CDEM Act Civil Defence Emergency Management Act 2002. CDEM Group A group established under section 12 of the CDEM Act 2002. Chair (Person) Chair of Bay of Plenty CDEM Group Joint Committee. Controller The person/s authorised by the Bay of Plenty CDEM Group Joint Committee to perform this role within their territorial authority (Local Controller) or the Bay of Plenty CDEM Group region (Group Controller). Councillor Any elected member of a local authority within the Bay of Plenty CDEM Group region. CEG Coordinating Executive Group as defined in the CDEM Act, it comprises of the chief executive officers of local authorities, emergency services and other agencies as appointed by the CDEM Group. The CEG provides strategic leadership to the CDEM Group. Elected Official Any elected member of a local authority, including an elected member of a community board. Emergency A situation that: • Is the result of any happening, whether natural or otherwise, including, without limitation, any explosion, earthquake, eruption, tsunami, land movement, flood, storm, tornado, cyclone, serious fire, leakage or spillage of any dangerous gas or substance, technological failure, infestation, plague, epidemic, failure of or disruption to an emergency service or a lifeline utility, or actual or imminent attack or warlike act; and • It causes or may cause loss of life or injury or illness or distress or in any way endangers the safety of the public or property in New Zealand or any part of New Zealand; and • It cannot be dealt with by emergency services, or otherwise requires a significant and co-ordinated response under this Act. It serves only as an introduction and Elected Officials are invited to contact the Director, Emergency Management Bay of Plenty or their respective local council CDEM staff for further information. Eastern Bay Flood Response April 2017 ELECTED OFFICIALS GUIDE 2019 7 Legislation The Civil Defence Emergency Management Act 2002 provides for the legislative mandate for Civil Defence Emergency Management in New Zealand. The purpose of this Act, which repeals and replaces the Civil Defence Act 1983, is to — a) improve and promote the sustainable management of hazards (as that term is defined in this Act) in a way that contributes to the social, economic, cultural, and environmental well-being and safety of the public and also to the protection of property; and b) encourage and enable communities to achieve acceptable levels of risk (as that term is defined in this Act), including, without limitation,— i. identifying, assessing, and managing risks; and ii. consulting and communicating about risks; and iii. identifying and implementing cost-effective risk reduction; and iv. monitoring and reviewing the process; and c) provide for planning and preparation for emergencies and for response and recovery in the event of an emergency; and d) require local authorities to co-ordinate, through regional groups, planning, programmes, and activities related to civil defence emergency management across the areas of reduction, readiness, response, and recovery, and encourage co-operation and joint action within those regional groups; and e) provide a basis for the integration of national and local civil defence emergency management planning and activity through the alignment of local planning with a national strategy and national plan; and f) encourage the co-ordination of emergency management, planning, and activities related to civil defence emergency management across the wide range of agencies and organisations preventing or managing emergencies under this Act and the Acts listed in section 17(3). 8 Bay of Plenty Civil Defence Emergency Management Group ELECTED OFFICIALS GUIDE 2019 9 The Act is supported by the National Civil Defence Emergency Management Plan, the Guide to the National Civil Defence Emergency Management Plan, the National Disaster Resilience Strategy, Ministry of Civil Defence & Emergency Management Guidelines and Technical Standards. CDEM at the National Level At the national level the Ministry of Civil Defence & Emergency Management provides leadership in reducing risk, being ready for, responding to and recovering from emergencies. It manages central government’s response and recovery functions for national emergencies, and supports the management of local and regional emergencies. The Ministry of Civil Defence & Emergency Management (MCDEM) manages and maintains the National Crisis Management Centre (NCMC) in a continued state of readiness. The National Crisis Management Centre (NCMC) facilitates the Central Government crisis management arrangements and offers inter-agency and scalable operability to deal with any type of emergency. The facility is located in a bunker below the Beehive. ELECTED OFFICIALS GUIDE 2019 9 CDEM Groups The Act required every regional council and every territorial authority within that region to unite to establish a Civil Defence Emergency Management Group for the purposes of this Act as a joint standing committee under clause 30(1)(b) of Schedule 7 of the Local Government Act 2002. This report covers the period July 2001 to December 2004. An activity involving the disturbance of the bed of a river is controlled by section 13 of the Resource Management Act 1991 (RMA) and therefore requires consent. However, gravel extraction is normally undertaken away from waters edge so as to avoid any sediment contamination of the watercourse. In the Bay of Plenty region, the areas of high gravel concentrations are in the eastern Bay of Plenty rivers. In fact all of the resource consents for gravel extraction are for rivers located within the eastern Bay of Plenty. Individuals and companies who require large volumes of gravel for construction works and building foundations hold resource consents for such activities. Environment Bay of Plenty’s Operations and Rural Services Department also hold resource consents which enable them to remove gravel to prevent erosion and the exacerbation of flooding caused by build-up of the riverbed.

    1. Kerosene Creek First on our list of hot pools in Rotorua is the world-famous Kerosene Creek. 35 minutes from Rotorua and down a gravel road will take you to the thermal pool and waterfall at Kerosene Creek. The creek is popular not just for its geothermal activity but its beautiful surroundings. Location: 28km south of Rotorua. Take State Highway 5, then travel about 2km down Old Waiotapu Road. 2. Wairua Stream Wairua Stream is a bit harder to get to as you have to get a boat across Lake Tarawera, making it a local’s paradise. It is near Te Rata Bay and is one of the most picturesque hot pools near Rotorua. Location: About 25 minutes out of Rotorua down Spencer Road, Lake Tarawera. By boat, launch at Stoney Point and head straight across Lake Tarawera to the headlands on the right of Mt Tarawera. Go straight through these headlands to where the lake opens. Steer gently to starboard and make for the only beach in this area. 3. Wai-o-Tapu / The Bridge / The Secret Spot When it comes to Rotorua hot pools, it does not get more popular thank this one. Funnily enough, it is supposed to be a secret. Get the remnants from the Wai-O-Tapu geothermal attraction by bathing in the hot pool formed by the hot Wai-O-Tapu stream meeting the cool river. It’s a thermal pool, completely natural and completely free! Location: Just outside the Wai-O-Tapu geothermal park (under the bridge). 30km south of Rotorua just off State Highway 5.

    OVER THE YEARS A HISTORY OF THE RURAL COMMUNITY HALLS IN THE ROTORUA DISTRICT FOREWORD Nau mai, Haere mai, There are nine rural community halls in the Rotorua District, at Broadlands, Kaharoa, Mamaku, Ngakuru, Ngongotaha, Okareka, Reporoa, Rerewhakaaitu, and Waikite. Volunteers have driven the development and maintenance of these vital community facilities, which have been the focus for community functions and gatherings for many years. In 2001, Rotorua District Council awarded certificates of appreciation to many of these volunteers for their tireless efforts to sustain the upkeep of their local halls. This booklet was commissioned by the District Council to record the history of Rotorua’s rural halls, for both archival and community interest. Information was compiled in the latter months of 2002 by Marlana Maru, a Year 2 Bachelor of Applied Social Science student from the Waiariki Institute of Technology. RDC Social Research Officer Paul Killerby undertook additional editing and formatting. Marlana and I would like to thank the many local informants whose memories and impressions contributed to this booklet.     A supplementary finding-aid to the archives relating to Maori Schools held in the Auckland Regional Office of Archives New Zealand MAORI SCHOOL RECORDS, 1879-1969 Archives New Zealand Auckland holds records relating to approximately 449 Maori Schools, which were transferred by the Department of Education. These schools cover the whole of New Zealand. In 1969 the Maori Schools were integrated into the State System. Since then some of the former Maori schools have transferred their records to Archives New Zealand Auckland. Building and Site Files (series 1001) For most schools we hold a Building and Site file. These usually give information on: • the acquisition of land, specifications for the school or teacher’s residence, sometimes a plan. • letters and petitions to the Education Department requesting a school, providing lists of families’ names and ages of children in the local community who would attend a school. (Sometimes the school was never built, or it was some years before the Department agreed to the establishment of a school in the area). The files may also contain other information such as: • initial Inspector’s reports on the pupils and the teacher, and standard of buildings and grounds; • correspondence from the teachers, Education Department and members of the school committee or community; • pre-1920 lists of students’ names may be included. There are no Building and Site files for Church/private Maori schools as those organisations usually erected, paid for and maintained the buildings themselves. Admission Registers (series 1004) provide details such as: - Name of pupil - Date enrolled - Date of birth - Name of parent or guardian - Address - Previous school attended - Years/classes attended - Last date of attendance - Next school or destination Attendance Returns (series 1001 and 1006) provide: - Name of pupil - Age in years and months - Sometimes number of days attended at time of Return Log Books (series 1003) Written by the Head Teacher/Sole Teacher this daily diary includes important events and various activities held at the school.

The method was applied to differentiate native fish sites of national significance from those of regional significance or local significance. Of 19 rivers or river segments evaluated one was considered of regional significance, namely the Lower Waiapu; the remainder are of local significance.
