The object of these laws is to free men and women from known and certain risks which exist in our industrialised society, and which if not insured against can destroy so much liberty among so many individuals as to make Bills of Rights to them a hollow mockery. - Frank R. Scott' INTRODUCTION While the ambiguity and uncertainty surrounding many of the pro- visions of the CanadianCharter ofRights and Freedoms2 might be subject to criticism, I prefer the view that Canadians are now in the enviable position of deciding not only what their Constitution should say, but what it does say. This is particularly true with respect to section 7 of the Charter, which provides: 7. Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice. The scope and meaning of section 7 has generated considerable debate. Some commentators have suggested that section 7 only provides for procedural protection against state deprivations of life, liberty or physical security. The writer is a senior fellow at the Hudson Institute professor at Touro Law Center and editor of www.EYEontheUN.org BODY: Today three individuals will address the opening of the 61st annual session of the UN General Assembly: SecretaryGeneral Kofi Annan US President George W. Bush and Iranian President Mahmoud Ahmadinejad. For the city that marked last week's fifth anniversary of 9/11 with continuing trauma as well as resolve the UN spectacle is profoundly disturbing. Outside the insulated halls of Turtle Bay there is a war going on. It is a war which threatens the welfare of decent people the world over and a war we cannot afford to lose. We are therefore obliged to ask and answer the question: Is the UN a help or a hindrance to our success on the battlefield of ideas and the very real trenches that lie beyond? To win this war we must be certain that those who call themselves our generals have the skills the fortitude and the integrity to deserve our trust and our support our toil and our blood. And if not we owe it to ourselves and to our children's children to ensure that there are alternatives to this institution's infirmity and that we will not react with indifference despair and defeat. -

Texts represent the opinions of the European Youth Forum and do not necessarily reflect the views of the EU FOREWORD Racism, xenophobia and discrimination continue to be serious problems in all parts of Europe today. They are often manifested through the discriminatory treatment of minorities and migrants in education, employment, housing and access to health care. Racism may also be compounded by multiple forms of discrimination when members of ethnic and religious minorities become victims of discrimination on additional grounds such as their gender, disability, age or sexual orientation. THomas Hammarberg Council of Europe Commissioner While patterns of discrimination and intolerance for Human Rights continue, there are also reports about violent hate crimes against minorities. Such incidents include crimes related to racism, anti-Semitism, anti-Gypsism, Islamophobia and homophobia. Black Africans have been stabbed or beaten to death; Roma groups targeted in mob violence; Jews physically attacked; synagogues and cemeteries vandalised; Muslims have been assaulted, and their mosques and Islamic schools damaged; gay and lesbian demonstrators and persons with disabilities have also been targets of hate crimes and violent attacks. Physical attacks on individuals from minority groups are often perpetrated in communities where extremists have spread hate propaganda. I have personally seen examples of how minor incidents under such conditions can ignite mob tendencies against, for instance, Roma communities. -

contributors Z David Abrahamson, MBE, qualified in medicine at Trinity College, Dublin and trained in psychiatry at the Maudsley Hospital in London. His principle aim as an NHS consultant from 1971 to 2002 was to combine practice and research to promote a satisfactory transition from mental hospital services, followed by community care that reflected pa- tients’ choices, needs and potential. Consequent developments, includ- ing a multidisciplinary rehabilitation team and a network of supported housing, provided a partnership with patients that he came to value highly in one of the most socially deprived districts in Europe. He is now exploring historical aspects of institutional and community care. Anne Bayefsky is a senior fellow with the Hudson Institute, and a pro- fessor at Touro College in New York. She is on leave from her post as full professor at the Department of Political Science at York University in Toronto. From 1996 to 1999, she was the director of York’s Centre for Refugee Studies, and from 1981 to 1996 was a professor of consti- tutional and international law at the University of Ottawa. She holds a BA, MA and LLB from the University of Toronto, and an M.Litt. from Oxford University. She is a barrister and solicitor of the Ontario Bar. She has launched a website, www.EYEontheUN.org, dedicated to the UN’s record on identifying and condemning human rights, and another, www.bayefsky.com, dedicated to enhancing the implemen- tation of the human rights legal standards of the United Nations. 381 382 2 Contributors Bayefsky has been awarded the Bora Laskin National Fellowship in Human Rights Research (1992), and a MacArthur Foundation grant in Peace and International Cooperation (1995–96). -

IFMSA Policy Statement Discrimination & Hate Crimes Adopted during the 64th August Meeting General Assembly in Ohrid, FYR of Macedonia, 7th August 2015 Summary The IFMSA strongly stands against all forms of violence and crime, especially out of discrimination. Race, ethnicity, religion, sexual orientation and gender are some reasons of discrimination. We strongly believe that although there have been massive leaps in fighting discrimination and hate crimes, further actions must be taken. It is imperative that the global community stands with the principles of the Universal Declaration of Human Rights and ensures equality to all people regardless, race, ethnicity, religion or other status. The IFMSA believes that all medical students carry morals and values in standing against racial, religious, ethnic and other population discriminations. Introduction A significant amount of people is discriminated because of their sex, race, sexual orientation, religion and ethnicity; and become victims of criminal actions because of their choice to live in freedom. The main purpose of this Policy Statement is to draw attention to those Human Rights infringements and ask for solidarity towards freedom of choice in terms of racial, ethnic, religious, sexual and gender traits for every human being. Discrimination is “any distinction, exclusion, restriction or preference which is based on any ground such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, and which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise by all persons, on an equal footing, of all rights and freedoms” [1]. There are several kinds of discrimination such as personally-mediated, institutionalized, and internalized discrimination [2]. -

This volume represents the collaborative efforts between students and CSU, Chico’s dedicated faculty. The papers presented here are a small sampling of the student work done at Chico, but they highlight the diversity and the value of historical inquiry. For many of the authors in this volume seeing their work published is a new experience, while others are a familiar name to this journal. In either case, their work is appreciated and it is both my honor and that of this year’s editorial board, to highlight their writing. This volume was made possible through the continued enthusiasm and support for student work on the behalf of the entire history department. Sport and Discrimination in Europe
SPORTS POLICY AND PRACTICE SERIES This work presents the main contributions and considerations of young European research Sport anddiscriminationinEurope workers and journalists on the question of discrimination in sport. Taking a multidisciplinary approach to the social sciences, the authors show how the media and those working in media can act as a relay, through their coverage of sports, for initiatives on the fi ght against discrimination. They also illustrate in detail not only the reality of discrimination in sport and the controversy surrounding this issue in the member states of the Council of Europe, but also the strength of research incipient in this fi eld. The Enlarged Partial Agreement on Sport (EPAS) hopes to contribute in this way to the development of European research on education through sport involving researchers from different countries in order to better understand the phenomenon of discrimination. William Gasparini is a professor at the University of Strasbourg where he directs a research laboratory specialising in social sciences in sport. He is the author of numerous works on sport in France and in Europe and is a member of the scientifi c and technical committee of the Agency for Education through Sport (APELS). Clotilde Talleu obtained her PhD in social sciences of sport from the University of Strasbourg. Foreword: interview with Lilian Thuram. The Enlarged Partial Agreement on Sport (EPAS) is an agreement between a number of Council of Europe member states (33 as of 1 March 2010) which have decided to co-operate in the fi eld of sports policy. As an “enlarged” agreement, the EPAS is open to non-member states. -
