for the 2012 term, despite Mentri Besar Azizan saying only eight would be reinstated. PAS secretary-general Datuk Mustafa Ali confirmed rumours that Phahrolrazi and Ismail had declined to accept their re-appointments, but stressed that the matter was only a “technical issue.” He said that PAS president Datuk Seri Abdul Hadi Awang had met with Azizan as well as the two excos on February 17, where they had explained to him “difficulties” in continuing their duties.

    11 APR 1996 LEAD Mahathir - Mesra GERAK MESRA CAMPAIGN NOT GOVT PROPAGANDA- DR MAHATHIR KANGAR, April 11 (Bernama) -- The Prime Minister said today the Gerak Mesra programme organised by the Information Ministry should not be viewed as government propaganda aimed at getting the people's support. Datuk Seri Dr Mahathir Mohamad said the programme was part of the government's efforts to remind the people to practise good values in community living and value the cordial relations among the various races which had ensured peace in the country. "We don't aim to turn this programme into a platform to project the government's leaders. That's not the reason...if that is the objective we have many other ways," he said when launching the Perlis state level Gerak Mesra campaign at Kompleks Warisan here. More than 3,000 people attended the function.Perlis is the second state to lauch the programme after Kedah which held it last month. Among the dignitaries present were Datin Seri Dr Siti Hasmah Mohamed Ali, Perlis Menteri Besar Datuk Seri Shahidan Kassim, Perlis Umno Liaison Committee Chairman Tan Sri Dr Abdul Hamid Pawanteh and Information Minister Datuk Mohamed Rahmat. Dr Mahathir said the government was holding the Gerak Mesra programme as it believed that courtesy and cordial relations were vital for Malaysia's multi-racial society. "If there is cordiality, there will be peace in the country and peace in society, families will be happier and we'll become an even more progressive nation," he said. The programme served as a reminder to the people to preserve a harmonious atmosphere and the cordial relations among them.

Abstract This study analyzes the political implications of the Islamic resurgence in Malaysia. Based on a theoretical interest in the relationship between non-elite support and political stability, it examines the impact of Islam on the government's ability to maintain the support of the Malay population. Contrary to much of the existing literature on the subject, it argues that the Islamic resurgence, at present, does not pose a serious threat to the stability of Malay non- elite support for the political leadership. It further argues that the maintenance of Malay support has, so far, been achieved without jeopardizing the stability and legitimacy of the political system as a whole.

In KEDAH, Dr Mahathir, who has been leading the Kubang Pasu division since 1974, was among 11 of the 15 division heads who retained their posts, six of them without contest. Others who won the post uncontested include the Prime Minister's Religious Adviser Datuk Paduka Abdul Hamid Othman (Sik), Tun Daim Zainuddin's political secretary Datuk Arzmi Abd Hamid (Merbok) and Culture, Arts and Tourism Minister Datuk Abdul Kadir Sheikh Fadzir (Kulim/Bandar Baharu). Apart from Menteri Besar Datuk Seri Syed Razak Syed Zain who was returned unopposed in Kuala Kedah, there were three other new faces, all former deputy chiefs who managed to beat their "bosses". They are state executive councillor Datuk Zainol Md Isa who beat former Minister in the Prime Minister's Department Datuk Raja Ariffin Raja Sulaiman in Baling, former executive councillor Abdul Rahman Ariffin who beat Datuk Hanafi Ramli in Jerlun, and another former executive councillor Datuk Ghazali Ibrahim who beat former Deputy Human Resources Minister Datuk Dr Afiffuddin Omar in Padang Terap. However, the election results in Padang Terap have yet to be confirmed after a complaint was lodged with the Kedah Umno Elections Committee that there were more ballot papers than the number of delegates present during voting.
