ROYAL CIVIL SERVICE COMMISSION Report on performance of graduates from different institutions in Bhutan Civil Service Examination (BCSE) 2019 Excellence in Service FOREWORD In accordance with the provisions of the Constitution of the Kingdom of Bhutan, Civil Service Act of Bhutan 2010, and the procedures laid down in the Bhutan Civil Service Rules and Regulations 2018, the Royal Civil Service Commission carries out the recruitment and selection of university graduates into the Civil Service annually through Bhutan Civil Service Examination (BCSE). Civil Service recruitment examination for university graduates was introduced as far back as in 1983 with the objective of streamlining and instituting a proper selection system. Over the years, the recruitment and selection system has been strengthened to attract and select the best and the brightest graduates through healthy and fair competition for appointment in the Civil Service based on the principle of meritocracy. The Royal Civil Service Commission is pleased to publish the report on performance of graduates from different institutes in BCSE 2019. A total of 3256 candidates who studied in 209 different institutes based in 12 different countries appeared the BCSE in 2019. While there were a few candidates who studied in institutes based in countries such as Australia, Bangladesh, China, Nepal, Philippines, Sri Lanka, England, Malaysia, Thailand and the USA, most candidates who studied outside Bhutan were from institutes based in India given its proximity and affordability. 777 candidates completed their studies from India and 2442 candidates from Bhutan. In 2019, 33% of the PGDPA selected were from Sherubtse College followed by 17.8% from the Royal Thimphu College and 15.5% from the College of Natural Resources and the rest from other colleges. 56.7% of the PGDFM selected was from Gaeddu College of Business Studies followed by 20% from the Royal Thimphu College and the rest from other colleges. In the PGDE category, including Dzongkha, 61.7% of the selected candidates were from Sherubtse College followed by 29.5% from the Institute of Language & Cultural Studies and the rest from other colleges. The details of the candidates selected under the Technical Category is given in the annexure. The performance of the candidates would, besides other factors, depend on the quality of teaching and learning in the respective institutes, calibre of the individual candidates, and availability of approved vacancies in the Civil Service for particular year of examination. The RCSC will leave that for the readers to judge. The ‘Report on performance of graduates from different institutions in the Bhutan Civil Service Examination’ is published every year as an advisory for parents and prospective candidates, and feedback to the institutes. The PE paper is common to all categories of graduates. PE consists of objective type questions d es ig ne d to test Dzongkha and English communication skills, logic and analytical skills, problem solving and data interpretation abilities of the candidates. The evaluation of the PE answer papers are carried out by Optical Mark Reader (OMR) machine. PE levels out the differences and variations in subject difficulty levels, assessment schemes and educational standard and quality and provides a level playing field for graduates to compete for the ME. It ensures that graduates meet the minimum core competency standards required of them for recruitment into the Civil Service.
