Continuing Customs of Negotiation and Contestation in Bhutan Adam Pain and Deki Pema∗∗ Introduction A concern for the maintenance of traditional values and customs in the processes of modernisation within Bhutan is evident in much of Bhutan’s official documentation. The fundamental importance given to the maintenance and fostering of Buddhism, its beliefs and associated institutions reflected in Bhutan’s rich culture, is constantly returned to and emphasized in commentary. Thus the establishment of the Special Commission for Cultural Affairs in 1985 “is seen as a reflection of the great importance placed upon the preservation of the country’s unique and distinct religious and cultural traditions and values, expressed in the customs, manners, language, dress, arts and crafts which collectively define Bhutan’s national identity” (Ministry of Planning, 1996, p.193). Equally the publication of a manual on Bhutanese Etiquette (Driglam Namzhag) by the National Library of Bhutan was hopeful that it “would serve as a significant foundation in the process of cultural preservation and cultural synthesis” (Publishers Forward, National Library, 1999). One strand of analysis that could be pursued concerns the very construct of “traditional” and what is constituted as “within” or “without” that tradition. As Hobsbawm (1983) reminds us with respect to the British Monarchy, much of the ceremonial associated with it is of recent origin. While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country. -

A Cultural and Historical Adventure: Hiking in Vietnam and Bhutan October 8-22, 2018
In Partnership with Asia Academic Experience, LLC A CULTURAL AND HISTORICAL ADVENTURE: HIKING IN VIETNAM AND BHUTAN OCTOBER 8-22, 2018 Ann Highum and Jerry Freund are ready to travel again with a group of adventuresome and curious people, in 2018. They are anxious to share their love for SE Asia and its people, culture, history and natural beauty. Bhutan and Vietnam are fascinating countries--safe for travel, culturally fascinating, and historically important. Bhutan, famous for its “happiness index” has been open for tourism for many years, but not so welcoming. They are working to change that, and since their tourism industry is now highly regulated and well managed, our colleague Lana has negotiated a fascinating tour. It is a privilege to have the opportunity to offer this tour to hardy souls who want a unique adventure in both the northern part of Vietnam and then in Bhutan. There will, of course, be a focus on learning on this tour, with local guest speakers and excellent local guides who will share their knowledge about each country with the group. The tour is also based on taking hikes in remarkable areas, interacting with different ethnic tribes to learn about their customs and cultures, staying in guesthouses in small villages, and experiencing each country more fully than is possible in other tours. It is important to note that many of the hiking experiences will involve uneven terrain, long uphill climbs and up to 7 miles per hike. Altitude is also a factor, although the highest areas we would visit are in the range of 7-8000 feet. -

FORMALIZING THE INFORMAL: DEVELOPMENT AND ITS IMPACTS ON TRADITIONAL DISPUTE RESOLUTION IN BHUTAN Stephan Sonnenberg* INTRODUCTION Bhutan is a small landlocked country with less than a million inhabitants, wedged between the two most populous nations on earth, India and China.1 It is known for its stunning Himalayan mountain ranges and its national development philosophy of pursuing “Gross National Happiness” (GNH).2 This paper argues, however, that Bhutan should also be known for its rich heritage of traditional dispute resolution. That system kept the peace in Bhutanese villages for centuries: the product of Bhutan’s unique history and its deep (primarily Buddhist) spiritual heritage. Sadly, these traditions are today at risk of extinction, victims—it is argued below—of Bhutan’s extraordinary process of modernization. -

Not only the way it came into existence but also the manner in which it was interpreted made the process of democratization exceptional. As a land- locked country which is bordered on the north by Tibet in China and on the south by the Indian states Sikkim, West Bengal, Assam and Arunachal Pradesh, it was a late starter in the process of state-building. -

Yeshe Dorji The Founder of Bhutan’s Dragon Tradition Khenpo Karchung Tago Dorden Tashithang Buddhist University Thimphu, Bhutan Dr. Pintong Chatnarat International Buddhist Studies College Mahachulalongkornrajavidyalaya University Ayutthaya, Thailand Prof. Dr. Phra Brahmapundit (Prayoon Dhammacitto), Peace Studies Programme, Graduate School, Mahachulalongkornrajavidyalaya University Ayutthaya, Thailand Corresponding Author Email: [email protected] Abstract Tsangpa Gyare or Yeshe Dorji (1161–1211) was the main disciple of Lingchen Repa Pema Dorji and the founder of the Bhutan’s Dragon Tradition – Drukpa Kagyu Lineage – the main or central branch of which was, until the 17th Century, transmitted by his hereditary family lineage at Ralung in the Tsang region of western Tibet. He was one of the great teachers in Tibet. While he was alive, treasured by many others with his wisdom and compassion, he wrote many books and helped many people to practice for his entire life. The Druk (Standard Tibetan: འབྲུག, Dzongkha: འབྲུག་) is the “Thunder Dragon” of Tibetan and Bhutanese mythology and a Bhutanese national symbol. Druk is highly regarded by the lineage of Drukpa Tsangpa Gyare/Yeshe Dorji. Not only, Druk became the name of the country after the arrival of respected Shabdrung Ngawang Namgyel in 1616 and after the first monastic establishment in 1621 at Chagri Dorji Dhen, but also by the main instructions of Tendrel; the dependent and inter-dependent teachings to the followers which was received by Tsangpa Gyare from the seven Buddhas at Tsari. Shabdrung Ngawang Namgyel taught all the teachings of Tsangpa Gyare in Bhutan. He was the third incarnation of Tsangpa Gayre. The country of Bhutan is therefore called as ‘Druk’; the land is called as ‘Drukyul’; and the people are called as ‘Drukpa’. -

Country Partnership Strategy: Bhutan, 2014–2018 SECTOR ASSESSMENT (SUMMARY): TRANSPORT Sector Road Map 1. Sector Performance, Problems, and Opportunities 1. Landlocked Bhutan faces unique development challenges and opportunities. The country’s small population of about 720,000 is dispersed through mountainous terrain where seismic risks are high and weather conditions formidable.1 This makes it difficult to achieve economy of scale in service delivery and costly to build and maintain vital infrastructure, particularly the road network. Bordered by India in the east, west, and south, Bhutan is heavily reliant on its much larger neighbor for international trade. India is the destination of 84% of Bhutan’s exports, including electricity, and the source of 73% of its imports. However, poor border crossing infrastructure has hampered trade and logistic flows. Consequently, the country’s economic and social development has been constrained by high transport costs and poor accessibility. 2. Land transport. Most passengers and freight transport in Bhutan and the neighboring states of India is done by road, but the road density and coverage of Bhutan’s road network is limited. It comprises about 10,578 kilometers (km) of roads divided into six major classes: (i) 2,438 km of national highways, (ii) 6 km of expressway, (iii) 1,178 km of feeder roads, (iv) 350 km of urban roads, (v) 5,375 km of farm roads, and (vi) 1,230 km of access roads. The national highways are single-lane or two-lane roads. All of the expressways and 93% of national highways and 90% of urban roads are sealed, as are about 20% of the feeder roads and access roads. -
